HomeMy WebLinkAbout2020-07-21 City Council Work Session Minutes MINUTES OF THE WORK SESSION OF THE EDINA CITY COUNCIL VIRTUAL MEETING JULY 21, 2020 5:30 P.M. Mayor Hovland called the meeting to order at 5:31 p.m. ROLL CALL Answering roll call were Members Anderson, Brindle, Fischer and Staunton and Mayor Hovland. Staff present: Scott Neal, City Manager; Chad Millner, Director of Engineering; Andrew Scipioni, Transportation Planner; Sgt. David Venne; Jennifer Bennerotte, Communications Director; Ryan Browning, IT Director; Ross Bintner, Engineering Services Manager; Risi Karim, City Management Fellow; Jennifer Garske, Executive Assistant; Sharon Allison, City Clerk. LOCAL SPEED LIMIT EVALUATION Transportation Planner Andrew Scipioni explained that in 2019, statutory language was changed allowing cities to set speed limits on local roads and Council expressed an interest in doing so. Scipioni said streets and alleys in Edina are posted at 30, 25, 20, and 10 mph, and the speeds are traditionally set using the 85th percentile speed; however, there was a shift to focus more on other users of roadways. Scipioni explained that speeds can be set uniformly or using a tiered approach and recommended the tiered approach for Edina which was consistent with Minneapolis and St. Paul. The Transportation Commission, Public Works and Police Departments provided feedback. Sgt. Venne said the department would do everything to make the change successful; however, they are concerned that implementation at this time would take their focus off their current priorities of COVID and unrest. Council understood the police department’s concerns and recommended public engagement while they wait for implementation. Director Millner recommended implementation in 2021. MOTION TO CLOSE SESSION Member Staunton made a motion, seconded by Member Brindle to close the meeting as permitted by Minn. Stat. 13D.05 Subd. 3(b) for Attorney-Client Privilege to Discuss Robert C. Tengdin, Trustee of the Robert C. Tengdin Revocable Trust dated May 18, 2009 v. City of Edina. Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton, Hovland Motion carried. UPDATE ON ROBERT C. TENGDIN, TRUSTEE OF THE ROBERT C. TENGDIN REVOCABLE TRUST DATED MAY 18, 2009 V. CITY OF EDINA Attorney Paul Reuvers updated the City Council on this lawsuit, and Director Millner presented the Study of Higher Water Levels at Highlands Lake and the East Basin that was conducted to evaluate the sources of higher water levels at Highlands Lake and the East Basin, in response to residents’ concerns. MOTION TO MOVE BACK INTO OPEN SESSION Member Staunton made a motion, seconded by Member Anderson to move back into open session. Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton, Hovland Motion carried.
