III. Approval of Meeting Agenda Motion made by Good to approve the meeting agenda. Motion seconded by McAwley. Roll call vote. Motion carried. IV. Approval of Meeting Minutes Motion made by Nelson to approve the March 10, 2020 minutes. Motion seconded by Strother. Roll call vote. Motion carried. V. Reports/Recommendations A. Recap of June 16, 2020 Joint City Council and Parks & Recreation Commission virtual meeting Staff Liaison Vetter gave a recap of the June 16 virtual joint work session with the City Council. He gave a brief summary of the following four things that were covered in the work session:  Enterprise Operations  Recreation Programming  Parks & Natural Resource Amenities  Fiscal Position Draft Minutes☒ Approved Minutes☐ Approved D Commissioner Miller asked what has changed since that meeting. Staff Liaison Vetter replied they have expanded Braemar Ice Arena. They have started limiting people to use the track and fitness area as well as the Edina Swim Club is now using the pool at Edinborough Park and Braemar Golf Course is doing extremely well and are above what their projections were. Commissioner Miller asked what changes have been done at Centennial Lakes in the last three to four weeks. Staff Liaison Vetter informed the commission they were successful in securing some of the Hennepin County grants that is through the Three River Parks District. One of the grants was used to expand the paddleboat rentals at Centennial Lakes. Since the discussion took place the putting course has also opened and is being used. Commissioner Doscotch asked with the increase and usage of the enterprise operations have there been any data on contact tracing where thy have seen Covid cases up relative to that increase of a likely exposure. Staff Liaison Vetter indicated that part of the enterprise use by an association or group is a requirement to have a Covid management plan as defined by the MN Department of Health and part of that plan is tracking participants for tracing. However, the city is not being informed if a positive case has occurred if it is outside of an official city program. B. 2020 Work Plan Discussion Staff Liaison Vetter reminded the commission that at their March meeting there was an adjustment made on commissioner assignments. He asked the commissioners to make sure their names are with the right initiatives. Also discussed was that the commission wanted to have a discussion around strategizing and prioritizing. Staff Liaison Vetter reminded the commission if there is any assistance staff can play for the work groups going forward, even if it is just to set up a Webex meeting, staff is very open to that. Updates were given on the following initiatives: Initiative 7 – Study and report on the strategic goal of 15% of Edina land dedicated to parks and green spaces. Commissioner Good informed the commission he connected with Commissioner Dahlien, Staff Liaison Vetter and Assistant Director of Parks & Natural Resources Tom Swenson on what this initiative might look like specifically and focus first on the land use towards park and green space. Approximately 12% of the land use is in the park system and just under 3 ½% is what they would call natural resource areas. He noted this was their starting point when they had their discussion around how do they go beyond that. That’s the threshold they met and they can continue to examine and continue to Draft Minutes☒ Approved Minutes☐ Approved D challenge whether natural resource areas, which are flood plains, drainage areas, right-of- way, etc., is really a decent way to measure that we are at 15%. Commissioner Good noted he was moving more in a direction saying we’ve hit the 15% threshold based as it measured today; however, they could change the measure or change the way they measure it or just move from that and say what other measure should they be adding that really drives some operation efficiency or effectiveness and direction on their strategical and there needs to be more discussion in this area. Initiative #4 – Develop criteria that incorporates sustainability and equity for prioritizing capital improvements for park infrastructure needs, including playground equipment, warming houses and core amenities for expansion and replacement. Parks and Recreation Commission will create the criteria and both Energy & Environment commission and Human Rights & Relations commission will appoint up to 2 members for feedback on final criteria before it goes to council. Commissioner Nelson indicated she has Initiative 4 and as previously mentioned it was talked about in the virtual joint work session with City Council on how important this prioritization is. The completion date is May 2020 and she asked if there is a new timeline. Staff Liaison Vetter replied in looking at the minutes in March there is a good summary of the items that were talked about in February. If the work group could get back together and reconstitute the list to say where does this fall and working a little bit of a matrix there. He stated from a staff perspective he would like to have it in the next two months to share with the City Council as they start looking at the CIP in general. Commissioner Nelson indicated she will set up a virtual follow-up meeting for the work group to discuss and will change the deadline to September 2020. Initiative #5 – Assist