During "Public Hearings," the Mayor will ask for public testimony after City staff members make their
presentations. If you wish to testify on the topic, you are welcome to do so as long as your testimony is
relevant to the discussion. To ensure fairness to all speakers and to allow the efficient conduct of a
public hearing, speakers must observe the following guidelines:
• Individuals must limit their testimony to three, minutes. The Mayor may modify times, as
deemed necessary.
• Try not to repeat remarks or points of view made by prior speakers and limit testimony to the
matter under consideration.
• In order to. maintain a respectful environment for all those in attendance, the use of signs,
clapping, cheering or booing or any other form of verbal or nonverbal communication is not
allowed.

Action Requested:
If the Council determines the project to be necessary, cost - effective, and feasible, Council shall adopt
Resolution No. 2013 -127 accepting the feasibility study and approving Morningside B Neighborhood
Roadway Reconstruction, No. BA -406, authorize plans and specifications to be completed and bids
taken.

Information / Background:
City staff_ initiated this project. The project involves localized rehabilitation of the sanitary sewer, upgrades
to the storm sewer system, curb.and gutter spot repairs, watermain lining, upgrades to fire hydrants and
gate valves, installation of sidewalks:and reconstruction of bituminous pavement.
The overall project cost is estimated at $3,046,125 which includes City owned. utility repairs and
replacement. Funding for the roadway cost will .be from a special assessment of 100% of the roadway cost.
All City owned utility improvements will be from the respective utility funds. Sidewalk improvements will be
funded though the PACS fund.
Staff has analyzed -the project and feels that the project is necessary, cost - effective, and feasible from an .
engineering standpoint.

ORDERING IMPROVEMENT FOR
MORNINGSIDE B NEIGHBORHOOD ROADWAY
RECONSTRUCTION
IMPROVEMENT NO. BA -406
WHEREAS, a resolution of the City. Council, adopted the 4th day of November, 2013, fixed a date
for a council hearing on Improvement N9: BA -406, the proposed improvement of Morningside B
Neighborhood Roadway Reconstruction; and
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was given, and
the hearing was held thereon on the 10th day of December, 2013, at which all persons desiring to be heard
were given an opportunity to be heard thereon;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EDINA,
MINNESOTA:
I. Such improvement is necessary, cost- effective, and feasible to update aging
infrastructure and address several issues including drainage problems, sanitary
sewer problems and water main improvements and upgrades.
2. Such improvement is hereby ordered.
3. The city engineer is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
4. The city council declares its official intent to reimburse itself for the costs of the
improvement from the proceeds of tax' exempt bonds.

ROADWAY IMPROVEMENTS
PROPOSED IMPROVEMENT NO. BA -406
MORNINGSIDE B NEIGHBORHOOD ROADWAY RECONSTRUCTION
The Edina City. Council will meet at Edina City Hall, on Tuesday, December 10, 2013, at 6:00 p.m.,
to consider the public hearing on roadway improvements for Morningside B Neighborhood. This
hearing is being conducted under the authority granted: 6y Min nesota.Statutes, Chapter 429.
This. hearing has been called as a recommendation from staff. The proposed project would be
constructed in the summer of 2014. with the assessment hearing: occurring in the fall of 2015. The
estimated project cost is $1,036,125. The cost of the project will be•funded by special assessment.
The estimated cost per assessable lot is $7,500 per residential equivalent unit. The assessments
can be divided over a fifteen -year period-with interest accumulating on the unpaid balance.
The area proposed to be assessed the cost of the proposed improvement includes the following:
4128 to 4360 France Ave; 3908 to 4113 W. 42"d St, 4208 to 4248 Scott Terr,
4200 to 4249 Alden Dr, 3903 to 411.5 Morningside Rd, 4115 and 4201 Grimes Ave,
and 4300 to 4316 Eton Pl.
Your receipt of this notice is-an indication that property whose ownership is listed to you is
among those properties which are considered to be benefited. by. the improvement.
The City Council can authorize the proposed project immediately upon the close of the hearing. .

