HomeMy WebLinkAbout2012-12-04 Wk Session MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL HELD AT CITY HALL DECEMBER 4, 2012 5:11 P.M. CALL TO ORDER/ROLL CALL Mayor Hovland called the meeting to order at 5:11 p.m. in the Community Room of City Hall. Answering rollcall were Members Brindle, Sprague, Swenson and Mayor Hovland. Member Bennett entered the meeting at 5:12 p.m. Name Your Neighborhood Steering Committee (NISC) members in attendance: Dick Brozic, Bruce Carlson, Bright Dornblaser, Laura Ericksen, Rob Erickson, Paula Harter, Jennifer Janovy, Hope Melton, Bob Miller, Bob Moore and Gene Persha. Edina City Staff attending the meeting: Kris Aaker, Assistant City Planner, Susan, Howl, Executive Assistant; Ari Klugman, City Manager Intern; Karen Kurt, Assistant City Manager; Debra Mangen, City Clerk; Scott Neal, City Manager; and Cary Teague, Community Development Director. Led by Chair Melton, NISC members presented their report outlining the mission and purpose, giving reasons to define neighborhoods, outlining criteria used in developing the proposed neighborhoods, noting possible outcomes for neighborhood associations, reporting on the process followed by NISC in developing the current iteration of the neighborhood boundaries and names and finally presenting each proposed quadrant map. The Council and NISC members discussed the scope of the project to date, reasons to define neighborhoods, data sources used and the response from citizens to date. Assistant City Manager Kurt presented the draft Civic Neighborhood Association Policy. She reviewed the purpose, limitations, the process by which groups could establish bylaws, recognition by the City, potential funding, City support, neighborhood name change process, neighborhood boundary change process and the City's development of a "speakers' list" for use by the associations as well as to provide meeting space if a facility was not scheduled for a city-sponsored meeting or program. The Council offered suggestions for changes to the draft policy and discussed the possible next steps in the process. Staff was directed to make the revisions to the policy, to schedule a public hearing for January 22, 2013 and to take public comment on the policy and the proposed maps until that time.
