The meeting, 6-8 p.m. Thursday, Sept. 4, will be held at the Weber Park Shelter Building, 4115 Grimes Ave. At the meeting, the proposal to use “City Lot No. 6,” located at the intersection of Lynn Avenue and Littel Street, for storm water management for the Acres DuBois site and for the greater neighborhood will be discussed. Staff will also solicit input on the proposal from residents. In February, the City Council approved the final plat, development agreement and preservation easements for the Acres DuBois property, located between Littel Street and Morningside Road. City Homes Development purchased the site and will develop it, possibly beginning this fall. With the approval documents and proper permitting, City Homes could begin construction immediately and no additional action would need to be taken by the City Council. In an effort to preserve more trees and manage storm water generated from the new development and City right-of-way, City Homes is proposing an underground storm water containment system on City Open Space No. 6. “The northeast portion of the Morningside Neighborhood has storm water management issues in the form of flooding. The area lacks adequately sized storm water systems; some homes experience frequent flooding,” said Engineering Director Chad Millner. “The area is fully developed and opportunities to improve this situation are limited.” Currently, storm water from Lynn Avenue and Littel Street flows into the storm water system that drains into the northeast portion of the neighborhood, where storm water management is an issue. “This is the primary reason City staff is considering the proposed change,” Millner said. “If there is an opportunity to improve conditions for Edina residents, it is our obligation to assess those opportunities.” The City would only consider this alternative if a more detailed engineering study showed benefits to the greater Morningside Neighborhood and to the City, he said. Staff has developed a cost-benefit comparison for this proposed plan, which will be discussed at the meeting. The City urges residents in the Morningside Neighborhood to attend the meeting to provide their opinion on the proposed plan. City staff, considering resident comments, will determine if the benefits outweigh the costs, and if the plan should be considered by the City Council. It is tentatively scheduled for Council consideration Sept. 16.
