BACKGROUND The ETC recognized a need to develop a format and procedure for forwarding our advice and recommendations to the City Council. ASSESSMENT The attached procedures include the following assumptions related to the use of this format: o - Not every action or discussion requires an advisory communication. o The advisory communication form is one procedure for communicating our official activities and advice to the Council. Other procedures (which can be used alone or in combination) are distributing our meeting minutes, presentations at Council meetings, and Joint Council /ETC work sessions. o Approved ETC minutes will be distributed to the Council each month. o A defined procedure for communicating our advice to the Council can be helpful for staff. RECOMMENDATION: FOR INFORMATION ONLY • This communication is for information only. ROUTING PREPARED BY: jenniferjanovy REVIEWED BY: (Approved by ETC at September 2011 meeting) REQUEST: Please include in Council packet for November I meeting. PROCEDURE FOR USE OF ETC ADVISORY COMMUNICATION Assumptions • Not every action or discussion requires an advisory communication • The advisory communication form is one procedure for communicating our official activities and advice to the Council. Other procedures (which can be used alone or in combination) are distributing our meeting minutes, presentations at Council meetings, and joint Council /ETC work sessions. • Approved ETC minutes will be distributed to the Council each month • A defined procedure for communicating our advice to the Council can be helpful for staff Procedure • The ETC will determine whether to forward an advisory communication to the Council If the ETC determines to forward an advisory communication, the ETC will specify: • Whether the communication is • For information only • For presentation /discussion at a Council meeting (specify date) • For presentation /action at a Council meeting (specify date) • The attachments, if any, to be included with the advisory communication, such as draft minutes and supporting documents • The ETC member who volunteers to draft the advisory communication • Distribution and routing Other considerations • A copy of the communication and any related staff report(s) should be distributed to ETC members when these are distributed to the Council
