CALL TO ORDER Mayor Hovland called the meeting to order at 7:01 p.m. and stated the meeting was being held remotely in compliance with Governor Walz’ Stay at Home Order then shared the procedure for public hearing and community comment. II. ROLLCALL Answering rollcall were Members Anderson, Brindle, Fischer, Staunton, Hovland. Absent: None. III. PLEDGE OF ALLEGIANCE IV. MEETING AGENDA APPROVED AS PRESENTED Member Brindle made a motion, seconded by Member Fischer, to approve the meeting agenda as presented. Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton, Hovland Motion carried. V. COMMUNITY COMMENT Lori Grotz, 5513 Park Place, shared frustrations with the Better Together communication tool and the need to register to participate and provide information such as age and race. She indicated she would not participate with this tool as registration should not be required. Andy Brown, 5512 Park Place, requested acceleration in the CIP program of Lewis Ridge and Strachauer warming houses as they were two well used resources that needed replacement. V.A. CITY MANAGER’S RESPONSE TO COMMUNITY COMMENTS Manager Neal reviewed Community Comments made from the last meeting. VI. CONSENT AGENDA ADOPTED AS AMENDED Member Fischer made a motion, seconded by Member Staunton, approving the consent agenda as amended removing Item VI.C.: VI.A. Approve minutes of the Work Session and Regular Meetings of November 4, 2020 VI.B. Approve payment claims for Check Register Claims Pre-List Dated November 6-13, 2020, totaling $1,410,130.74 VI.C. Ordinance No. 2020-15; Amending Chapter 18 of the City Code Fire Prevention and Protection VI.D. Request for Purchase; awarding the bid to the recommended low bidder, Geotechnical Evaluations Neighborhoods, Braun Intertec, $39,725 VI.E. Request for Purchase; awarding the bid to the recommended low bidder, Edina Aquatic Center Stair Tower Stair Coatings, Zintl, $21,129 VI.F. Request for Purchase; awarding the bid to the recommended low bidder, Fire Station No. 1 Water Heater Replacement, Richfield Plumbing, $25,000 VI.G. Melody Lake Shoreline Restoration Project Update VI.H. Adopt Resolution No. 2020-119; Accepting Donations Minutes/Edina City Council/November 17, 2020 Page 2 Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton, Hovland Motion carried. ITEMS REMOVED FROM THE CONSENT AGENDA: VI.C. ORDINANCE NO. 2020-15; AMENDING CHAPTER 18 OF THE CITY CODE FIRE PREVENTION AND PROTECTION – ADOPTED The Council inquired about contact from the attorney for 7500 York Avenue regarding the proposed amendment requesting confirmation that property owners would have 12 years to retrofit their building and confirmed all property owners had been notified. Fire Chief Schmitz confirmed retrofit would not exceed 12 years after plan submittal, which was required within one year of receipt of written notice of violation and confirmed only two buildings met this criterion in Edina, 6400 Barry Road and 7500 York Avenue, and both property owners had been contacted after first reading. Member Anderson made a motion to grant Second Reading adopting Ordinance No. 2020-15; Amending Chapter 18 of the Edina City Code Concerning Fire Prevention and Protection. Member Brindle seconded the motion. Rollcall: Ayes: Anderson, Brindle, Fischer, Staunton, Hovland Motion carried. VII. CORRESPONDENCE AND PETITIONS - Received VII.A. CORRESPONDENCE VIII.
