Community Comment Oscar Graves, 4215 Oakdale Ave. S., is a fifth grader at Highlands Elementary School and spoke about the need for skate parks in Edina. VI. Reports/Recommendations A. Presentation on Pedestrian and Bicycle Master Plan Andrew Scipioni, Transportation Planner, gave a presentation to the commission on the Pedestrian and Bicycle Master Plan. The plan was adopted in 2018 by the City Council and was a culmination of a public process and review of policy, plans and goals that created a vision to guide future development of non-motorized trails infrastructure in Edina, including sidewalks, bike facilities and shared-use paths. Commissioners asked questions and provided feedback. B. Park Assignment Discussion Chair Good informed the commission the intent of this when it was brought up at the August meeting is how the commission can become more proactive in engaging with the community as opposed to waiting until someone had an issue or problem. It was also discussed having commissioners as liaisons to the athletic associations. Part of the thought process was to look at the list of athletic associations and decide if they want to have a liaison from the commission with those athletic associations. Chair Good also asked how they can provide appropriate concise feedback so it’s meaningful from a department perspective as opposed to just talking at a commission meeting once a month. Chair Good asked the commissioners to pick out three to six parks they would like to align with and let Staff Liaison Vetter or Administrative Coordinator Canton know which parks those are. He also asked staff to indicate which parks have neighborhood associations tied to them. Lastly, he asked if there was someone on the commission who has a strong affiliation with one or two of the athletic associations and would like to volunteer on a trial basis to see how it works. Staff Liaison Vetter noted that staff can come up with some options regarding feedback tools and putting together a template. C. Consideration of Special Project Guidelines Staff Liaison Vetter informed the commission he has received an increase in requests from neighborhood and resident groups to update or improve certain park amenities and facilities. He noted rather than begin conversations without any background to what level these requests might be, staff has developed a draft set of special project guidelines. Staff Liaison Vetter went over considerations for special projects or proposals. The commission had a discussion, made suggestions and asked questions. The commission felt it was a great idea but should possibly be a little more concise and a little more strategic up front; something that would allow requests to move forward with the ability for more detail at a later step. D. Parks & Recreation Commission Work Plan Update An update was given on the current Work Plan initiatives: Initiative 1 – Chair/co-chair a cross-commission committee to review the naming of a public facility in the Grandview area after the BC and Ellen Yancey. Waiting for feedback from HRRC; there was nothing to report. Initiative 2 – Serve on a cross-commission committee in partnership with communities of color to identify barriers for participation in programming. There was nothing to report. Initiative 3 – Chair-co-chair a cross-commission committee to develop a draft plan on Edina Grand Rounds, including wayfinding. The initiative has been completed. Initiative 4 – Complete a study and report for fields, courts and rinks capacity and utilization from the data provided by staff. There was nothing to report. Initiative 5 – Investigate possible alternative funding options to support future growth and development of Edina’s parks, programs and green spaces. Commissioner Miller informed the commission the committee met last week and they are now pursuing three things. First, leveraging of the assets they have. They received a proposal from the outside group they have been working with and now Commissioner McAwley will be meeting with City Manager Neal to discuss. Second, Commissioner Ite’s will be meeting with an Edina resident who is on the People For Parks Board in Minneapolis with regards to outside nonprofit funding and start to flush out what that might look like. The third item is with regards to figuring out a way to get the Developer Dedication fees back into the park system. Initiative 6 – Review and comment on the Race and Equity policy statement developed by city staff. Staff Liaison Vetter informed the commission that staff recently sent some of those policies to the Parks & Recreation committee for review. Initiative 7 – Serve on a cross-commission committee to complete requirements for Edina to receive the AARP City Designation. Commissioner Nelson informed the commission she had a conference call with the committee and found out it will take a lot more time and effort to get their city to be AARP recognized than originally anticipated. It was decided this is going to require the city to make a decision if they want to continue because if it is they will need to have an extra resource dedicated to it. In looking at other cities that have done this it really is a year-long process because it takes quite a few steps and a lot of hours to do it. Chair Good informed the commission Staff Liaison Vetter and himself were present when all of the boards and commissions reviewed their ideas, suggestions and recommendations for the 2020 work plans. They presented seven initiatives to the council. The City Council is now going to look over all of the recommendations and the boards and commissions should know something in the next 45 to 60 days on what