I. Call To Order
Chair Beringer shared information for virtual meeting guidelines for Commissioners and those watching or
listening in to the meeting.
Chair Beringer called the meeting to order at 7:05 p.m.
II. Roll Call

III. Approval of Meeting Agenda
Motion by Commissioner Ross to approve the Oct 27, 2020 meeting agenda, seconded by
Commissioner Felton. Roll call vote. Motion carried.
IV. Approval of Meeting Minutes
Commissioners indicated the following changes to the draft minutes:
• Page 1- Section V Student Commissioner should be plural (commissioners)
Motion by Commissioner Ross to approve the Sep 22, 2020 meeting minutes, seconded by
Commissioner Stringer-Moore. Roll call vote. Motion carried.
V. Special Recognitions & Presentations
• Racial Covenants & Housing Accessibility Presentation
o Edina Resident Andy Lewis gave an informative presentation to the commission outlining
the history of racial covenants in the City of Edina and how it has impacted the structure
of the community today. Mr. Lewis also provided information on how homeowners can
identify if they have a restrictive covenant on their deed and the resources are available to
them to aid in the removal of the restrictions.
o Staff Liaison Lee received approval from Mr. Lewis to share a copy of the presentation
with commission members.

o The commission thanked Mr. Lewis for his time and dedication to informing Edina
residents about racial covenants.

VI. Reports/Recommendations
A. Human Rights & Relations Commission 2020 Work Plan
• The Commission discussed the Work Plan with the following updates:
o Initiative #2 – Tom Oye Award
- Staff Liaison Lee informed the commission that to date there have been 5 nominations
for the award.
o Initiative #3 – Community Conversation
- The event took place on October 21st, 2020. The event was streamed live on
Facebook,Youtube,Grancius and cable tv.
- Staff Liaison Lee shared that the event had over 1200 views on Facebook, 38 views on
YouTube Live, 49 live views on Granicus.
- Commissioner Felton thanked Staff Liaison Lee, City staff and Commissioner Stringer
Moore for their contribution to making the event successful.
- Chair Beringer thanked Commissioner Felton for all of his efforts in putting the event
together.
o Initiative #6 – Bias Offense Review
- Members of the committee have finished making their edits to the Bias offense plan;
Staff Liaison Lee will send those edits to Police Chief Nelson.
o Initiative #8 — Review Housing Strategy Task Force report
- Staff liaison Lee shared that both the Housing Strategy Task Force & Planning
Commission will be attending the November 17th HRRC meeting to provide a formal
presentation of the housing policy.
Commissioner Stringer Moore left the meeting at 7:57pm
B. 2021 Work Plan Development
• Staff Liaison Lee informed commissioners that at the next HRRC meeting members should move
forward with assigning themselves to initiatives.
• Chair Beringer went over the proposed 2021 Work Plan
o Initiative #1- Days of Remembrance
- Staff Liaison Lee recommended that the commissioners consider in the planning of the
event whether or not the event will be held virtually.
VII. Chair and Member Comments
• Chair Beringer announces that Commissioner Meeks has stepped down from the HRRC and
acknowledges the work she has done on behalf of the commission.
• Commissioners Felton thanked those who helped with the community conversation event.

• Commissioner Ross congratulated Commissioner Felton on the success of the Community
Conversation event. Commissioner Ross also shared that commissioner Stringer Moore was
recognized in the Edina Magazine for her work in the community
• Commissioner Edwards shared that she is still sadden over the loss of Justice Ruth Bader
Ginsburg
• Commissioner Epstein thanked Commissioner Felton for his work on the Community
Conversation event.
• Commissioner Nelson thanked Commissioner Felton and Staff Liaison Lee for their work on
the Community Conversation Event. Commissioner Nelson also shared with the commission
that a seat has opened on the Edina Community Council and hopes a commissioner will
consider taking up an appointment on the council.
• Student Commissioner Lichtenberger let the Commission know that the new club she started
at Benilde-St. Margaret’s is officially up and running.
• Student Commissioner Mirza shared that he was able to use the Art Rubric from initiative #4
on the 2020 Workplan for school project.
VIII. Staff Comments
• Staff liaison Lee shared that the resignation of Commissioner Meeks will be featured in the
City Managers Friday report. Due to the timing of the resignation Commissioner Meeks seat
will remain vacant until March 2021, at that time a new member will be appointed to the
seat. Staff Liaison Lee also thanked Commissioner Meeks for all of her work and dedication
to the HRRC during her time on the commission.
• Staff Liaisons Lee thanked various community and staff members for their help in the planning
and Implementation of the Community Conversation event.
IX. Adjournment
Motion by Commissioner Ross to adjourn the meeting, seconded by Commissioner Felton.
Roll call vote. Motion carried.

