Call to Order Vice Chair Dahlien called the meeting to order at 7:04 p.m. II. City Manager Update City Manager Neal gave a power point presentation on capital budgeting and spending. Commissioners asked questions. B. Proposed Parks & Recreation Fees for 2020 Staff Liaison Vetter went over the proposed fees for 2020. He explained the fee philosophy and noted how the majority of the program fees fall into one of three categories: essential programs, important programs and value-added programs. He also went over factors impacting costs as well as cost recovery calculations. Commissioners asked questions. Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. There was a lengthy discussion on the Aquatic Center season passes, daily admissions and the concept of a partial season pass. Motion made by Nelson to approve the proposed 2020 fees as presented with the caveat that staff looks into adding a half-season pool pass as well as make sure the daily admission fee is in line and competitive with surrounding communities and present their findings to the City Council. Motion seconded by Strother. During discussion on the motion, commissioners noted that even though some communities subsidize operational budgets, from a consumer standpoint they do not factor that into spending decisions and view only published costs at the various providers. Motion carried. C. Park Assignments Vice Chair Dahlien informed the commission there are still a few commissioners that need to select preferred park locations for their park assignments. Commissioners were asked to let Staff Liaison Vetter know their preferred parks as soon as possible. Staff Liaison Vetter will send out the list of park assignments each time it is updated. Staff Liaison Vetter indicated that staff will be working on developing a feedback tool for the park assignments. D. Parks & Recreation Commission Work Plan An update was given on the current Work Plan initiatives: Initiative 1 – Chair/co-chair a cross-commission committee to review the naming of a public facility in the Grandview area after the BC and Ellen Yancey. Commissioner Dahlien informed the commission there have not been any updates. They are waiting on a recommendation from the HRRC. He noted from a Parks & Recreation Commission standpoint he thinks they can close this initiative. Initiative 2 – Serve on a cross-commission committee in partnership with communities of color to identify barriers for participation in programming. Staff Liaison Vetter informed the commission the HRRC will be reaching back out to the committee because they have developed some ideas on what the engagement could look like. He thinks the HRRC’s task is to look at what’s the skeleton of the process like, where could it be, how to reach out to groups and what should they ask once they get people there. Hopefully what it looks like will be completed for the 2019 Work Plan and carrying it forward and doing it will be done in the 2020 Work Plan. Initiative 3 – Chair-co-chair a cross-commission committee to develop a draft plan on Edina Grand Rounds, including wayfinding. Nothing to report as this item has been completed. Initiative 4 – Complete a study and report for fields, courts and rinks capacity and utilization from the data provided by staff. Commissioner Dahlien informed the commission he reached out to Troy Stein, Athletic Director at Edina High School and is working on putting together a meeting so they can formalize a working agreement between the school and the Parks & Recreation Department regarding field usage. He noted that he thinks a lot of it has to deal more with perception and they will be able to document that and communicate it to the associations. In reality, in some instances, they are not out of field space they just don’t want to use the field space that was assigned to them. Initiative 5 – Investigate possible alternative funding options to support future growth and development of Edina’s parks, programs and green spaces. Commissioner Ites informed the commission he had a lengthy meeting with Jay Halverson, an Edina resident who is on the board and the treasurer of Minneapolis People for Parks. He noted they discussed how they do their funding and how they market it. He explained they have a relationship with the Park Board in Minneapolis and they have a foundation to which the foundation does the big things. He noted he is somewhat intrigued by what they do as a possibility; they’ve been doing this for 43 years. Mr. Halverson is very happy to give them some insight about how they do alternative funding. Initiative 6 – Review and comment on the Race and Equity policy statement developed by city staff. Commissioner McCormick asked Staff Liaison Vetter if he received her race & equity comments to which he replied he did. Commissioner Strother noted she will forward her comments to Staff Liaison Vetter so they can move that forward. Staff Liaison Vetter indicated part of his initial thought is instead of individual agreements they have one general agreement with our expectations and then the appendix would be unique per association so it’s more universal. Initiative 7 – Serve on a cross-commission committee to complete requirements for Edina to receive the AARP City Designation. Commissioner McCormick informed the commission she saw an email on the AARP designation and it looks like they are extending it into next year as well as they are looking at a July date to do a survey. Commissioner Nelson indicated after last month’s meeting it was decided they would have to hire an extra staff member to help do everything and so they need to look into what is the real advantage of being an AARP city. Staff Liaison Vetter asked for the information to be forwarded on to him. VII. Chair and Member Comments Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date.  Commissioner Ites informed the commission on Oct. 14 he was asked to speak to a group of people at 7500 York about Edina’s parks. He noted most of the people have lived in the community 30 to 40 years and their knowledge is limited. He noted he also talked about the different master plans and added that it was a good experience.  