the council would like to see on the 2020 Work Plan. Both Chair Good and Staff Liaison Vetter noted there were a lot of tree preservation discussions. VII. Chair and Member Comments • Commissioner Dahlien informed the commission he played at Braemar Golf Course last week and was really pleased with how the course is doing. It’s been a wet year but is in really good shape and gave kudos to the staff at Braemar; it’s really nice. He also noted he played the course today and it’s in nice shape. He has played approximately 45 times since May 15 and it’s a nice golf course. • Chair Good thanked Commissioners Strother, Miller and Osborne for their representation with him for the Parks & Recreation Commission at the Open Streets event again this year. He noted it was another good representation from the city and noted there seemed to be a lot of more new residents compared to last year. It was a fun community event and fun to see the emphasis of new residents as well as residents just across the border of Edina. He heard positive feedback on Arden Park and suggested they keep doing this event in the years ahead. • Chair Good informed the commission he went on another tour of Arden Park, as he has mentioned in the past, and people are already utilizing the park which is good seeing people want to be re-engaging with the park however, the park is clearly not ready and that has a lot to do with weather and that’s delaying them to some degree. There were people on the playgrounds and people on the paths. He noted it is somewhat disappointing from a community perspective that people don’t respect the fact that it is not an open park yet and they have broken down barriers and climbed over fences. He commented if we see that happening and we don’t think the park is yet safe then we need to take a more stringent stance to stop people from going in. How do we take a more proactive step to keep people safe and keep them away from the property; it is something they need to deal with. • Chair Good informed the commission that Recreation Supervisor Bushland followed up on a question from last month’s meeting with regards to the tennis courts at Creek Valley. The Creek Valley tennis courts are always open to the community. VIII. Staff Comments Staff Liaison Vetter gave the following updates: • The sports dome is scheduled to go up on Saturday, Oct. 12; however it is supposed to be windy so it may be postponed a week. They are hoping to open on Nov. 1 • The golf dome will open on Nov. 1 • As long as the golf course is still in good condition, it’s not too cold and the maintenance staff can get done what they need to they will stay open. He added there will be a switch in the near future of hitting off mats only on the driving range. • Top Tracer is currently being installed at the golf dome. • The following updates from Arden Park: o The Walk with the Mayor at Arden Park is scheduled for Saturday, Oct. 19 at 9 a.m. o The power is on in the building, the patio areas are being poured today, the stonework on the bottom half of the building is being installed, work on the Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. plantings continue, the hockey rink is currently being built, the lights for the rinks are currently being installed and the playground and safety surface have been installed. o There are a number of people currently using Arden Park; however, the contractor technically owns the site. They have talked to what that means from a liability perspective and at this point they are kind of resigned to people using the park. o At Arden Park they will probably not have a ribbon cutting until next year; however, they are trying to plan something for a New Year’s Eve Skate to celebrate the 70th year of hockey at Arden Park. It will be an informal welcome to the park. • The installation of the playground equipment for Phase I of the Fred Richards Park project started today. They are planning a formal ribbon cutting on Monday, Oct. 28 and people can wear their costumes; the theme is costumes and candy. The event will take place from 4-6:30 p.m. with the ribbon cutting at 5:30 p.m. • Staff is working with the Engineering Department because there are going to be three roadway construction projects next year that are in and around parks. They will be planning on how to adapt to work through some of the closures with programming and scheduling. • At Centennial Lakes the bridge railings have now been completely installed, mini golf is now closed and the one section of the sidewalk to upgrade will probably happen the beginning of next week. • The Community Gardens will be closing on Oct. 31. The Engineering Department has a sewer rehabilitation project that will go underneath the gardens. The project goal is to have it up and running by the spring planting season. IX. ATTACHMENTS: Description Staff Report: Proposed Fees and Charges for 2020 Proposed Fees for 2020 Nov. 12, 2019 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Proposed Parks & Recreation Fees for 2020 Information / Background: Annually the Parks & Recreation Commission is asked to review and recommend fees to the City Council. The City Council then reviews and adopts a formal resolution authorizing fees for the following season. Fee Philosophy Traditionally fees are set based upon a number of factors such as a corresponding market comparison of similar or like offerings at neighboring communities, program classifications, fee history, customer satisfaction, and operating budget and cost recovery expectations. The blend of these philosophies establishes a fee range that accomplishes one or more of the following: • An opportunity is created