Adopt a Storm Drain Martha Allen, Water Resources Intern, presented the Adopt a Storm Drain program to the Commission. • Topics covered: Reasons to have an adopt a storm drain program and how the program works. • Next steps: The EEC can help promote the program and spread the word B. Initiative 4: Study and Report on Pollinators Support Commissioner Horan and student, Morgan Mellum, presented research in support of pollinators. • Topics covered: Background on what pollinators are, why the need protecting, ways to protect pollinators, and action agencies are taking. This presentation was the initial information on “report and recommend” for initiative #5 on the Commission’s work plan. VI. Community Comment Chair Jackson introduced a correspondence with Michelle Swanson, resident. The correspondence will be on the Commission’s next agenda. VII. Reports/Recommendation A. August Meeting Location and Time Draft Minutes☒ Approved Minutes☐ Approved Date: Commissioned discussed the timing and location of their August meeting. The Commission will have a tour of the sustainability aspects of the City’s golf course at 6:30pm, then host their regular meeting in the course conference room at 7pm. Hussian made a motion to move location of August 8, 2019 Energy and Environment Meeting to Braemar Golf at 7pm. Manser Seconded. All voted aye. Motion carries. B. Resolution of Support for a Climate Inheritance Resolution Commissioner Satterlee presented the draft resolution. The Commissioners discussed the resolution. Topics discussed: • Urgency and dates of the actions of the resolutions • Goal and role of the Commission in the resolution • Role of the League of Minnesota Cities and the action resolved in the resolution Satterlee made a motion to table the advisory communication to next month’s meeting. Lanzas second. One discussion on timing. All voted aye. Motion carries. VIII. Correspondence and Petitions None. IX. Chair and Member Comments A. Initiative 3: Efficient Building Benchmarking Chair Jackson provided an update on the approved efficient building benchmarking ordinance. B. 4th of July Parade Commissioner Hoffman reported he submitted the application to march in the Edina 4th of July Parade. Discussion items: • Banner for the recognized businesses in the Business Recognition Program and logo. • Commissioners volunteers at the event. C. Initiative #2: BRP Update Commissioner Horan provided an update about the Green Business Recognition Program. X. Staff Comments A. Human Services Task Force Liaison Brown asked for appointment of a commissioner to the city-wide task force convening this summer. Chair Jackson made a motion to nominate Commissioner Lanzas to the Human Services Task Force. Commission Horan seconded. Motion carried. B. Recycling and Organics Update Draft Minutes☒ Approved Minutes☐ Approved Date: Liaison Brown provided an update on the outcome of the recycling and organics contracts. C. Edina Open Streets Application Liaison Brown reminded the Commission Open Streets is in September, and the application is due in August. D. Quality of Life Survey Liaison Brown notified the Commission there are Sustainability questions on the 2019 Quality of Life Survey. A link to the survey results was provided in the packet item. E. Student Commissioner Liaison Brown notified the Commission that Chloe Maynor and Ana Martinez will be appointed at the June 18, 2019 Council Meeting as the EEC’s student commissioners starting in September, 2019. ATTACHMENTS: Description Sustainability Intern Presentation The CITY of EDINA Sustainability Intern: Summer ‘19 Projects Emily Worman The CITY of EDINAOverview •Project 1: Purchasing Policy Review •Project 2: Equipment Resource Library •Project 3: Conflict Free Minerals •Project 4: Break Room –Coffee •Project 5: Safer Cleaning Products www.EdinaMN.gov 2 The CITY of EDINAPurchasing Policy Review •Overview: The City is in the process of reviewing and updating the purchasing policy. •Goal: Identify ways to integrate sustainability into more purchasing decisions and update the policy to reflect sustainability goals. •Process: Phase I-wording changes and update the environmental and social impact section. •Deliverable: Recommendation report on how the City can improve sustainable purchasing, tracking & implementation, and one-pager on certifications to use and avoid. www.EdinaMN.gov 3 The CITY of EDINAEquipment Resource Library •Overview: Create an equipment resource library for staff to more easily share resources across departments. •Goal: Reduce redundancy and underutilization of materials, since the first step in sustainable purchasing is to not purchase at all. •Process: Meet with department staff to create a centralized list of resources, including technology, office supplies, and educational materials. •Deliverable: Centralized spreadsheet with resource information, and the format will likely be Outlook calendars for checking-out resources. www.EdinaMN.gov 4 The CITY of EDINAConflict Free Minerals •Overview: These are tantalum, tin, tungsten, and gold (3TG) sourced from the Democratic Republic of Congo (DRC). Resolution passed in 2012. •Goal: Reduce the negative social impact of purchases. Purchasing electronics