The Housing Strategy Task Force was established by City Council in June 2019 for the purpose of gathering
information, perspectives and analysis that will assist in the development of the comprehensive housing strategy
for the City of Edina. Members of the Task Force are in the last stages of completing their housing report and
would like to garner feedback from members of the HRRC.

coordinate the "Sharing Values, Sharing Communities" event on the
adaptation and / or resilience on climate change. Committee will be

7.28.2020: Commission reviewed subcommittee recommendations and approved to hold presentation and open forum sessions for community conversations. Remaining

9.18.2020: A Community Conversation on Race, Justice and Policing on October 21, 2020 from 7p-9p via WebEx
10.22.2020: Event was held on October 21 from 7-830p with six panelist and moderator. The event was available on City website, YouTube, Facebook Live, and channels

About the Tom Oye Human Rights Award
The Edina Human Rights & Relations Commission honors a person or group annually with
the Toy Oye Human Rights Award. This award honors the late Tom Oye and other
members of the Edina community whose good works promote human relations and
advance human rights.
Nomination Criteria
Nominees for this award will be evaluated based on their efforts to foster respect and
dignity for others, model courage and/or compassion in the advancement of human rights,
and demonstrate leadership by example for improving human relations and/or advancing
human rights. The definition of human rights includes freedom from discrimination
because of race, color, creed, religion, sex, sexual orientation, gender expression, marital
status, disability, status with regard to public assistance, familial status or national origin.

Entry
Students struggling with dyslexia often find themselves on a very lonely path. They often
don't understand the difficulties they experience in school and their parents and teachers
are confused as well. Dyslexia is a specific learning disability that is neurobiological in
origin. It is characterized by difficulties with accurate and/or fluent word recognition and by
poor spelling and decoding abilities. These difficulties are often unexpected based on
cognitive abilities and effective classroom instruction. The impact of reading difficulty is
broad and impacts every aspect of childhood, not just the classroom experience.
Dyslexia Parent Alliance - Edina serves students, parents and teachers in Edina Public
Schools. Founded in 2017 by Edina parent, Kristin Erb, Dyslexia Parent Alliance - Edina
continues to support families under the guidance of three Edina parent leaders, Sonia
Walters, Nicole Zitarelli Danielsen and Josie Schneider Tober. The organization provides
advocacy, community building, and information sharing.
Areas of advocacy include:
- Early identification of dyslexia in students.
- Teacher education and professional development.
- Evidence-based curriculum to support students at all levels
Dyslexia Parent Alliance - Edina works to provide a positive school experience, literacy
skills and the right to read while maintaining the joy of childhood for all Edina Public
School students.

What Happens Next
The Human Rights & Relations Commission will review the nominations and make a
decision in mid-November. The award will be handed out at a December City Council
meeting. The commission may decline to make an award if, in its view, no nominee meets
the criteria.

Rebecca and Rachel brought love and hope to our area. They
brought our community together at a time when we needed it.
Rebecca is an amazing asset to our community. She has a
dedication to all.
Rachel is an outstanding young leader who organized a
peaceful protest in Edina and also co-organized Seeds of
Change. Both of these women should be recognized for their
efforts.