As a father of 3 young children living on 42nd street, I fully support plans that ensure safe pedestrian and bike traffic in
Morningside. In addition to the proposed plans for a sidewalk on the north side of 42nd street, I hope the City Council
will strongly consider options for slowing automobile traffic on 42nd Street.
Perhaps installing a speed bump or two, or narrowing 42nd street at a few intersections might help. I've lived at the
corner of 42nd and Monterey for 7 years. My observation is that few, if any, westbound cars make a complete stop at
this offset, 4 -way stop intersection. This continues to a source of concern and frustration for me and my neighbors.
There are at least 25 children under the age of 10 that live within 100 feet of this intersection. In addition there are
multiple school bus stops within 100 feet of this intersection. Slower traffic on 42nd street and /or enforcement of this 4-
way stop sign should be considered as part of this neighborhood improvement plan.

Action Requested:
If the Council determines the project to be necessary, cost - effective, and feasible, Council shall adopt Resolution
No. 2013 -128 and 2013 -129 accepting the feasibility study and approving Countryside F, Hawkes Addition and
Warden Avenue, Neighborhood Roadway Reconstruction, No. BA -407 and BA -408, authorize plans and
specifications to be completed and bids taken. The Council should consider each improvement project number
separately.
Information / Background:
The Hawkes Addition and Warden Avenue Countryside F Neighborhood Roadway Improvement Projects were
combined into one feasibility study to create economies of .scale for the bidding process due to their small
individual size and geographical proximity to one another. Each improvement number has an estimated
assessment associated with it.
City staff initiated these projects. Each project involves localized rehabilitation of the sanitary sewer, upgrades to
the storm sewer system, and upgrades to fire hydrants, concrete curb and gutter spot repair, and reconstruction
of bituminous pavement.
The overall project cost is estimated at $763,638, which includes City owned utility repairs and replacement.
Funding for the roadway cost will be from a special assessment of 100% of the roadway cost. All City owned
utility repairs will be from the respective utility funds.
Staff has analyzed the project and feels that the project is necessary, cost- effective, and feasible from an
engineering standpoint.

The Edina City Council will meet at Edina City Hall, on Tuesday, December 10, 2013, at 6:00 p.m.,
to consider the public hearing on roadway improvements for-Countryside F Neighborhood. This
hearing is being: conducted under the authority granted by Minnesota Statutes, Chapter 429.
This hearing has been called as a recommendation from staff.. The proposed project would be
constructed in the summer of 2014 with the. assessment hearing occurring in the fall of 2015. The
estimated project cost is $241,978. The cost of the project will be funded by special assessment.
The estimated cost per as lot is $11,000. per residential equivalent unit. The assessments
can be divided over a fifteen -year period with interest accumulating on the unpaid balance.

The Edina City Council will meet at Edina City'Hall, on Tuesday, December 10, 2013,.at 6 :00 p.m.,
to consider the public hearing on roadway improvements for Bredesen Park .D Neighborhood.
This hearing is being,conducted under the authority granted by Minnesota Statutes, Chapter 429.
This hearing has-been called as a recommendation from staff. The proposed project would be
constructed in the summer of 2014 with the assessment hearing occurring in theffall of 201'5. The
estimated project cost is $886,650. The cost of the project will be funded by special assessment..
The estimated cost per assessable lot is $11,500 per residential equivalent unit. The assessments
can be divided over'a fifteen -year period with interestaccumulating on the unpaid: balance.
The area proposed to be assessed the cost of the proposed improvement includes the following:

Action Requested:
If the Council determines the project to be necessary, cost - effective, and feasible, Council shall adopt
Resolution No. 2013 -131 accepting the feasibility study and approving Birchcrest B Neighborhood
Roadway Reconstruction, No. BA -410, authorize plans and specifications to be completed and. bids
taken.
Information / Background:
City staff initiated this project. The project involves localized rehabilitation of the sanitary sewer, extensions
to the storm sewer system, upgrades to fire hydrants and gate valves, concrete curb and gutter spot repairs,
installation of curb bump -outs along Valley View Road along with the addition of a sidewalk, and
reconstruction of all streets with bituminous pavement.
The overall project cost is estimated at $3,5761'375 which includes City owned utility repairs and
replacement. Funding for the roadway cost will be from a special assessment of 100% of the roadway cost.
All City owned utility repairs will be from the respective utility funds. Sidewalk improvements will be funded
through the Pedestrian and Cyclists Safety (PACS) fund.
Staff has analyzed the project and feels that the project is necessary, cost - effective, and feasible from an
engineering standpoint.

