Call to Order Chair Schilling called the meeting to order at 7:00 p.m. II. Approval of Meeting Agenda Motion made by Nymo seconded by Pollock to approve the meeting agenda as presented. All voted aye. The motion carried. IV. Approval of Meeting Minutes Motion made by Pollock seconded by Nymo to approve the meeting minutes from the virtual October 13, 2020 meeting. All voted aye. The motion carried. V. Reports/Recommendations A. COA: 4634 Edgebrook Place Staff notified the Heritage Preservation Commission that the applicant intends to submit final house plans at an upcoming meeting. Staff wanted it on the agenda because original notices that were sent to property owners within 200 feet had the November HPC meeting date. Property owners within 200 feet will be notified again when final plans are submitted. VI. Chair and Member Comments Commissioner Pollock asked for an update on the report consultant Vogel was drafting as a response to a student correspondence received at the October meeting. INTRODUCTION: The subject property, 4215 Country Club Road is located on the south side of Country Club Road, east of Drexel Avenue and west of Casco Avenue. The home, built in 1937, is a two-story Colonial Revival style home. The Certificate of Appropriateness request is for the addition of three gabled dormers within the existing roof structure. They will be placed symmetrically and will help create usable space within the attic. The home, built in 1937, is a two-story Colonial Revival style home. The Certificate of Appropriateness request is for the addition of three gabled dormers within the existing roof structure. They will be placed symmetrically and will help create usable space within the attic. Primary Issues: The proposed gables are a visible change to the street facing façade which is why the proposed project requires a Certificate of Appropriateness. The proposed project meets the City’s zoning requirements. Preservation Consultant Robert Vogel’s Comments: “I have reviewed the plans and supporting documents in relation to a COA application for an addition to the house at 4215 Country Club Road in the Country Club District. The owner proposes to construct three dormers to the front elevation. The subject property is a two-story Colonial Revival style residence built in 1937. The house does not qualify for individual designation as an Edina Heritage Landmark; however, it contributes to the historical STAFF REPORT Page 2 significance of the district as a whole and is therefore considered a heritage preservation resource. The applicant proposes to add three gabled dormers, symmetrically placed on the street-facing slope of the principal roof, for the purpose of adding natural light and increasing the usable living space in the attic. The plans show each dormer will have a single window that projects vertically from the slope of the roof; the peak of the gable is not higher than the highest part of the principal roof and the dormers match the architectural detailing of the historic façade. In my professional opinion, the proposed façade alterations are minimal and compatible with the historic character of the house and surrounding homes. No historic materials will be destroyed and the new dormers, if removed in the future, would leave the essential form and integrity of the house unimpaired. Dormers are an identifying characteristic of the Colonial Revival style and are found on many historic homes in the Country Club District. The addition of new dormers to an existing Colonial Revival style house should be considered appropriate when their construction does not destroy significant architectural features and the new dormers are compatible with the historic character of the neighborhood. I recommend approval of the COA, based on the plans presented.” Staff Recommendation & Findings: Staff concurs with Consultant Vogel’s evaluation of the proposed plans for 4215 Country Club Road, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The information provided supporting the Certificate of Appropriateness is consistent with the Country Club District Plan of Treatment. • Edina’s Preservation consultant finds that issuance of a COA for the proposed plans is appropriate. Conditions for approval: • Any changes to the proposed plans would require review from the Heritage Preservation Commission. ATTACHMENTS: Description Consultant Vogel Memo MEMORANDUM TO: Emily Bodeker, Assistant Planner FROM: Robert Vogel, Preservation Planning Consultant DATE: November 23, 2020 SUBJECT: Dan Patch Line Switchman’s Shanty Per the request of the Heritage Preservation Commission, I recently examined the old Atwood station next to the railroad tracks behind the Sico warehouse at 7525 Cahill Road. The historic resource consists of an abandoned switch stand, its functionally related “switchman’s shanty” and a fixed station sign bearing the name ATWOOD. These structures appear to have been built and operated by the Minneapolis, St. Paul, Rochester & Dubuque Traction Railroad (commonly known as the “Dan Patch Line”) and are located within the right-of-way owned by the Soo Line Railroad Company. Atwood was a “whistle stop” for passenger service on the Dan Patch Line from ca. 1910 until 1942. The switch stand consists of a mechanical installation designed for manual operation by a railroad switchman. The switch was linked to tapering rails or “points” which moved laterally, enabling trains to be guided from the “through” track onto a spur or siding. The old Pettibone type points lever and switch controls are mounted on wooden sleepers next to the tracks. The switch itself is locked in position and all but a few feet of the siding track have been taken up. The switchman’s shanty is located on the east side of the tracks, opposite the switch stand. This structure consists of a small, utilitarian building of wood frame construction that historically provided shelter and a communications link for the railroad switchman. It is in deteriorated condition but does not appear to be in any imminent danger of collapse. The switchman’s job was to operate the switch and assist with the movement of trains in and out of the siding. Before radios came into widespread use by train crews after World War II, the switchman would have used a telephone to communicate with the railroad dispatcher and a flag or lantern to signal the trains. Switchman’s shanties like this were formerly common along railroad lines but have largely disappeared. Surviving specimens are sometimes mistaken for outhouses or tool sheds. While the subject property does not meet the Edina Heritage Landmark eligibility criteria due to its deteriorated physical condition, it may be of interest to the Edina Historical Society or some other museum organization. It is not uncommon for small railway structures to be salvaged and relocated to new sites with compatible surroundings where they can be used for interpretive purposes. If demolition must occur, I recommend architectural recordation (photographs, a sketch plan and written information) so that a body of information can be preserved. The centerpiece of the municipal heritage preservation program is the Edina Heritage Landmarks overlay zoning. While the HPC plays a pivotal role in nominating properties for designation as Edina Heritage Landmarks, the legal authority for rezoning individual properties and districts lies with the Edina City Council. Explicit procedures for the nomination and designation of heritage landmarks are presented in Sec. 36-716 through 721 of the City Code. Goals and policies relating to the Edina Heritage Landmark program will be found in the heritage preservation element of the comprehensive plan. The HPC also has a role in listing properties in the National Register of Historic Places, the official list of significant historic resources used by Federal and State government agencies. The National Register program was established by the National Historic Preservation Act of 1966 and is administered by the National Park Service, United States Department of the Interior. The primary way that properties are listed in the National Register is through nominations submitted by the State Historic Preservation Officers. The National Register has become an important component of many state historic preservation programs and as a Certified Local Government the City of Edina is expected to perform certain functions delegated to it by the State Historic Preservation Office. Several Edina heritage resources have been listed in the National Register (most of the nominations pre-date the establishment of the Edina Heritage Landmarks program); all of these properties have also been designated heritage landmarks.