Commissioner Nelson informed the commission she has seen several signs in yards saying “Save Valley View Park” but there is no park in Edina with that name. After a discussion the commission thought maybe the signs are referring to Valley View Park in Bloomington because there currently is a project before the Bloomington City Council regarding that park.  Commissioner Dahlien informed the commission he was happy to see this year, as opposed to last year, the detail that was done in preparation for the dome opening. His initial reaction was it looked great and added there were approximately 30 walkers there as well as both fields were being used for soccer. VIII. Staff Comments Staff Liaison Vetter gave the following updates:  Arden Park is really starting to take shape; city staff has constructed the rink and today the cabinetry went into the building. He also pointed out they had a Walk with the Mayor in October at Arden Park.  The golf dome is up and running and they are having good success. Also, KSTP recently did a live feature on the golf dome.  The sports dome is up and running and it went very well; he was very proud of the cooperative work between staff from the arena, park maintenance and public works.  The temporary rink at Todd Park has been installed.  At Centennial Lakes the railings on the bridges and the lighting have now been installed.  Edinborough Park held their No So Scary Halloween Party on Oct. 30 and they had really good attendance.  There were a lot of neighborhood kids and good interaction with the families at the ribbon cutting at Fred Richards Park playground. Kids would play until they got cold, cut the ribbon with the Mayor and then go home and then the next group of kids came and they would do it all over again. They did it at least four times where they had four different ribbon cuttings for the grand opening of the site.  Staff Liaison Vetter will be giving a presentation tomorrow on the park system to realtors who are buying and selling properties in Edina. It’s a group effort and every department in the city will be giving a presentation; it’s for continuing education that the realtors are required to do. IX. INTRODUCTION: This items is an introduction of a water quality improvement project at Lake Cornelia and Rosland P ark. Nine Mile Creek Watershed District has developed potential improvement projects to improve water quality of Lake Cornelia. Members of Nine Mile Creek Watershed District and staff from BARR Engineering will be in attendance to introduce and present these ideas to the Park Commission for information and discussion. This item is in the introductory concept phase at this time. ATTACHMENTS: Description Nine Mile Creek Watershed report Nine Mile Creek presentation Barr Engineering Co. 4300 MarketPointe Drive, Suite 200, Minneapolis, MN 55435 952.832.2600 www.barr.com Memorandum To: Edina Parks and Recreation Commission From: Janna Kieffer Subject: Rosland Park Stormwater BMP Conceptual Design Evaluation Date: December 3, 2019 Project: 23271725.01 c: Randy Anhorn, Nine Mile Creek Watershed District In April 2019, the Nine Mile Creek Watershed District (NMCWD) completed a water quality study for Lake Cornelia and Lake Edina, located downstream of Lake Cornelia. The water quality in Lake Cornelia is often poor, primarily due to excess phosphorus in the lake which fuels algal growth and decreases water clarity. The study found that the phosphorus in Lake Cornelia comes from several sources, including stormwater runoff from the watershed (external source) and internal sources such as nutrient-rich sediments and decomposition of the invasive curly-leaf pondweed. A summary of the water quality study is available at http://www.ninemilecreek.org/wp-content/uploads/Lake-Cornelia-and-Lake-Edina-Water-Quality-Study- Summary_2019.pdf. The water quality study, conducted by Barr Engineering Co., identified several recommendations to improve water quality in Lake Cornelia and downstream Lake Edina. As a first step in reducing the phosphorus reaching Lake Cornelia from stormwater runoff, one of the recommendations is to construct a stormwater feature in Rosland Park. The NMCWD is interested in partnering with the City of Edina to install a stormwater treatment feature within the park and has begun a feasibility study to further evaluate stormwater management opportunities. As part of the current feasibility study efforts, the Barr team developed two high-level stormwater management concepts for a phosphorus-removal stormwater management feature at Rosland Park and presented these concepts to NMCWD and City of Edina staff in mid-October 2019. The two initial concepts presented at the meeting are described in the attached materials. These included a gravity- driven underground filtration vault (Concept #1) and a pump-driven filtration stream with bioretention pools (Concept #2). In Concept #1, water from Swimming Pool Pond (see image to right) would enter a treatment bypass where it would be routed by gravity to a subsurface filter constructed in the North Parking Lot, located between Swimming Pool Pond and Lake Cornelia. After passing through the filtration system, treated water would discharge via gravity to Lake Cornelia. In Concept #2, water from Swimming Pool Pond would be pumped into a surface filter feature that resembles a creek. Water would filter through treatment media and a series of bioretention pools in the filtration stream and would then discharge downstream into Lake Cornelia. This feature was proposed to be located in the open green space northwest of the North parking Lot. Concept #2, as originally proposed, would require considerable use of park land. Barr revised these BMP conceptual designs based on feedback received at the October meeting. The most significant changes were to Concept #2 in response to the City’s desire to minimize the BMP footprint to lessen impacts on current or future park use. Barr presented the revised concept to NMCWD and City staff in mid-November 2019. The Revised Concept #2 includes a pump-driven filtration treatment vault located at the