WHEREAS, a resolution of the .City,.Council, adopted the-4th day of November, 2013, fixed a date
for a council hearing on Improvement No. BA -410, the proposed improvement of Birchcrest B
Neighborhood Roadway Reconstruction ;.and
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was given, and
the hearing was held thereon on the I Ooh day of December, 2013, at which all persons desiring to be heard
were given an opportunity to be heard thereon;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EDINA,
MINNESOTA:
I. Such improvement is necessary, cost - effective, and feasible to update aging
infrastructure and address several issues including drainage problems, sanitary
sewer problems and water main improvements and upgrades.
2. Such improvement is hereby'ordered:
3. The city engineer is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
4. The city council declares its official intent to reimburse itself for the costs of the
improvement from the proceeds of tax. exempt bonds.

Dear Council and Engineers - it was extremely disturbing to receive your letter dated November 21st regarding Roadway
Improvements. I have lived at 5126 Roberts Place for 17 years. I'm looking out at a pretty new road that was resurfaced
last year and does not need to be replaced. We've had no trouble with drainage or sewer back -ups since I have been
here other than the occasional roots that need to be cleaned out. I simply don't have $12,500 right now to spend on
unnecessary road construction, especially as I have two kids going to college next year. I pay Federal tax, State tax, Local
tax, Property tax, and Road tax for my three vehicles and now you seem to be assessing an additional tax which we may
have no control over.
I'm disappointed our city has taken this approach and I obviously vehemently oppose any city mandated tax for road
improvements that are not necessary in my neighborhood.
I will be at the hearing December 10th.

Gentlemen,
I have not been able to get to any of the meetings about this project, but I do have some input if
you will read this.
First, I see no REAL purpose for a sidewalk on Valley View Rd. since it would be very
disruptive to some beautiful yards to benefit people who like walking in the street.
Please don't let staff be robotic on any previous rules, that should relate separately to each
neighborhood.
Please don't narrow the road; it has lots of trucks, cars, and teen age drivers who go too fast fora
narrow road.

Roadway" Reconstruction, No. BA -41 1,, authorize plans and specifications to be completed and bids
taken.
Information / Background:
City staff initiated this project. The project involves localized rehabilitation of the sanitary sewer, upgrades
to the storm sewer system, and upgrades to fire hydrants, proposed sidewalk and parking bays near
Strachauer Park, concrete curb and gutter spot repair, and reconstruction of bituminous pavement.
The overall project cost is estimated at $1,549,991 which includes City owned utility repairs and
replacement. Funding for the roadway cost will be from a special assessment of 100% of the roadway cost.
All City owned utility repairs will be from the respective utility funds. Sidewalk improvements will be funded
through the PACS fund.
Staff has analyzed the project and feels that the project is necessary, cost- effective, and feasible from an
engineering standpoint.

IMPkOVEMI=NT NO: BA -41
WHEREAS, a resolution of the City Council, adopted the 4th day of November, 2013, fixed a date
for a council hearing on Improvement No. BA -41 I, the proposed improvement of Strachauer Park B
Neighborhood Roadway Reconstruction; and
WHEREAS, ten days' mailed notice`and two weeks' published notice of the hearing was given, and
the hearing was held thereon on the IOth day of December, 2013, at which all persons desiring to be heard
were given an opportunity to be heard thereon;
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EDINA,

I . Such improvement is necessary, cost - effective, and feasible to update aging
infrastructure and address several issues including drainage problems, sanitary