staff with the pursuit of funding opportunities for Braemar Park Master Plan. Initiative #6 – Assist staff with the pursuit of funding opportunities for Fred Richards Park master plan. Staff Liaison Vetter gave update on Initiatives 5 and 6. He noted that earlier in the year City Council had adopted a resolution of support to pursue to the local option sales tax at the state legislature. They did have a nice hearing with the House Tax Committee; however, due to the pandemic the hearing that was scheduled with the Senate Tax Committee was canceled and the legislative session was trimmed way down. Therefore, the state legislature did not continue any of the local option sales tax hearings. VI. Chair and Member Comments  Commissioner Miller informed the commission that the wildflower area at Braemar Golf Course has had a turning point and is looking very good. Draft Minutes☒ Approved Minutes☐ Approved D  Commissioner Miller informed the commission he stopped by Arden Park on Sunday and was happy to see what it now looks like. There were people all over the park utilizing it. Commissioner McAwley added that she has also been getting really good feedback that they love it. Commissioner Strother indicated her family has been using the park quite a bit and have really enjoyed it. She asked if there are going to be any benches added to the park. Assistant Director of Parks & Natural Resources Swenson indicated his staff is currently installing benches around the park and they are looking at adding a couple around the playground area that were not on the original plan. He noted the park is amazing and is getting tons of use.  Commissioner Good asked staff if they have received any feedback from users on the Mooty Pickleball courts regarding the new policy. Staff Liaison Vetter replied he has not heard one way or another but will find out. He added Recreation Supervisor Bushland will be at the August meeting and that update will be provided then.  Chair Ites informed the commission his wife and he play golf six times a week at Braemar Golf Course and wanted to point out that the staff working at the course this year are doing an outstanding job and the golf course is in great shape. VII. Staff Comments  There still are remaining work items around the landscape elements at Arden Park as well as there are a few punch items that are still on the park and some of the infrastructure.  The city was successful in getting some of the Save The Summer grant money through Hennepin County. They will be doing a park and play and water safety days. In addition, they will also be doing tennis kits and the expansion of the paddleboats at Centennial Lakes.  Staff has worked on several reimagined summer programs. Most of the programs launch this week and they will be occurring with the new guidance.  People can now start reserving shelters; however, they are still limited by guidance, so they are not able to have larger groups.  Youth and adult activities have started.  Hennepin County should be starting the Senior Center/Library construction project in a few weeks.  The Edinborough Park entrance project is currently underway, and they are in the removal phase. They are finding infrastructure issues that were not visible prior to starting, so they are working through that. He will keep the commission updated if any changes are needed.  The city’s facility division will be working on a full energy audit of Edinborough Park. They did sign a contract with a collaborative design group to help with the facility. VIII. Calendar of Events A. Upcoming 2020 Meeting and Events Staff Liaison Vetter informed the commission that the August meeting will be a virtual meeting and will be held on Monday, Aug. 10 at 7 p.m. due to the primary election that is being held on Tuesday, Aug. 11. ATTACHMENTS: Description 2019 Work Plan Initiatives Report Date: To: Mayor and City Council From: Parks & Recreation Commission Subject: 2019 Work Plan Initiatives Report Initiative #1 - Completed Background: • Chair/co-chair a cross-commission committee with the Human Rights and Relations Commission to review the naming of a public facility in the Grandview area after the BC and Ellen Yancey. (Review and Recommend) Recommendation: A cross-commission work group was formed to review the naming of a public facility in the Grandview area after the Yancey family. This work group included members of the Parks & Recreation Commission and the Human Rights and Relations Commission. Members met as part of the cross-commission. Members of the HRRC have developed two options for renaming and will forward those options to the PARC for review and deliberation. PARC will then as part of a regular agenda item discuss the options and any background provided by HRRC in order to make a recommendation to the City Council. Rationale for Recommendation: 2019 Parks & Recreation Commission Annual Work Plan Report Initiative #2 - Continued Background: • Serve on a cross-commission committee (see partners) in partnership with communities of color to identify barriers for participation in programming. (Review and Comment) Recommendation: A cross-commission work group was formed with the Parks & Recreation Commission and the Human Rights and Relations Commission. This cross-commission group met to discuss the initiative and have identified opportunities for