OF THE SPECIAL MEETING OF THE
EDINA CITY COUNCIL CLOSED FOLLOWED BY OPEN SESSION
VIRTUAL MEETING
MONDAY, JUNE 29, 2020
4:00 P.M.
1. CALL TO ORDER
Mayor Hovland called the meeting to order at 4:00 p.m.
II. ROLL CALL
Answering roll call were Members Anderson, Brindle, Fischer, Staunton, and Mayor Hovland.
III. MEETING AGENDA APPROVED
Member Staunton made a motion, seconded by Member Fischer, to approve the meeting agenda.
Rollcall:
Ayes: Anderson, Brindle, Fischer, Staunton, Hovland
Motion carried.
IV. REPORTS/RECOMMENDATIONS
IV.A. MOTION TO CLOSE SESSION: As permitted by Minn. Stat. 13D.05 Subd. 3(b) for Attorney-Client
Privilege to Discuss RJ Reynolds v. City of Edina
Member Fischer made a motion, seconded by Member Anderson to close the meeting as
permitted by Minn. Stat. 13D.05 Subd. 3(b) for Attorney-Client Privilege to Discuss RJ Reynolds
v. City of Edina
Rollcall:
Ayes: Anderson, Brindle, Fischer Staunton, Hovland
Motion carried.
IV.B. DISCUSS RJ REYNOLDS V. CITY OF EDINA
Council and staff discussed RJ Reynolds v. City of Edina litigation.
IV. C. MOTION TO MOVE BACK INTO OPEN SESSION & RECONVENE
Member Fischer made a motion, seconded by Member Brindle to move back into open session.
Rollcall:
Ayes: Anderson, Brindle, Fischer, Staunton, Hovland
Motion carried.
IV. D. DISCUSS COMMUNITY MASKING POLICY
The City Council discussed a community masking policy. There was a consensus to prepare a Mayor’s order
to wear masks in the following situations: When outdoors social distancing is not possible; City facilities open
to the public; In indoor commercial facilities open to the public where it is not practical or feasible to maintain
social distances; Exception for athletic facilities, etc - - unless the governor has specific orders, defer to that
order as controlling. (Instances that have stayed open for the duration, recent additions are very strict).
Member Brindle left the meeting during the masking policy discussion.

Member Fischer made a motion, seconded by Member Anderson to adjourn.

Ayes: Anderson, Fischer, Staunton, Hovland
Absent: Brindle
Motion carried.
ADJOURNMENT
Mayor Hovland adjourned the meeting at 6:06 p.m.