STRACHAUER PARK B NEIGHBORHOOD ROADWAY RECONSTRUCTION
The Edina City Council will meet at Edina City Hall, on Tuesday, December 10, 2013, at 6:00 p.m.,
to consider the public hearing on roadway improvements for Strachauer Park B Neighborhood.
This hearing is being conducted under the authority granted by Minnesota Statutes, Chapter 429.
This hearing has been called as a recommendation from staff. The proposed project would be
constructed in the summer of 2014 with the assessment hearing occurring in the fall of 2015. The
estimated project cost is $764,991. The cost of the project will be funded by special assessment.
The estimated cost per assessable lot is $8,500 per residential equivalent unit. The assessments
can be divided over a fifteen -year period with interest accumulating on the unpaid balance.
The area proposed to be assessed the cost of the proposed improvement includes the following:
6000 to 6129 Abbott Ave, 6000 to 6128 Zenith Ave, 6020 to 6125 York Ave,
3113, 3201 and 3219 60`h St, and 6200 Beard Ave
Your receipt of this notice is an indication that property whose ownership is listed to you is
among those properties which are considered to be benefited by the improvement.
The City Council can authorize the proposed project immediately upon the close of the hearing.

Action Requested:
If the Council determines the projectto be necessary, cost - effective, and feasible, Council shall adopt
Resolution No. 2013 -133 accepting the feasibility study and approving 54th Street Roadway
Reconstruction, No. BA -416, authorize plans and specifications to be completed and bids taken.
Information / Background:
City staff initiated this project. The project involves removing and replacing the existing concrete curb and
gutter, reconstructing the bituminous pavement, installation of a sidewalk and lighting, shared vehicle and
bicycle lane markings, water pipe installation, upgrades to the storm sewer system, and replacement of the
bridge over Minnehaha Creek.
The overall project cost is estimated at $3,308,000 which includes City owned utility repairs and
replacement. Funding for the project will be from a combination of special assessments, Municipal State Aid
(MSA) and City utility funds.
Staff has analyzed the project and feels that the project is necessary, cost - effective, and feasible from an
engineering standpoint.

ORDERING IMPROVEMENT FOR
54TH STREET ROADWAY
RECONSTRUCTION
IMPROVEMENT NO. BA -416-
WHEREAS, a resolution of the City Council, adopted the 4th day of November, 2013, fixed a date
for a council hearing on Improvement No. BA -416, the proposed improvement of 54th Street Roadway
Reconstruction; and .
WHEREAS, ten days' mailed notice and two weeks' published notice of the hearing was given, and
the hearing was held thereon on the I Oth day of December, 2013, at which all persons desiring to be heard
were given an opportunity to be heard thereon;
NOW THEREFORE; BE IT RESOLVED BY THE COUNCIL OF THE CITY OF EDINA,
MINNESOTA:
I. Such improvement is necessary; cost - effective, and feasible to update aging
infrastructure and address several issues including drainage problems, sanitary
sewer problems and water main improvements and upgrades.
2. Such improvement is hereby ordered.
3. The city engineer is hereby designated as the engineer for this improvement. The
engineer shall prepare plans and specifications for the making of such improvement.
4. The city council declares its official intent to reimburse itself for the costs of the
improvement from the proceeds`of tax; exempt bonds.

I am writing to formally respond to the Edina Transportation Commissions' decision (or lack thereof) at our
monthly meeting on November 21, 2013, specifically on the topic of the 54th Street reconstruction project .
slated for 2014.
Embracing a new method for, public involvement, I was- excited to involve so many residents - over 700 at last
count as we prepare to rebuild a roadway that has a history back to the 1930's. There are three points I'd like to
make regarding my feelings regarding this roadway and the process and encourage you to proceed with the
Staff proposal presented.
First, residents that are located directly on 54th Street are very concerned about speed and making this east -west
connection from Wooddale Avenue to France Avenue a roadway that is too wide, which would potentially avail
itself to higher vehicle speeds. The only opportunity for us to reduce the speed on this roadway is to include
dedicated bike lanes - with this inclusion we would be able to request a reduction of speed limit on this State
Aid roadway to 25mph. And while this alone will not curb speed, working with the Police Department we
would be able to monitor and keep speed under control.
Secondly, there is a stated concern that the roadway will encroach on properties and will potentially be off -set
to the North side of the City right -of -way. I do concur that this roadway is quite close to the properties along
this street, but the condition proposed by this project is not one that is exceedingly different than when these
residents bought their properties.
And my final point is that we have been diligently working on preparing a Living Streets Policy since 2011 and
now are working on defining the Plan. I feel if we make an exception for the first project under scrutiny, we will
have a very difficult road ahead of us as we attempt similar enhancements throughout our community.
There were other issues brought.. up by the residents at large' during this eight -month process, including safety
passing under the bridge in canoes, having adequate parking for activities, and adapting our bike plan to
encourage connections to major bikeways in Minneapolis - allowing for healthy options for residents to
commute and recreate. I encourage you to review the engineering report and consider accepting and approving
this as submitted. My feeling is that this is a true compromise among residents involved in the full process.