identification of barriers. The HRRC is currently working on a framework for gather feedback on barriers, such as what to ask, how to ask, where to ask, etc. to further this goal. The Park & Recreation Commissioners will take that feedback and in 2020, will continue to discuss implementation. Rationale for Comments: Initiative continued to the 2020 Work Plan. 2019 Parks & Recreation Commission Annual Work Plan Report Initiative #3 - Completed Background: • Chair/co-chair a cross-commission committee with the Transportation Committee to develop a draft plan on Edina Grand Rounds, including wayfinding. (Review and Recommend) Recommendation: A cross-commission work group was formed to develop a draft plan on an Edina Grand Rounds, including wayfinding. This work group included members of the Parks & Recreation Commission and the Transportation Commission. After discussions and study, members invited Andrew Scipioni, Transportation Planner for the City of Edina and staff liaison to the Transportation Commission to present the Pedestrian and Bicycle Master Plan. At the Oct. 7, 2019 Parks & Recreation Commission meeting, commissioners heard a presentation on the Pedestrian and Bicycle Master Plan. This plan, adopted in 2018 by City Council, was a culmination of a public process and review of policy, plans and goals that created a vision to guide future development of non-motorized transportation infrastructure in Edina, including sidewalks, bike facilities and shared-use paths. Based upon the presentation and feedback from the commissioners, it was agreed upon by the commission that the adopted Pedestrian and Bicycle Master Plan meets the needs of this work plan initiative. Rationale for Recommendation: Parks and Recreation Commissioners had the following feedback about the Pedestrian and Bicycle Master Plan: • Ensure that there is strong communication between the Engineering and Parks & Recreation staff to ensure that projects are well coordinated and take advantage of smaller connections to the neighborhood parks and local destinations are incorporated. • That the full build out of the plan is dependent upon dedicated funding streams and the schedule for implementation is long. • Revisit the installation of wayfinding signage on sections that are already built. • The Parks & Recreation Commission remains interested in remaining an advisory resource to Transportation Staff and the Transportation committee if requested. • The plan is well designed in concept, but final details about implementation should be reviewed upon construction planning to ensure needs are being met. 2019 Parks & Recreation Commission Annual Work Plan Report Initiative #4 Background: • Complete a study and report for fields, courts and rinks capacity and utilization from the data provided by staff. (Study and Report) Report: Rationale for Report: 2019 Parks & Recreation Commission Annual Work Plan Report Initiative #5 Background: • Investigate possible alternative funding options to support future growth and development of Edina’s parks, programs and green spaces. (Review and Comment) Recommendation: City Staff did not develop a Race and Equity policy statement. As an alternate, commissioners have provided feedback on incorporating racial equity policy statements into existing policies that are in place for associations and facilities use. That feedback will be incorporated into revised policies that will be presented for review. Rationale for Comments: Commissioners provided feedback to incorporate statements on the facility usage, rental priority and association related policies to elevate and standardize the requirements and recommendations across all policies. Standardization will eliminate any ambiguity in the implementation of race and equity goals. 2019 Parks & Recreation Commission Annual Work Plan Report Initiative #7 - Completed Background: • Serve on a cross-commission committee to complete requirements for Edina to receive the AARP City Designation. (Review and Comment) -Complete Walk Audit Tool Kit provided by AARP -October Senior Expo & Designation Recommendation: The Community Health Commission recommended on behalf of the cross-commission work group that Edina does not seek membership in the AARP Age-Friendly Community Network at this time. ATTACHMENTS: Description 2019-2020 Outdoor Rink Summary August 10, 2020 Parks & Recreation Commission Tiffany Bushland, Recreation Supervisor 2019-2020 Outdoor Rink Summary Information / Background: Edina Parks & Recreation maintains outdoor skating rinks at 12 parks throughout the City. At each location there is a general skating rink, hockey rink and shelter building open to the public. The ice is created and maintain by Park Maintenance, and the shelter buildings are staffed by 50 seasonal staff seven days a week during the staking season. During the 2019-2020 skating season the rinks were open for 71 days and closed for four because of warm weather. The attendance numbers for the 2018-2019 and 2019-2020 seasons are below. Attendance numbers are taken by Outdoor Rink Attendants while the facility is open. The participants are counted hourly throughout the operating hours. Arden Park hockey and skating rink opened after being closed in 2018-2019 for construction. The hockey rinks are also scheduled for use by the Edina Hockey Association (EHA). Throughout the