VI.Community Comment
During "Community Comment," the Board/Commission will invite residents to share relevant issues
or concerns. Individuals must limit their comments to three minutes. The Chair may limit the
number of speakers on the same issue in the interest of time and topic. Generally speaking, items
that are elsewhere on tonight's agenda may not be addressed during Community Comment.
Individuals should not expect the Chair or Board/Commission Members to respond to their
comments tonight. Instead, the Board/Commission might refer the matter to sta% for
consideration at a future meeting.

Chair Jackson called the meeting to order at 7:00pm
II.Roll Call
Answering Roll Call were Chair Jackson, Commissioners Horan, Lanzas,
Manser, Martinez, Satterlee, Martinez, Maynor
Absent: Hussain, Seeley
Late: Dakane
III.Approval Of Meeting Agenda
Motion by Michelle Horan to Approve Meeting Agenda. Seconded by
Richard Manser. Motion Carried.
IV.Approval Of Meeting Minutes
A.Minutes: Energy and Environment Commission, Feb 13, 2020
Motion by Bayardo Lanzas to Approve Meeting Minutes. Seconded by
Lauren Satterlee. Motion Carried.
V.Special Recognitions And Presentations
A.Organics Recycling Launch, Twila Singh
Organics Coordinator, Twila Singh, discussed the Organics Recycling Launch
with the EEC.
Website set up for residents with FAQ's
100 calls a day about organics recycling
*Commissioner Dakane arrived at 7:05pm
Carts being delivered in April with first pick ups May 1
Apartment buildings can look at current recycler and ask if they can add
organics to current services.
Outreach to residents will occur frequently to help educate
If residents are already using Vierkant, the bin becomes yard waste and they
will receive another cart for organics. Residents can end yard waste cart and
go to paper bags for yard waste
Welcome kit includes brochure, compostable bags, welcome letter with
coupons, and magnet.
Volunteers are needed to help assemble welcome kits.
B.Welcome to New Commissioners
Chair Jackson introduced new commissioners Hilda Martinez and Ukasha
Dakane and explained the 2020 Work Plan.
VI.Community Comment
Tom Tessman asked a question about the Climate Study and asked if it was
posted on the website. It is located on the Dec 17th Work Session with council
and he also asked if included data from other communities.
During "Community Comment," the Board/Commission will invite residents to share relevant issues or
concerns. Individuals must limit their comments to three minutes. The Chair may limit the number of
speakers on the same issue in the interest of time and topic. Generally speaking, items that are elsewhere on
tonight's agenda may not be addressed during Community Comment. Individuals should not expect the Chair
or Board/Commission Members to respond to their comments tonight. Instead, the Board/Commission might
refer the matter to staff for consideration at a future meeting.
VII.Reports/Recommendations
A.Initiative 6: Earth Day Event with Edina Community Education
April 20th is the date of the event and it will take place at one of the schools
Watch: Just Eat It: A Food Waste Journey documentary

A.Flood Risk Strategy Taskforce Update
Commissioner Manser updated the commission about the Flood Risk
Strategy Task Force
Met 12 times over the year
March 4th meeting with Mayor and City Council
Final Report being presented April 7th
Reports and materials are available online
B.Green Business Recognition
Accredited Wealth Investors owners have many green practices
They would be interested in hosting an event
Is there a place on the website for resources on the website?
State statute about landscape irrigation shall have technology to limit use
during increased moisture.
No process to currently enforce.
Is there a way to enforce it?
C.Joint Commission Meeting
Chair Jackson reminded the commission about the April 4th Joint

Climate Action Plan
Framework
A brief history of the Edina Energy and Environment Commission
2008 -2018
•Edina was the first Minnesota city to include the environment in its
comprehensive plan in 2008. Adopted State GHG reduction goals.
•The City of Edina builds a “community solar garden” on the roof of its
public works building.
•Vision Edina in 2015 shows that protecting the environment is both a
highly and broadly shared value in the Edina.
•Partners in Energy jump starts current Edina actions to reduce GHGs.
•2018 Comprehensive Plan lays out framework for future EECs.