Our congregation would like to formally respond to the current draft of the 54th Street Reconstruction Project.
Some of our members and leadership already have met with your engagement firm and have attended
neighborhood meetings.
We agree with our neighbors' priorities, which we understand to be: 1) pedestrian safety; 2) reducing speed of
car traffic; 3) maintaining on- street parking (although we would add, "throughout the week "); 4) encouraging
bike traffic by marking the roads with "sharrows "; 5) accommodating use of the creek for canoeing and
kayaking.
Some of our input on three of these areas follows.
Sidewalks
We acknowledge the role of sidewalks in pedestrian safety and we need them to help people get safely into our
building. We installed our own during our last remodeling project in the early 1990s. In addition to using
sidewalks as the neighborhood does, for walking east/west of 54th Street, our worshippers use the sidewalks to
-et to and from the cars and to get to the street to cross. As a result, it is important to us to have the sidewalk
-self next to the curb or some other steady surface that can be cleared easily and completely of snow.
While boulevards work for pedestrian traffic, they are not a safe approach in the winter for people parking on
the street and getting out 'of their cars. When snow blocks them from getting to the sidewalk or when there is no
sidewalk, they have to choose between climbing over snow and walking in the street. Snow cannot be cleared
easily from grass or rough - surfaced boulevards. ECLC's current design of sidewalks abutting the curb was
allowed many years ago and has worked well.
As we told your engagement firm, we discussed the benefits of having sidewalks on both sides of 54a` Street,
but if the project has only one sidewalk, ECLC prefers that our. existing sidewalk on the south side be connected
to a new City sidewalk to the east and west. To integrate the existing-sidewalk (without boulevard) would be the
best use of resources and the safest approach. We'd also like to note that if our sidewalk is damaged in the
process of reconstructing the street, we expect it will be replaced (without boulevard) at the City's expense.
We understand from your report that school buses already stop on the south side. The approach of south -side
sidewalks also supports schoolchildren's safety.
On- Street Parking
The draft plan calls for parking on both sides of 54th Street, but north -side parking only on Sundays. We
ontinue to request that the City maintain on- street parking as is for our worship needs: on both sides
throughout the week, free of Metro Transit bus stops that would remove parking places. The only option we
have to expand off - street parking on our lot is into our forested floodplain.
The notion of Christian worship only occurring on Sundays is incorrect. While the majority of on- street parking
at ECLC is needed on Sundays, we also worship on Wednesdays during both Lent and Advent, on multiple days
and times throughout Holy Week, and on Christmas Eve, Christmas Day, Thanksgiving Eve, and other special
occasions. Funerals and weddings may be scheduled on any day of the week. As with most faith communities,
we also have scripture studies and meetings during the week.
We also have a variety of community users of our building — Edina Lions, Toastmasters, Edina Coalition for
Grief Support, AA and others — and are once again a City polling place. ,
Also, some of our neighbors are in need of on- street parking and should not be restricted to Sundays on the
north side. The neighborhood and ECLC seem to be in agreement on keeping on- street parking available as it
currently is. We have heard from neighbors that the church's use of on- street parking does not bother them; they
also have said they like that traffic slows down when cars are parked on both sides.
Additionally, we noticed errors in the 54th Street Parking Study. (Appendix, J in the draft proposal). It uses an
incorrect number of spaces in ECLC's parking lot for its base calculations and, as a result, the related
percentages in both the report and the tables are incorrect. We request that this and other report data be
-reviewed for accuracy, and that a corrected report be reissued by Short Elliott Hendrickson.
Bridge
ECLC's institutional interest in the bridge is mostly around pedestrian/bike safety and water quality. We agree
with neighbors who want to ensure that the design of the new bridge slows traffic rather than invites faster
traffic. ECLC does see that stormwater filtration is an issue at the bridge and wants to see that resolved with the
new design.
One scenario to which the engagement firm wanted ECLC's reaction was the proposed raised bridge. We
discussed canoe/kayak safety and the advantages to pedestrians of a shallower incline to 54th Street but didn't
express a strong preference.
ECLC is concerned that an east side walkway under the bridge could give the impression to creek- users that
ECLC's woods is public property and/or an extension of Arden Park. We look forward to working with the City
and Minnehaha Creek Watershed District to clarify for users where public access: ends.