that contain 3TG minerals from the DRC can indirectly support human rights abuses. •Process: Research conflict minerals and responsible sourcing certifications, and work with IT to assess current purchases. •Deliverable: Wrote a purchasing policy on conflict free minerals and created a process for IT to identify manufacturers who responsibly source conflict minerals. www.EdinaMN.gov 5 The CITY of EDINABreak Room -Coffee •Overview: The current coffee set-up is inefficient, it wastes energy and water, and the bad taste of the coffee leads to wasting it. •Goal: Reduce the carbon footprint of coffee at City Hall. •Process: Research coffee brands (fair trade) and brewing systems (energy efficiency), and set-up a taste test with staff. •Deliverable: Create a recommendation report with the brand of coffee and coffee machine to switch to. Create educational materials about the carbon footprint of coffee and encourage staff to not waste it. www.EdinaMN.gov 6 The CITY of EDINASafer Cleaning Products •Overview: Janitorial products can contain chemicals that are hazardous to human health and emit pollutants that degrade air quality. •Goal: Identify products that negatively impact human and environmental health and switch to safer alternatives. •Process: Survey current products and identify safer alternatives, conduct a trial of safer products to ensure effectiveness. •Deliverable: Create report for Facilities Maintenance, summarizing findings and recommendations for safer alternatives. www.EdinaMN.gov 7 The CITY of EDINA Thank you! INTRODUCTION: This item was tabled at the June 13, 2019 EEC Meeting. Commissioner Satterlee will re-introduce an advisory communication and resolution. Please note the attachments have been updated from the June meeting. ATTACHMENTS: Description Climate Inheritance Resolution Advisory Communication Date: July 11, 2019 To: Mayor and Members of Council From: Energy and Environment Commission Subject: Climate Inheritance Resolution Action Requested: Review and Adopt the Climate Inheritance Resolution Situation: At the April 2 Edina City Council meeting, three members of the community (Ana Martinez, Kathryn Kaiser, and Maddy Fernands) requested that Council sign a resolution supporting the Green New Deal. Council directed the Energy and Environment Commission (EEC) to review the matter and send an Advisory Communication back to Council. At the EEC’s May 9 meeting, the community members presented the topic and answered questions. Discussion at the May 9 and June 13 meeting led to this Advisory Communication and the attached resolution. Background: The City Council has tasked the EEC with five initiatives this year as part of our annual work plan, one of which relates to the issue of climate change and related impacts on the City of Edina. The EEC’s Initiative Five is to “study and report about timeline and parameters recommendation for a Climate Action Plan including the city’s leadership role.” We will be presenting this report to Council later this year, which will include background information on the impacts of climate change on Edina, highlight leadership of other comparable cities, and offer recommendations around key components and considerations to include in a Climate Action Plan to help meet the city’s GHG emission reduction goals. Major Minnesota businesses are taking action and making commitments to support similar goals. On May 9, 2019, nine major Minnesota businesses (namely General Mills, Best Buy, Aveda, Cargill, Tennant Company, Target, Uponor, Clif Bar, and Ben & Jerry’s) wrote a letter in May 2019 to Governor Walz and the leadership of the Minnesota House of Representatives and Senate to express their support for the transition to a low-carbon economy. They wrote, “We support decarbonization strategies because they will help us ensure prolonged profitability, reduce risk, safeguard the resilience of our supply chains and allow us to better meet the growing demands of our customers and investors. We have made significant commitments to reduce our greenhouse gas (GHG) emissions because climate change poses a material risk to our businesses, threatens the competitiveness and livelihoods of our supply chain, and impacts the communities in which we operate. Because of these risks to our businesses, consumers, and employees we view decarbonization as a top priority for Minnesota - and we are doing our part.” Though we are already seeing the impacts of climate change, including more frequent major storms and flooding events, there is international research that supports the need for action to be taken to prevent increasingly negative impacts of climate change. A report by the United Nations Intergovernmental Panel on Climate Change (IPCC) in October 2018 warned that we have less than 12 years to avoid a climate change catastrophe. Assessment: We find that the citizens’ call for a climate action plan and request that the City call upon the State and Federal Governments to take action on climate change fall in line with the 2019 goals of the Energy and Environment Commission. The attached resolution would support the development of a Climate Action Plan for the City of Edina by calling on local, state, and federal