edge of the North Parking Lot. In this revised option, water would be pumped from Swimming Pool Pond into an above-ground treatment vault, with the pump preferably powered (or offset) by solar energy generation. After passing through the filtration system, treated water would be discharged to Lake Cornelia. Following the mid-November meeting with NMCWD and City of Edina staff, which included representation from the Parks and Natural Resources, Engineering, and Public Works departments, Revised Concept #2 was the preferred stormwater feature concept. This concept was selected as the preferred option for several reasons. The above-ground nature of Revise Concept #2 will allow for more design flexibility and increased treatment capacity, and will simplify the operation and maintenance of the filtration system. The siting of the stormwater feature on the edge of the North Parking Lot will minimize park impacts and provide an opportunity to incorporate public art into the feature to make the system not only a functional means of reducing phosphorus to Lake Cornelia, but an attractive element of the park as well. Following presentation to the Edina Parks Commission, the Revised Concept #2 will be presented to the Nine Mile Creek Watershed District board of managers for review and discussion at their December 18, 2019 meeting. Upon approval, the Barr team will proceed with a more detailed feasibility analysis to further evaluate this alternative. The feasibility study will include a hydraulic analysis, an estimate of treatment capacity and associated pollutant removals, consideration of options for pump operation, including solar power generation versus traditional gas or electric operation. ATTACHMENTS: Description Informational Items Dec. 10, 2019 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Informational Items Information / Background: 2020 Fees and Charges – The 2020 fees and charges will be reviewed by the City Council on Dec. 17, 2019. Staff has brought the Park & Recreation Commission’s motion forward for consideration. This included the proposed pricing and information on daily, season passes, and partial season passes pertaining to the aquatic center for nearby facilities. Staff is not proposing a partial season for the 2020 activities directory. This deeper analysis and implementation strategy work is unable to be completed in time for the 2020 spring and summer activities directory to go to print. Staff will continue to analyze data and project a budget scenario for consideration of a partial season pass for the 2021 operating season. In addition, staff will monitor historical trends of both early bird and regular season pass rates, and bring forward any adjustments or recommendations for approval if those registrations lag behind prior years and there is concern about targeted budget metrics not being met. This will allow staff to be flexible in program offerings for the upcoming season. Arden Park – Work on the park building continues by the contractor to prepare for the opening of the skating season. City staff has begun the process of flooding on the open and hockey rink. Weather permitting, rinks will be opening on Dec. 16, 2019. Braemar Golf Dome – the golf dome has been a popular location this November and the addition of the TopTracer Range technology has been successful to date. The number of range budgets and timed golf transactions has increased 25% and the number of senior rate buckets 28% over 2018. The staff is receiving many positive comments, including these from recent google reviews: “The system installed in every bay is awesome!” – “Coming from somebody that played a lot of simulators at different places last year, this blows every simulator away!” – “OMG.. what a great time!” The Braemar Golf Dome is open daily from 7:00 a.m. to 9:00 p.m. STAFF REPORT Page 2 Braemar Arena – The Edina Hockey Association hosted the annual Cake Eater hockey tournament the last weekend in November. This is the largest youth girl’s tournament of the year. Over 12,000 people walked through the front doors between Friday and Sunday. Braemar Sports Dome The sports dome counted over 16,000 people entering the dome during the month of November. Open soccer has expanded to four days per week and been very popular. Centennial Lakes Park – Centennial Lakes staff has hosted its last rental event of the season and will begin the process to convert the Hughes Pavilion to host the ice-skating season. At this time the pond has finally frozen over and if adequate thickness of ice is developed, skating will begin on Dec. 16, 2019. Edinborough Park - Kids Can Ring In the New Year Early - Ring in 2020 without staying up late at the annual Pre-New Year’s Eve Party 5 to 7:30 p.m. Monday, Dec. 30, at Edinborough Park. This popular celebration provides an exciting way for families to celebrate the New Year together yet still leave the adults free on New Year’s Eve. Adults are free with paid child admission, which is $11.50. Register by Dec. 29 to save $1 per child admission. Early registration is recommended, as space will be limited on the evening of the party. Please note memberships and passes are not accepted for this special event. Registration at the door begins at 5 p.m. Dec. 30. Registration can be done online or by stopping by Edinborough Park, 7700 York Ave. S. Outdoor Ice Rinks – Staff continues to prepare for the outdoor ice rink season. Warming house attendants have been hired and gone through orientation for the upcoming season. Parks maintenance is preparing the rinks for opening by clearing snow and laying down water to build up a frost layer. Weather dependent, the rinks are scheduled to open on Dec. 16, 2019. 2020 City Budget - At the Dec. 3, 2019 regular City Council Meeting, the council adopted the proposed 2020 budget. Comprehensive Guide Plan - At the Dec. 3, 2019 regular City Council meeting, the council approved the final version of the 2018 Comprehensive Guide Plan. It is expected that the Metropolitan Council will review and approve the plan during the first half of 2020. The process to update the plan took approximately three years.