On Thursday evening we attended the ETC'meeting to hear the recommendations regarding the
pcoming reconstruction of 54th Street. Because of the unique issues with our street the
Commission could not come up with a resolution. The core issue is the width of the street. This
has been the issue from day one and for good reason. Our neighborhood wasi developed in the
1930's and 40's, and consequently all of our homes have narrow set backs from the center line
of the road. In addition, erosion and snow plows have varied the width of the road over its one
and half mile length, we have a bridge over Minnehaha Creek in the middle and a church, homes
and commercial buildings on the east end.
During this process we have appreciated that the City of Edina and their outside consultants
have :obtained feedback concerning this project. The initial feedback was done door to door
and at the creek, interviewing bikers and canoeists. In August there was a community meeting
held at a church. After that, there were "billboard" type presentations, and online surveys. At
Thursday nights meeting, the ETC was puzzled that this point. had been reached and yet the
"stakeholders" who are directly affected in terms of property value and quality of life were not
happy with the result . This is important because it shows a breakdown in the process. The
residents who live on 54th have not been heard, despite our letters, emails and phone calls. We
also feel that too much weight was put on the input from special interest groups who do not live
in our neighborhood.
In addition, the plan presented Thursday night showed no bridge design. No width, materials,
grading, aesthetics and no mention of the 3 foot elevation they had presented before. The
bridge is an integral part of the charm of our neighborhood and we are very interested in this
part of the project. We found it alarming that an incomplete plan was being presented to the
ETC who were charged with approving and then moving it through to the Council to vote on
December 10.
We ask that you consider the following:
- Choose either a sidewalk or a bike facility. If you were to ask the neighborhood as a whole, I
am confident that the sidewalk would be the choice. We are a close knit community who walk
and visit with each other.
-To fulfill the Grant money that was given to Edina to have a bike facility, the choice is to
either return that money or have "Edina shares the road" signs as there are in 44th Street.
-Keep the overall hard surface as narrow as possible to minimize runoff to the creek. The
sidewalk does not have to be 6 feet, it could be 5 feet. Wooddale has a 5 foot sidewalk and the
city has no problem shoveling that with their machine.
-We ask for 11 foot driving lanes. Any increase in this width will contribute to a problem already
discussed about motorist trying to pass on this street, and increased traffic diverted from
50th and France area.
- Before voting and hiring a construction firm, develop a complete design of the bridge that
compliments and enhances this little creek valley.
- Please be cognizant of road striping and signage as they take away from the charm of our
neighborhood.

Information / Background:
The City of St. Louis Park (SLP) has scheduled the reconstruction of Mackey, Brook, and Coolidge Avenues
within St. Louis Park for 2014. The sections of these streets located within the Todd Park F Neighborhood of
Edina are also in need of reconstruction. SLP is willing to develop a Joint Powers Agreement for the
reconstruction project. This agreement will be brought to council at a later date.
SLP will be managing the project which includes bid document creation, bidding, and construction
management. Staff will ensure communication with Edina residents meets our typical neighborhood
reconstruction protocol.
The project involves concrete curb and gutter repairs and reconstruction of the streets with bituminous
pavement. The overall project cost is estimated at $112,000, which includes City owned utility repairs and
replacement. Funding for the roadway cost will be from a special assessment of 100% of the roadway cost..
All City owned utility repairs will be from the respective utility funds.
Staff has analyzed the project and feels that the project is .necessary, cost - effective, and feasible from an
engineering standpoint.