for all residents to participate in basic recreation programs regardless of their ability to pay. A portion of this sector of use can be offset by the opportunity to use the Ready-Set-Connect Program in conjunction with the Edina Community Foundation. • Programs and activities that are kept affordable and accessible whenever possible. • Costs associated with the activity or the facility are covered whenever possible. • Users pay a fair share of cost associated with the programs and facilities they use. These user-based fees do not require a reliance on general fund tax levies. A majority of the program fees fall into one of three categories. Those are 1) Essential Programs, 2) Important Programs, and 3) Value-Added Programs. The following chart summarizes classification basis. Among the most notable are payroll implications related to pressures for instructors and seasonal staff due to low unemployment. This low level of unemployment creates cost pressures of workforce competition and often, increased wage pressures. Recruiting and retaining specialty positions is also a challenge. From lifeguards to specialty instructors, ensuring that seasonal staff is retained over multiple years allows for consistent offering of services to our customers, and most importantly, safer environments for patrons. There is a great benefit to retaining staff for multiple years to complement experienced employees with first year staff. The last main factor that tends to increase cost pressures is contracting and specialty repairs due to busy trade providers. Facilities staff have developed solid relationships with vendors and contractors that work on specialty equipment to the city’s benefit. However, trade vendors are busy and that is reflected in increasing contracting costs. Cost Recovery Calculations In addition, enterprise funds will now focus on a Management Cost Recovery calculation. This calculation includes the ratio of operating revenue to operating expenses. This calculation includes a one to one utility offset and does not include the facilities capital, depreciation or central services. Total cost recovery will still be tracked and analyzed for accounting and financial requirements. A final Management Cost Recovery Range will be established prior to adoption of the 2020/2021 Operating Budget. Each facility or program area revenue sources are unique and described below in greater detail: Aquatic Center • Total Average Anticipated Revenue: $1,050,000 • Preliminary Management Cost Recovery Range: 130-135% • 2020 Fee Changes: The Aquatic Center season is anticipated to run from June 5 to August 16, 2020. This translates to an 11-weekend season. One of the primary expenses is seasonal payroll. Seasonal staffing availability is also a limiting factor when programming the operating schedule. Season passes, swim lane rentals and birthday packages are proposed at a 5% increase. All other costs will be held to 2019 levels. • Revenue Sources: Building Rental 6% Admissions 38% Memberships 42% Concessions 11% Retail Sales 1%Investment Income 2% Aquatic Center STAFF REPORT Page 4 Braemar Golf Operations • Total Average Combined Anticipated Revenue: $4,050,000 • Golf Course Preliminary Management Cost Recovery Range: 150-160% • Golf Dome Preliminary Management Cost Recovery Range: 235-240% • 2020 Fee Changes: Beginning in 2020, golf operations will have one season of operation completed since the final construction phase of the golf course projects. The review of the 2019 season is already begun and most notable is that the course is slightly behind in rates compared to similar or like operations in this market. In addition, the improved course conditions correlate to an improved experience. In order to sustain this level of service, a modest per round increase is recommended for green fees and driving range buckets. A slightly larger per round increase is recommended for weekday and weekend greens fees for non-players card holders. The popular players card program, which allows an individual to make early tee time reservations and provides up to 20% off other eligible purchases, will increase from $80 (prorated at $75 in 2019 due to the timing of the course opening) to $90 for residents; and $100 (prorated at $95 in 2019 due to the timing of the course opening) to $125 for non-residents. New programs for youth and adults have been added for 2020 and new fees established. Most other fees and charges have been held at 2019 prices. Golf dome pricing was increased prior to the implementation of the TopTracer technology in August 2019 and no additional increase is proposed. However, several new rates have been memorialized to accommodate the variety of ways patrons will utilize the dome technology. • Revenue Sources: Building Rental 5% Greens Fees 48% Admissions 12% Other Operating Revenue 16% Memberships 3% Equipment Rental 10% Retail Sales 6%Investment Income <1% Braemar Golf STAFF REPORT Page 5 Braemar Ice Arena • Total Average Anticipated Revenue: $2,550,000 • Preliminary Management Cost Recovery Range: 110-115% • 2020 Fee Changes: A majority of fees at the Braemar Ice Arena will be held to 2019 levels. Exceptions are prime hourly ice rentals, some off-season rates and development skating fees. In addition to staffing and repair cost pressures, the arena staff has invested in energy efficient equipment upgrades. While those improvements are based upon a return on investment ratio, they have moderated the cost increases in utility expenses. Staff continues to review opportunities incorporate sustainable improvements. • Typical Revenue Sources: Braemar Sports Dome • Total Average Anticipated Revenue: $485,000 • Preliminary Management Cost Recovery Range: 120-125% • 2020 Fee Changes: Sports dome field fee increases are proposed for prime, late night and full field non-prime hours. Field rates for Edina athletic associations are also proposed for increases. However, those charges are limited to an increase of no more than 3% based upon the agreement for use of the sports dome. • Revenue Sources: Building Rental 75% Admissions 3% Class Registration 9% Concessions 13%Equipment Rental <1% Investment Income <1% Braemar Ice Arena STAFF REPORT Page 6 Centennial Lakes • Total Anticipated Revenue: $825,000 • Preliminary Management Cost Recovery Range: 75-80% • 2020 Fee Changes: Most fees for programs will be held at 2019 rates, with the exception of an increase to the fishing clinic offerings and croquet court hourly rentals. When a croquet rental is booked, all six lawn bowling courts are used and unavailable for use. There are a small number of croquet rentals compared to other uses of the lawn game area. • Revenue Sources: Building Rental 92% Admissions 5% Charges for Services <1%Investment Income 3% Braemar Sports Dome Building Rental 10% Greens Fees 29% Concessions 3% Association Fees and Other 42% Equipment Rental 16% Investment Income <1% Centennial Lakes STAFF REPORT Page 7 Edinborough Park • Total Anticipated Revenue: $1,425,000 • Preliminary Management Cost Recovery Range: 92-98% • 2020 Fee Changes: Staff is not proposing a fee increase for the pool and track memberships, birthday party packages, youth programs and playpark admission. Fees in this area were adjusted in 2019 and the rates are competitive for the market conditions and the amenities offered. • Revenue Sources: Parks and Recreation Programs • Total Anticipated Revenue: $750,000 • 2020 Fee Changes: Increases to fees in this area are primarily due to instructor and staff rate increases to programs considered Important and Value Added. Majority of program and rental offerings will be held to 2019 pricing. Please note, staff is currently exploring moving park shelter reservations from a paper reservation system to an online reservation system. INTRODUCTION: At the October meeting, commissioners showed support to move forward with assignment of parks to respective members. Staff had generated the following ideas of way commissioners could be involved in park assignments. Provide firsthand observations or liaison with users for PARC Workplan items related to the utilization of the park system Represent the PARC to adopt-a-park groups or additional volunteer groups when working in the parks Develop relationships with residents, neighborhood groups, athletic associations or others that use the park system Be involved in and possibly liaison to future committee assignments for the park during master planning projects Using the city’s 311 system or the non-emergency number report unsafe or hazardous conditions Next steps for the process are for commissioners to select preferred park locations for assignment and for staff to develop a useful feedback tool. The outdoor hockey rink has been installed by park staff, and the area where the open/general skating rink will be installed has been graded for winter use. The paths, boardwalks, trails and playgrounds are open for use. Major work has slowed for the season and additional work will continue in the spring. Walk with the Mayor was held Saturday, Oct. 19 and Commissioners Good, Ites and McAwley attended. Braemar Golf Dome – The Braemar Golf Dome opened for the season on Friday, Nov. 1. The installation of the TopTracer technology was completed prior to opening. KSTP did a morning news feature that can be viewed here: https://kstp.com/technology/braemar-golf-dome-edina-reveals-new-tech/5543129/?cat=12510 Braemar Sports Dome/Backyard Rink - The Braemar Sports Dome began operation on Saturday, Nov. 2 The Backyard Rink at Braemar Arena and the Braemar Sports Dome opened Nov. 2 for rentals and open time on the ice and field. Family open skating on the outdoor Backyard Rink will be 8-9:30 p.m. Fridays. Admission is $5; skate rental is $3, or you can bring your own skates. Braemar Field will offer several new or expanded activities this year. Adult open soccer is now 11:30 a.m.-1 p.m. Monday through Thursday instead of just two days per week. A new Walk/Run club will be held 7-8 a.m. Tuesdays and Thursdays on the free indoor walking track. Pick-up Touch Football, for ages 16 and older, has been added 3-4:30 p.m. Fridays. Open dome time for families has shifted to Wednesday evenings instead of Saturdays. STAFF REPORT Page 2 Todd Park – Parks staff has recently installed the seasonal ice rink at Todd Park. This feature is stored off-site, transported and assembled at the park. Centennial Lakes Park – The rehabilitation of the walking paths on the east side of the park was an approved 2019 Capital Improvement Project. That work to remove the worn asphalt and replace it with concrete to match the remainder of the park paths was completed this month. Edinborough Park - On Friday, Oct. 25, Edinborough Park hosted our annual ‘Not so Scary Halloween Party. This family friendly event had a great turnout. We had 69 children pre-registered and we had 231 admissions purchased on the day of the event for a total of 300 paid attendees. Total attendance was well over 600 people. Everyone enjoyed dressing up in fun costumes, trick or treating, creating craft projects, playing Halloween Bingo and the magic show in the amphitheater. Fred Richards - Staff ended the season by hosting a Costumes and Candy event at Fred Richards Park to dedicate the new playground. Work continues to complete the picnic shelter.
