Call To Order Chair Beringer shared information for virtual meeting guidelines for Commissioners and those watching or listening in to the meeting. Chair Beringer called the meeting to order at 7:04 p.m. II. Approval of Meeting Agenda Motion by Commissioner Felton to approve the Nov 17, 2020 meeting agenda, seconded by Commissioner Stringer Moore. Roll call vote. Motion carried. IV. Approval of Meeting Minutes Commissioners indicated the following changes to the draft minutes: VII. Chair and Member Comments amend language for Commissioner Nelson comment to read “Commissioner Nelson also shared with the commission that after serving as the HRRC representative to the Edina Community Council, he would like another commissioner to take his place next year” Motion by Commissioner Nelson to approve the Oct 27, 2020 meeting minutes, seconded by Commissioner Epstein. Roll call vote. Motion carried. V. Special Recognitions & Presentations A. Housing Strategy Task Force: Housing Report • Housing Strategy Task Force Chair Bernadette Horning and Vice-chair Dan Hunt simultaneously presented to both the Human Rights & Relations Commission and Planning Commission a summary of the task force completed housing report for the City of Edina. • Immediately following the presentation Commissioners engaged in a Q&A with members of the task force as well with staff present from the city’s Community Development Department. VI. Reports/Recommendations Commissioner Ross left the meeting at 8:15pm A. Human Rights & Relations Commission 2020 Work Plan • The Commission discussed the Work Plan with the following updates: o Initiative #6 – Bias Offense Plan • The subcommittee has received the plan edits back from Staff liaison Lee and will move forward with reviewing those edits. • The subcommittee has also heard back from Police Chief Nelson and is in the process of scheduling meeting dates to discuss the bias offense plan between the subcommittee and Chief Nelson. o Initiative #7 – Housing Report • Staff Liaison Lee shared that the housing report would be headed back to the task force and the consulting firm on Friday November 20th for final edits, any additional feedback/comments that Commissioners would like to share with the task force will need to be submitted to the Housing Strategy Task Force Staff Liaison Stephanie Hawkinson. B. Tom Oye Award Nomination (2020) Chair Beringer opened the voting process by first thanking and acknowledging all 7 nominees for their hard work and efforts in making Edina a better community for all. • 2020 Tom Oye Award Nominees ( No specific order) - Dyslexia Parent Alliance - Francesca Lichtenberger - Rebecca Sorensen, Rachel Abegbenro and Edina High School Black Student Union - Shreya Konkimalla - Erin Zamoff - Michelle Meek - Sayali Amarapurkar and AshaUSA After the Commission discussed the candidates in length and a series of voting took place a consensus was reached that the 2020 Tom Oye Human Rights Award would be presented to Rebecca Sorensen, Rachel Abegbenro and Edina High School Black Student Union The Commission agreed 3 individual certificates will be presented to the recipients, Commissioner Stringer Moore volunteered to create the certificates and have them framed. C. 2021 Human Rights & Relations Commission Work Plan o Initiative #1 - 2021 Days of Remembrance - Staff Liaison Lee shared that as the first event of 2021 now would be the time to begin the planning of the event. VII. Chair and Member Comments • Student Commissioner Lichtenberger shared with the commission that her club has chosen to Native American Heritage month as this month’s theme. VIII. Staff Comments • Staff Liaison Lee reminded the Commission that the next HRRC meeting taking place on December 1st will begin at 5:30pm. • The 2021 HRRC meeting calendar has been Tentatively set; meetings will take place the fourth Tuesday of each month except in the months of November and December. • At the next HRRC meeting taking place on December 1st Staff Liaison Lee will be presenting an update to the Commission on the Race and Equity Workplan. Stringer Moore (LEAD), Nelson, Meek and Beringer Review and Recommend Create an assessment rubric / recommendation process for City facility artwork and décor to ensure it reflects diversity of race and culture (R&E 18.E.). Remaining recommendations will be reviewed for 2021 work plan process. 9.18.2020: A Community Conversation on Race, Justice and Policing on October 21, 2020 from 7p-9p via WebEx 10.22.2020: Event was held on October 21 from 7-830p with six panelist and moderator.
