MINUTES
OF THE WORK SESSION OF THE
EDINA CITY COUNCIL
WEDNESDAY, FEBRUARY 19, 2020
5:30 P.M.
Mayor Hovland called the meeting to order at 5:3 I p.m.
ROLL CALL
Answering roll call were Members Staunton, Anderson, Fischer, Brindle, and Mayor Hovland.
Staff in attendance: Scott Neal, City Manager; Lisa Schaefer, Assistant City Manager; Lt. Brian Tholen; Tara
Brown, Sustainability Manager; Perry Vetter, Park & Recreation Director; Chad Millner, Engineering Director;
Casey Casella, City Management Fellow; Don Uram, Finance Director; Jennifer Bennerotte, Communications
Director; Ryan Browning, IT Director; Kelly Curtin, Human Resources Director; Tim Barnes, Facilities
Supervisor; and Sharon Allison, City Clerk.
MOTION TO CLOSE SESSISON: As permitted by MS I 3D.05, Subd. 3(d) for Security Report
Member Fischer made a motion, seconded by Member Staunton, to close meeting as permitted by MS 13D.05,
Subd. 3(d) for staff to provide a report on physical security and employee procedures for City Hall.
Ayes: Staunton, Anderson, Fischer, Brindle, Hovland
Motion carried.
CITY HALL SECURITY REPORT
Manager Neal explained that staff has been working on safety, security, sustainability, equity and service and
identifying vulnerabilities and would like to go into a closed session to discuss security.
MOTION TO MOVE BACK INTO OPEN SESSION
Member Fischer made a motion, seconded by Member Brindle, to move back into open session.
Ayes: Staunton, Anderson, Fischer, Brindle, Hovland
Motion carried.
PLANNING FOR CITY HALL SAFETY, SECURITY AND SERVICE
Staff presented the goals for City Hall which included work completed or in process; energy opportunities;
maintenance in the next five years; key findings of the Space Needs Study; City-wide Americans with Disabilities
Act (ADA) audit including parking lot improvements planned for 2020; positive public experience; and healthy
work environment. Next step was to develop a request for proposal for master planning.