To Whom It May Concern:
I have met some very impressive young people over the past
seven years as a School Counselor – Shreya Konkimalla
stands out as the most notable for her academic
accomplishments, extra-curricular involvement and efforts to
improve the human condition. The first time I met Shreya was
when she was in 9th grade and showed up at my office door
with a copy of her freshly published novel called Free Birds. I
quickly connected her with our school media center
coordinator, who organized an author talk in our school
community. I attended the book talk and was immediately
struck by this young woman’s poise when discussing her main
character and the caste system in India in the 1700s. I was
further tickled when I happened to hear Shreya do an interview
on Minnesota Public Radio while driving home from work a few
weeks later. In the subsequent years, I’ve observed Shreya
navigate a rigorous curriculum and engrossing extra-curricular
activities. She is an impressive young person who has the
capacity to do extraordinary things her future – frankly, she has
done many amazing thins already. She exemplifies the core
tenets of the Tom Oye Human Rights Award and, I believe, will
continue to work advancing human rights.
Remember that book I mentioned, Free Birds? Shreya uses the
proceeds from the book to pay school fees for several young
people in India. A few years back, Shreya had the opportunity
to travel to the country to meet some of the families that
benefitted from her financial contribution. From what I
understand of the experience – it sounds like a life-changing
moment. Shreya and I were just talking this week about her
deep commitment to educational equity around the world – no
matter what she pursues in her life, she plans to maintain that
core value. Shreya has given many public book talks over the
years. Most impactful have been some of the speeches she
has given in elementary schools around the Twin Cities.
Shreya is a strong leader when it comes to standing up for
others. She has a strong moral compass and is passionate
about equity. Shreya’s writing, which I mentioned in my
introductory paragraph lead to her being invited to join an
organization called 100 Million, which was started by Nobel
Laureate Kailash Satyarthi. The organization is focused on
ensuring the safety and rights of children across the globe. She
was invited to speak at their campaign launch at the United
Nations General Assembly in 2019. I had the opportunity to
watch Shreya in her activist role first-hand in the fall of 2019 –
she was invited to sit on a United Nations youth advocacy
panel. With her school priorities, Shreya elected to join the
panel through Zoom. She approached me to see if I could help
her find a wired connection somewhere in the school – I offered
her my office. Beyond her advocacy efforts, Shreya is an
accomplished musician, tutor, web developer, Model United
Nations captain and DECA national qualifier. Just listing her
accomplishments makes me tired – she may be a once-in-a-
career type of a student.
Academically, Shreya is talented in math and writing – though
her entire academic record demonstrates rigor across
curriculum. Shreya has taken among the most academically
challenging course loads I’ve seen of my students at Edina
High School. She is in the top of her very competitive senior
class. Most impressive about Shreya is the way she can
assess a challenge, set a tangible goal and work tirelessly to
achieve. As an example, in her junior year, Shreya found
herself challenged by her AP Chemistry class in a way she had
never really experienced. She sought out the support of her
instructor and ended up meeting with him weekly to get extra
support. While the result wasn’t a perfect A (rather, she ended
with an A-) she processed and grew from the experience. She
knows how to ask for help authentically.
I am so very excited to support Shreya through her final
months of high school. Empathic, determined and creative –
Shreya Konkimalla’s accomplishments these past few years
transcend what is typically expected from a high school
student. I believe that she will represent the Tom Oye Huma
Rights Award perfectly. I recommend her with my greatest
enthusiasm and standby the belief that I may not see a student
like her again in my career.

Text Entry Erin is one of those people who, upon meeting her, you know
instantly that she is one who leaves a lasting and meaningful
impression, truly listens, and shares her entire heart with all of
those she meets. She lives to make others lives easier and the
world a better place. Prior to joining FairVote, Erin led the
Minnesota Chapter of Moms Demand Action, the largest gun
violence prevention organization in the country. In that role,
Erin served as principal spokesperson and media contact,
coordinated legislative strategy, and organized rallies and other
large advocacy events. Her experiences navigating a polarized
political landscape fuel her desire to repair partisan divisions
and improve access to voting and accountability through
elections - outcomes made possible by Ranked Choice Voting.
Prior to her nonprofit leadership, Erin practiced law and
provided training on employment laws and practices. A
graduate of the University of Virginia School of Law, Erin is
passionate about helping others find their voice to advocate for
effective solutions, whether for an improved workplace, for a
safer community or for a more effective democracy. Erin is a
neighbor, a friend, an advocate for a safer, more fair and just
world.

Text Entry Hello,
Michelle Meek is an amazing Edina resident who deserves to
be nominated for this award! She has been a very active
volunteer around the city and member of the Diversity and
Equity Council in Edina. She is CONSTANTLY looking for ways
to improve the city, whether it be through our public school
programming or getting special guests to speak and add much-
needed perspective to topics around race and inclusion.
I'm sure I don't know the half of what Michelle has contributed
to Edina as far as Human Rights go, and that is because she is
the most humble person I know. There are many amazing
people doing this work in Edina, surely people who have much
larger megaphones and platforms. But Michelle is not one to
take the spotlight. This is what is truly remarkable about her.
She is quick to make sure she gives the spotlight to others, and
it's time that the city recognizes all the work she does to
elevate others and make our community better.
I sincerely hope the commission will consider Michelle, who is
such a quiet and deserving person. Edina is so lucky to have
her!

Text Entry Dear Edina Human Rights & Relations Commission,
I would like to nominate Sayali Jahagirdar and her Edina-based
non-profit AshaUSA for the Tom Oye Human Rights Award.
Sayali has lived in Edina for 20 years. She raised two boys
here. Together with Kamala Puram (who used to live in Edina
for about 15 years but moved to St Louis to be with her
children), she created AshaUSA, an organization that helps
people of South Asian descent navigate their lives in the United
States. She strives to create cultural bridges between South
Asians and others in the community. Recently, AshaUSA
started working with Fortune 500 companies to help better
integrate foreign workers into the workplace. But their most
important work is mental health awareness in the Indian and
South Asian community. There is a stigma around mental
health that is so bad, many do not seek help. AshaUSA breaks
down barriers to make sure those who need help, get help.
They have a list of mental health practitioners in the Twin Cities
who are either South Asian or know of the South Asian culture
so clients can feel comfortable that they are seeing someone
who recognizes their struggles. She also visits area schools to
teach them about South Asian culture to combat racism and
promote understanding. She is also Edina Public Schools
South Asian liaison.

Remembrance event for 2021 would like to establish the working group for the event.