The .Edina _City Council will meet at Edina City Hall, on Tuesday_, Decembor 10,..2013, at-6:00 p.m.,
to consider the public hearing on roadway improvements for Todd Park F Neighborhood. This
hearing is being conducted under the authority granted by Minnesota Statutes, Chapter 429.
This hearing has been called as a recommendation from staff. The proposed project would be
constructed in the summer of 2014 with the assessment hearing occurring in the fall of 2015. The
estimated project cost is $99,900. The cost of the project will be funded by special assessment.
The estimated cost per assessable lot is $5,000 per residential equivalent unit. The assessments
can be divided over a fifteen -year period with interest accumulating on the unpaid balance.
The area proposed to be assessed the cost of the proposed improvement includes the following:

striped parking lane on the south side; do not raise the bridge and include a sidewalk on
both sides of the bridge; from the bridge west to Wooddale Ave: two 13 -foot (11ft + 2ft
reaction) unstriped travel lanes; from France to Wooddale: one 6' (or 5' walk and 1' "rumble
strip ") sidewalk on the north side. Our sup port is contingent upon the Transportation
Commission Recommendation being implemented in its entirety.
The Transportation Commission Recommendation keeps the total footprint (both drivable lane
width and hardcover) of the project to a minimum, does not increase the existing elevation of
die Minnehaha Bridge, minimizes die disruption to residents and their respective home values,
designs with context sensitivity to die 15' side yard setbacks, preserves old majestic trees,
controls traffic speeds, maintains and increases safety, maintains seven day /week ECLC parking
on both the North and South side of the street East of Minnehaha Creek, and also minimizes
the thermal and sediment loads to Minnehaha Creek.
2. The Transportation Commission Recommendation recognizes 54'h Street as a Secondary Bicycle
Route, which therefore does not require any bike facility markings on the street. As such, the
Reconstruction of 54`h Street can be designed with State Aid road width requirements of 11'
lanes + 2' reaction distance to the curb.
3. We have depicted the Transportation Commission Recommendation to the City Council in
Exhibits A, B, and C. It is critical that the entire width along our public right -of -way be centered
and accurately represented to adjacent stakeholders prior to any reconstruction implementation.
We appreciate our City Officials time, many members of whom are volunteers, and are confident
that the 5T' Street neighbor's views and concerns will be considered as reinforcement of the
Transportation Commission Recommendation. We hank you for your consideration of this
petition.

I am writing to strongly object to the proposed Birchcrestb "improvement NO. BA- 410 ". In my opinion this is a waste
of our money on a project that only the engineers want. Response from my neighbors has been overwhelmingly
negative to this ill thought out project. We do not need the sideway and it only takes away from the value of the
properties. The assumption of an assessment diminishes the salability of the property as few want that added expense
for the house they buy. I fail to see how this project enhances the community and I do not see an urgent need for it. It
is time for the City Council to listen to the people they represent. There are many projects in the city that could use the
expertise of the engineering department. Let's scrap this one and move on to something more pressing and one that
will enhance the city.

To the City Council members,
We believe you will be discussing proposed sidewalk construction on 42 St between France and St Louis Park
border Tuesday night, December 10, 2013. We will not be able to make the meeting and we have written to you
on this subject before but we think it is very important so we wanted to restate our concerns since we can't be
there in person.
We live on 42 St and see the traffic, foot and auto that goes by our house every day. The amount has increased
in the past 24 years since we have lived here. It is wonderful to see all the people walking the neighborhood and
using the park. Often young children are on bikes, scooters, relishing the freedom and out ahead of their parents
pushing strollers accompanied by dogs. These are wide and spread out pedestrian parades and are a dangerous
on a street that is busy with auto traffic as well. We have watched close calls too many times.

