A. Climate Adaptation Work
Eric Wojchik from the Metropolitan Council presented about the planning body’s climate adaptation
work. The main points were:
• About the Metropolitan Council - They are a regional board to focus on difficult programs that
extend over borders
• Climate change work at the Met Council for Adaptation and Tools: energy, flooding, solar
• Moving forward
o The Met Council wants to help Cities implement their comprehensive plans
o Offer to partner to have students do work for the City

A. Energy Efficiency in City Facilities Update
Liaison Brown provided an update on the city facilities energy efficiency. Showcased the difference in energy
efficiency when current systems are optimized versus systems being updated with new technology.
B. Passive Home Presentation
Discussed the opportunity to have a speaker co-present to the Planning Commission and the EEC on
passive homes. Anticipate presentation at January 22 Planning Commission Work Session.
C. Reminder: City Council Guiding Principles & Commission Work
Liaison shared link to principles Council uses to engage with Commissions.
D. Request: Co-host Community Education Event

Approve Proposed 2020 Commission Work Plans
Information / Background:
The proposed 2020 Commission work plans were reviewed at the City Council’s November 19, 2019 work
session. These work plans included city staff comments and recommendations. Recommendations for
initiatives were guided by the following themes:
1. Cross-Commission Committees
New last year, was assigning cross-commission committees, comprised of 2 or 3 commissions, to an
initiative. Commissions found this structure to be challenging, and struggled with finding meeting
times, communication, and different project priorities across commissions. The new
recommendations for cross-commission committees assigns the initiative to one commission and
asks another commission to “appoint” up to two members to provide feedback on the final
recommendation before it goes to Council. This will reduce the need for additional meetings while
still ensuring another commission’s perspective is provided.
2. Staff Operations
There are initiatives presented on proposed work plans which would be considered staff operational
responsibilities. For these types of proposed initiatives, the recommendation is to establish the
commissions role as a Council Charge “review and comment”. This allows staff to establish a process
yet collect comment / feedback from commission members.
3. Other City Work Plans
Initiatives tied to city-wide work with unestablished direction or tied to an approval of CIP, was
recommended to be removed or moved to the parking lot. Before having commissions expend
energy on work still undetermined, staff should establish goals to help identify a commissions’ role.
This included tree initiatives and park strategic plans.

4. Role Clarification
Commissions are advisory to Council and their work plans should consist of the work they intend to
complete in the upcoming year. Language changes were made to clarify role of the commission and
eliminate misunderstanding the intent of the initiative.
5. Events
When planning communication campaigns and engagement events we need to ensure that 1) we have
the appropriate time and resources to produce intended results, and 2) the number of events does
not result in City programs competing with each other for participation.
In making the final recommendations, staff incorporated feedback from the Council work session. Since the
work session, one initiative was added to the Energy & Environment Commission work plan. This initiative
reads:
Initiative #7: Coordinate 50th Anniversary of Earth Day event with Edina Community Education.
There were a few discussions at the work session about ideas for the Energy & Environment Commission
(EEC). These ideas were not added to the proposed work plans but are listed below for Council review.
1. Sustainability Award - The Commission launched the Business Recognition Program (BRP) in 2019
that achieves goals of recognizing organizations outside of City Hall who contribute to sustainability.
The BRP is a work plan item for 2020.
For recognizing individuals’ contributions to sustainability, the City has Hometown Heroes as an
avenue for such award. EEC and staff can continue to recommend residents like the current Heroes,
Marcie and Tom Hamel, for their work on water quality.
2. Styrofoam
The EEC had this initiative on 2016 work plan in the form of Study and Report. The Study and
Report was submitted to Council on November 7, 2016. During 2019 Work Plan discussion, to-go
food packaging ordinance did come up in the EEC discussion. The EEC decided not to put it on the
Work Plan, but in the parking lot until curbside organics was successfully launched. There was also
discussion of whether an ordinance was the best policy to tackle considering the compostable
packaging is becoming more ubiquitous and might there be a different opportunity to be a leader. The
conversation at the work session was to focus on curbside organics first.
Staff’s recommendation is to approve the 2020 Commission work plans as presented.