season, EHA had 719 practices scheduled on the outdoor ice. The Association pays the participant fee for use of the rinks. Edina Parks & Recreation offers an adult hockey league played on several rinks two days a week. ATTACHMENTS: Description Staff Report: Parks & Recreation Commission Work Plan August 10, 2020 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Parks & Recreation Commission Work Plan Information / Background: The Edina City Council continues the implementation of its 2020-2021 Budget Work Plan. This work plan consists of four budget goals, including: City Goal #1: Strong Foundation – Maintain Physical Assets & Infrastructure City Goal #2: Reliable Service – Maintain Service-Levels that Best Meet the Needs of the Community City Goal #3: Livable City – Plan for Connected & Sustained Development City Goal #4: Better Together: Foster Inclusive and Engaged Community STAFF REPORT Page 2 As the 2021 year approaches it is time to update the annual department and commission work plans. The approximate schedule is: January: Annual work plan begins June – September: Proposed work plan created by Commissioners October 6, 2020: Work plan proposals presented by each chair to Council at Work Session November/December: Council review and approval of work plans for upcoming year. As progress on the 2020 annual work plan continues a discussion and requested recommendation of the 2021 work plan is scheduled for the September 8, 2020 PARC meeting. In advance of that meeting, commissioners are asked to review the annual work plan to gauge what items are likely to be completed or will likely carry over. The work of the department and the commission has no doubt been impacted by the COVID-19 pandemic this past year. As we approach 2021 there are still many unknowns from a health, participation and fiscal standpoint. As the commission thinks strategically about the upcoming discussion it will be important to ensure that specific actions and outcomes are set for the commission and what the outcome will look like. While those STAFF REPORT Page 3 outcomes will need to be defined at the next meeting, staff requests the members reflect on the work of the commission over the past year and the upcoming priorities they feel are important. In order to prepare staff requests the commission think about the following questions for the next work plan. Please consider the following preparation questions: 1. What could we do? – What are the possibilities before us? 2. What should we do? – Which opportunities should we pursue? 3. What will we do? – What commitments will we make for our work plan? Staff has worked with our registration software provider, MaxGalaxy, in re-designing the online registration interface which will allow for easier use and functionality in finding activities of interest and appropriate age level. The fall/winter activities directory is not being published or mailed this fall and a variety of other marketing opportunities will be done in order to raise awareness. Classes and activities have been modified for health and safety and will continue to be evaluated. Arden Park Project Update The Arden Park project work continues while the park is open to the public. Remaining work relates to the landscape establishment, natural resource plantings and remedy of punch list items for the contractors. The landscaping contractor has used temporary fencing in several areas to limit traffic to better facilitate vegetation establishment. The city’s projects of the playground equipment and park building construction have been completed. City staff continues to work with the Minnehaha Creek Watershed District on the remaining work and a revised schedule, including turf establishment, for the contracted work will be created by MCWD and communicated upon receipt. Edinborough Park Entrance Plaza Project Update The entrance plaza project for Edinborough Park continues. Initial removals discovered more extensive issues than originally anticipated. Those corrections have been made and now work begins on waterproofing the underlayment for the project. Work is still anticipated to be completed by this fall. Braemar Arena Braemar Arena has successfully hosted hockey tournaments over three weekends in July. On average 1-3 people per team need some type of reminder about COVID policies related to required masks, no bags, and only entering 10 minutes before game time). Most have been very respectful of our efforts to keep everyone healthy and safe. We have also received good feedback from the tournament directors on our staff positioned outside the building that keep cars moving, provide reminders of COVID policies and help get people into the correct rink. STAFF REPORT Page 2 Shelter Reservations Outdoor shelter and park building reservations are being accepted online, with a limit of 25 people outdoor and 10 people indoor as per state guidance. All reservations will require participants to follow the State of MN safe outdoor recreation guidelines. Edina Senior Center/Hennepin County Library Hennepin County Library will be undertaking major building renovations at the Grandview location starting this August 17. The work will require the building to be unoccupied during construction and therefore the Edina Senior Center will remain closed through construction. That work is expected to last until November.