leadership to align on shared GHG emission reduction goals, and to develop supportive resources for cities that are developing climate action plans to meet these goals. Recommendation: We advise the Edina City Council to adopt the attached climate inheritance resolution. Climate Inheritance Resolution Whereas, the citizens of the City of Edina value children and our legacy for future generations; and Whereas, the City of Edina recognizes that climate change is caused by excess greenhouse gases including carbon dioxide and methane produced as a result of human activity; and Whereas, in October, 2018 the United Nations’ Intergovernmental Panel on Climate Change issued a special report that stated the impacts of global warming to 1.5°C would require rapid, far-reaching and unprecedented changes in all aspects of society; and Whereas, the effects of climate change include increased flooding, fire and tornadoes and while they will impact all communities, the worst effects will fall on poor communities and communities of color (vulnerable or “frontline communities,” including individuals in any community who will experience financial hardship or health stress due to the impacts of extreme weather such as flooding, severe storms, and extreme temperatures); and Whereas, these risks are too great for the City of Edina to remain silent; and Whereas, the City of Edina promotes actions that protect future generations from the consequences of climate change; and Whereas, the State of Minnesota Next Generation Energy Act of 2007 requires the reduction of greenhouse gas emissions in the state by 80 percent between 2005 and 2050; and Whereas, many major Minnesota businesses, including 3M, General Mills, Best Buy, Aveda, Cargill, Tennant Company, Target, Uponor, Clif Bar, and Ben & Jerry’s have expressed their support for a transition to a low carbon economy, including reducing their own greenhouse gas emissions - some setting their goal to meet 100 percent of their energy needs with clean energy by 2050 or sooner - because they understand the importance of climate change to their profitability and supply chains; and Whereas, Xcel Energy, Minnesota’s largest utility, has already publicly committed to generate 100 percent of its electricity from clean energy by 2050; and Whereas, transformational change must occur at all levels of society, including cities of all sizes, to address the pending climate crisis. Now, therefore, we resolve: 1. To ask the State of Minnesota to work with local governments, commerce, industry, and agriculture to systematically adapt our economy to address climate change on a timeline aligned to support the achievement of Minnesota state and utilities’ carbon reduction commitments, including, but not limited to: a. Converting all electricity generation to carbon-free or renewable sources; b. Decarbonizing our economy; c. Supporting and promoting energy efficiency; d. Recognizing the impact of economic changes on people and communities, helping mitigate the negative impact especially on vulnerable individuals and frontline communities, and ensuring an equitable distribution of the benefits; e. Aligning our land stewardship policies, including urban and rural land use, to maximize carbon recapture and promote soil health; and f. Supporting a system created by the League of Minnesota Cities to assist cities in creating their own climate action plans (that include consideration of the threat of climate change to vulnerable individuals and frontline communities) and for measuring and reporting progress on these plans. 2. We ask the Federal Government to promote systematic changes to the United States economy that address climate change, including, but not limited to: a. Supporting and coordinating the efforts of States to address climate change; b. Converting all electricity generation to carbon-free or renewable sources; c. Decarbonizing our economy; d. Supporting and promoting energy efficiency; e. Recognizing the impact of economic changes on people and communities, helping mitigate the negative impact especially on vulnerable individuals and frontline communities, ensuring an equitable distribution of the benefits, and thus securing for all people of the United States for generations to come: ○ clean air and water; ○ climate and community resiliency; ○ healthy food; ○ access to nature; ○ and a sustainable environment; and f. Aligning our land stewardship policies, including urban and rural land use, to maximize carbon recapture and promote soil health and g. Creating a system for measuring and reporting progress on these goals. 3. To ask the MN League of Minnesota Cities to research, develop plans, and lobby for legislation that would: a. Support cities in taking action to reduce their greenhouse gas emissions and advocate for the State and Federal changes recommended above; b. Require Minnesota cities population 6,000 and larger to develop climate action plans by 2025; c. Provide uniform and detailed template elements for municipal climate action plans that can be customized by cities based on their resources and that include consideration of the threat of climate change to vulnerable individuals and frontline communities; and d.