RESOLUTION NO. 2020-19
A RESOLUTION OF SUPPORT FOR ESTABLISHING A POLICY TO SUPPORT IMPROVED
ENERGY PERFORMACE STANDARDS IN THE STATE OF MINNESOTA
WHEREAS, buildings account for approximately 40% of all the energy used in Minnesota and new
development practices have the opportunity to make the greatest longstanding impact; and
WHEREAS, there is overwhelming scientific consensus that climate change is a significant threat to
human civilization and is caused primarily by the combustion of fossil fuels; and
WHEREAS, the state of Minnesota is not on track to meet it’s 80% carbon reduction by 2050 goal; and
WHEREAS, City of Edina is not on track to meet their energy or carbon reduction goals of 80% by
2050.
WHEREAS, high efficiency construction presents opportunities for workers in manufacturing,
construction, and service sectors, and it is essential that workers play a role in helping drive innovation
towards a clean energy economy while creating and maintaining family-sustaining jobs; and
WHEREAS, the City of Edina is interested in improving health and supporting economic development
using environmentally conscious efforts; and
WHEREAS, the State of Minnesota Climate Strategies and Economic Opportunities report identified
implementation of a “stretch code” to improve energy efficiency as a leading cost-effective strategy in
meeting the state’s 80% greenhouse gas reduction goal by 2050; and
WHEREAS, the City of Edina supports individual Minnesota cities having the option to adopt more
stringent energy requirements for new construction and major renovation buildings as an issue of local
autonomy,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Edina, Minnesota that the
City formally adopts a policy to support state legislation leading to higher performing
commercial buildings through advanced energy performance standards.

WHAT: An advanced building performance standard could be offered as an optional appendix to the state’s building code allowing cities to adopt a higher energy standard for new and major renovation commercial and multifamily buildings. The appendix would be available to jurisdictions as a uniform, advanced energy standard.
WHY: An advanced building performance standard is necessary to allow the State and cities to cost effectively meet our climate and other clean energy goals. The State of Minnesota, and many cities, have climate action goals that call for an 80% reduction of greenhouse gas (GHG) emissions by 2050, but we are not on track to meet these goals. New and renovated buildings are a significant source of GHG emissions and must be addressed.
Today, Minnesota cities cannot require that commercial buildings be designed and constructed to meet a standard above the state code, thereby limiting the carbon reduction cities can achieve. Cities view the rapid growth in new commercial and multifamily development as a major missed opportunity to have an impact and want to act soon. Additionally, an advanced building performance standard would have a positive impact on job
growth in the building construction, building operations, and design sectors.
HISTORY & BACKGROUND OF THE ADVANCED BUILDING PERFORMANCE STANDARD EFFORT:• An advanced building standard was recognized as a key GHG reduction strategy more than a decade ago, first through the state-led MN Climate Change Advisory Group stakeholder process 2008 report and again through the EQB-led Climate Solutions and Economic Opportunities (CSEO) project in 2014.
• In 2019, state Rep. Jamie Long authored a bill to create an advanced building performance standard
- Voluntary option for cities to adopt - Supported by 12 cities around the state, League of Minnesota Cities, AIA-MN - Sen. Dave Senjem sponsored the bill in the senate - Passed in House energy omnibus bill; negotiated out during conference committee
• Fall 2019: Convened three city-led workshops to identify common interests and solutions, engaging 22 cities statewide
- Utilities, architectural community, design engineers, and insurance industry participation - Other stakeholder meetings: trade groups, affordable housing, multifamily builder assoc.
• Departments of Commerce (Commerce) and Labor & Industry (DLI) host a broad stakeholder process - Five meetings between October 2019 – January 2020 - Includes contractors, trades, multifamily, energy efficiency, cities, and legislators

Support for Resolution Establishing a Policy to Support Improve Energy Performance Standards

Information / Background:
An advanced building performance standard is necessary to allow the State and cities to cost effectively
meet our climate and other clean energy goals. The State of Minnesota, and many cities, have climate action
goals that call for an 80% reduction of greenhouse gas (GHG) emissions by 2050, but we are not on track to
meet these goals. New and renovated buildings are a significant source of GHG emissions. In Edina,
commercial buildings make up approximately 65% of the electricity consumption.
Today, Minnesota cities cannot require that commercial buildings meet a standard above the state code,
thereby limiting the carbon reduction cities can achieve. An advanced building standard was recognized as a
key GHG reduction strategy more than a decade ago, first through the state-led MN Climate Change
Advisory Group stakeholder process 2008 report and again through the EQB-led Climate Solutions and
Economic Opportunities (CSEO) project in 2014. Additionally, an advanced building performance standard
would have a positive impact on job growth in the building construction, building operations, and design
sectors.
Massachusetts, New York City, and the British Columbia have implemented successful policies to advance