We are Steph and Mike Olson and we live at 5001 Clover Ridge.
We are writing to let you know that we strongly oppose the Birchcrest B Neighborhood Roadway Improvement Project and
the construction of sidewalks down Valley View Road. Please step up and do the fiscally responsible thing as well as the
common sense business approach in stopping this project.
We are sure there are some projects around Edina that are truly in need of upgrades and improvements (too many to
mention) but this is not one of them, despite what a small number may say. If you would do your research and collect
enough sufficient data in your quest you would find that the strong majority of taxpaying residents along Valley View-and
the connecting roads definitely DO NOT want these sidewalks constructed on Valley View. Ws a waste of money from a
City standpoint, a huge bill from a resident standpoint and it just seems like a terrible waste of time and resources.
Please do not let this project go any further. Enough said.

Dear Mayor Hovland,
I would like to express my dismay over the plan to build a sidewalk on Valley View Road in the Birchcrest B
neighborhood during the Roadway Improvement Project there in 2014. 1 have lived in that neighborhood for over a
quarter of a century and one of the aesthetic advantages to being here is the full yards down to the street with no ugly
walks to mar their expanse.
I am aware that the majority of area home owners are against such a change and have made their opinions quite clear.
However, the city seems bent on proceeding anyway. I cannot understand the motivation as there certainly is not a
safety issue. I know of no accidents or incidents in the area involving pedestrians. I also know many people, including
myself, regularly walk the street, often with their dogs, for exercise. Automobile drivers have always been cautious and
courteous.
In addition, the cost is significant and, in my opinion, definitely not an effective use of funds.
It is my hope that you will take a personal interest in this matter and see to it that sidewalks are not added to the
Birchcrest B portion of Valley View.

(e) When creating a multimodal design with a combination of vehicle lane, parking
lane, and bikeway lane widths, if a vehicle lane width of less than 11 feet is used, the
parking and bikeway lanes shall be at least one foot wider than the minimum widths.
Engineering judgment should be used to choose a vehicle lane width of less than 11 feet.
Additional factors to consider include the types of vehicles (buses, trucks, etc.), peak hour
counts, turning movements, population/land use, crash history/analysis, terrain limitations,
bicycle traffic, pedestrian traffic, other nonmotorized uses, and snow storage.
(f) In determining the parking lane width, the roadway ADT and the vehicle mix
shall be taken into consideration for residential, commercial and/or industrial areas, or
for a mixed use thereof.
One -way streets must have at least two through - traffic lanes.
When a raised median is included in the design of the two -way roadway, a one -foot
reaction distance to the median is required on either side of the median. Minimum median
width is four feet.
Urban design roadways must accommodate a minimum nine tons structural axle
load design.
Roadways not on the state -aid system are not subject to the minimum structural
design strength requirements.
The minimum curb -to -curb width of a new bridge must be the required street width,
but in no case less than required per Minnesota Statutes, section 165.04. HS 25 loading
with AASHTO Standards Specifications or HL -93 loading with load and resistance factor
design (LRFD) is required for new or reconstructed bridges and a minimum of HS 18

For ADT less than 150, the widths of bridges to remain must be at least the sum of
the lanes. For ADT greater than or equal to 150, the widths of bridges to remain must
be at least the sum of the lanes plus one -half the sum of the shoulders, parking lane,
and curb reaction distance.
Clearance of 1.5 feet from the face of the curb to fixed objects must be provided when
the posted speed is 40 to 45 mph. A ten foot clear zone measured from the driving lane
must be provided when the posted speed exceeds 45 mph.
For volumes greater than 15,000 projected ADT, at least four through- traffic lanes
are required, unless a capacity analysis demonstrates that a different lane configuration
achieves level of service D or better.

Structures: Vehicular roadway bridge and underpass structures when two -way bicycle
traffic is accommodated: on bridge or underpass sidewalks, the sidewalk clear width
shall be no less than eight feet, but preferably ten feet. Whenever practicable, the
shoulder /clear zone of an off -road shared use path should be carried across bridges and
through underpasses. The minimum structure clear width must be 12 feet. When the
surface width plus shoulder /clear zone full width of the approach shared use path is greater
than the proposed clear width of the structure, a lead -in bicycle safety railing is required at
each end of the bridge or underpass. As an alternative to lead -in bicycle safety railing,
the surface width of the approach shared use path may be narrowed at a 1;50 taper while
maintaining minimum surface, width and shoulder /clear zone through the structure.

indicated in the chart require a variance in accordance with parts 8820.3300 and 8820.3400.
