Call to Order Chair Ites called the meeting to order at 7:04 p.m. II. Approval of Meeting Agenda Staff Liaison Vetter informed the commission the agenda needs to be amended by taking out Item V.A. Special Project Request for Bocce Ball courts at Kojetin Park. The resident requesting this project was unable to attend tonight’s meeting and therefore it will be added to the December meeting. Motion made by Strother to approve the amended meeting agenda. Motion seconded by McAwley. Roll call vote. Motion carried. IV. Approval of Meeting Minutes Motion made by Nelson to approve the Oct. 13, 2020 minutes. Motion seconded by Willette. Roll call vote. Motion carried. V. Reports/Recommendations A. Special Project Request: Skate Park at Pamela Park Staff Liaison Vetter informed the commission this is a special project request for a skate park at Pamela Park. This is based on special project guidelines that staff proposed and the commission approved earlier this year. The meeting is to gather feedback on the request, thoughts, issues you may identify, etc. He noted no decisions will be made at this time. Recreation Supervisors Bushland and Clarke gave a brief introduction of the special project and highlighted a few items from the staff report. Draft Minutes☒ Approved Minutes☐ Approved: Phil Mero, Edina resident who is proposing the project, went over his request and noted several different benefits of having a skate park. Commissioners gave their feedback, asked questions and thanked Mr. Mero for his time and energy in bringing this to the commission. Staff Liaison Vetter commented that what he is hearing from the commission is a general openness to the request as long they can answer the four questions: demand, funding, location and level of use. B. 2020 Commission Work Plan Update Staff Liaison Vetter informed the commission there are no updates on initiatives #1, #2, #5 and #6. Initiative #3 Develop an approach to build community by proactively connecting with neighborhood groups, community athletic groups and underserved members of the community. Initiative #4 Develop criteria that incorporates sustainability and equity for prioritizing capital improvements for park infrastructure needs, including playground equipment, warming houses and core amenities for expansion and replacement. Parks and Recreation Commission will create the criteria and both Energy and Environment commission and Human Rights & Relations commission will appoint up to 2 members for feedback on final criteria before it goes to council. Commissioner Nelson indicated with regards to Initiatives #3 and #4 they have received the feedback they needed. They are currently trying to figure out how they want to get together as they consolidate all the feedback they have received from several different groups as well as from their initial meeting. Commissioner Nelson noted her plan is to finish consolidating this and then sending it back to the group to see if there is any other feedback and can then move from that point. Initiative #7 Study and report on the strategic goal of 15% of Edina land dedicated to parks and green spaces. Commissioner Good informed the commission with regards to initiative #7 their group has a meeting scheduled for next Monday, Nov. 16 and will have an update for the December meeting. VI. Chair and Member Comments  Commissioner Nelson informed the commission her husband and son recently went to see the changes at Braemar Golf Dome and were pleasantly surprised at the new TopTracer Technology. She noted she has also mentioned it to several other people and has received good feedback. Draft Minutes☒ Approved Minutes☐ Approved:  Commissioner Strother asked Staff Liaison Vetter if the new restrictions the state is putting out on gatherings and how it deals with serving food is going to impact any of their current facilities that are open. Staff Liaison Vetter replied how the city will be impacted. He added they are going to need cooperation from all their partners to not only meet new guidelines but existing guidelines.  Chair Ites informed the commission he has already been to the golf dome several times and asked what the feedback has been regarding TopTracer versus what the golf dome had previously. Staff Liaison Vetter replied initially the response has been very positive to what they anticipated moving indoors. He noted that another piece of the COVID-19 management plan is they moved to all timed golf and that eliminates several touch points for them as well as they have limited the capacity. Another advantage of the timed golf is they know when that next bay is going to open.  Chair Ites made the comment that he does not know how much better than 80,000 rounds can be but thinks it was a pretty good effort on all the staff this year. VII. Staff Comments Staff Liaison Vetter gave the following updates:  It was pointed out to him that they had 71,061 total rounds at Braemar Golf Course and the number listed in the PARC minutes was incorrect.  The Senior Center and Hennepin County Library are still under construction.  To clarify from last month’s PARC meeting with regards to streaming hockey games at Braemar Arena the agreement does not include the high school; the school has their own agreement with the same company.  The Parks & Recreation Department is currently working with two scout projects who are working on signage for Bredesen and Rosland Parks, which will include updates to the frisbee golf wayfinding that was recently suggested by Commissioner Good.  Assistant Director of Parks & Natural Resources Swenson gave an informational update on Melody Lake Neighborhood, specifically the neighborhood roadway construction that is scheduled to happen in 2021. They have identified an area along the city parcel that could use some stormwater treatment. He indicated the funding is coming from the Engineering Department Stormwater budget; however, it is city land that Park Maintenance is currently mowing so he is partnering with Jessica Wilson, Edina’s Engineering Water Sources Coordinator, on the project. VIII. Calendar of Events A. Upcoming 2020 Meeting and Events Staff Liaison Vetter indicated that after today’s announcement he would plan on the Dec. 8 Parks & Recreation Commission meeting to be another virtual meeting. IX. ATTACHMENTS: Description Staff Report: Bocce Ball Request Dec. 8, 2020 Parks & Recreation Commission Nicole Gorman, Recreation Supervisor and Luther Overholt, City Forester Special Project Request: Bocce Ball Courts at Kojetin Park Information / Background: A resident has submitted a special project proposal for a bocce ball court to be considered at Robert J. Kojetin Park located at 4201 W. 44th Street. The resident has been invited to the November meeting to introduce their request in concept. The sport of bocce ball is played on a long and narrow court surface that should consist of a material providing minimal bounce, such as crushed granite, sand, or crushed oyster shell, none of which require any water. The standard size of a bocce ball court is 90 feet by 13 feet. The object of bocce ball is to roll your bocce balls closer to the pallino (jack) ball than your opponent. The game (frame) is complete after the balls have been thrown and points awarded. Balls are tossed or rolled underhand. Currently, there are no permanent bocce ball courts within the Edina park system. Staff Analysis: When reviewing this proposal, staff identified potential factors that are impacted. Funding Funding for an added project not identified in the capital improvement plan could be challenging. Currently the Parks & Recreation Department has 85 projects that are not funded, totaling over $46 million. With the addition of a park amenity there is also a long-term cost to maintenance as well as a future replacement cost. City staff has not explored cost estimates on this project but anticipate it could be up to $15,000. Staff has also not researched the viability of any grant funding sources outside of the $5,000 the resident has offered to donate towards the project. The city would also need to explore the option of possible funding through the city’s operating budget. Location The proposal provided indicates Robert J. Kojetin Park as the requested location for a bocce ball court. Kojetin Park is 2.69 acres and currently includes a playground and picnic area. This park has enough open space that is not programmed to include the requested amenity. A potential impact of adding a bocce ball court to this proposed park could be additional traffic through the neighborhood. STAFF REPORT Page 2 In addition, there would be no plans to light the courts so use would be restricted to daylight restrictions in the spring and fall. The proposed courts would be weather dependent amenity with anticipated use in the spring, summer and fall. At this time, the concept should not trigger any additional regulatory approvals such as grading, planning or stormwater management. In summary, the Parks & Recreation Department has many amenity offerings in its park system. Variety and a diversification of those amenities should continue to be a long-term strategic goal. The popularity of bocce ball is increasing. Many surrounding park systems in the metro area have or are adding these courts. There is also reality that there are many unfunded projects primarily for existing amenities. While we understand there is a benefit to adding a bocce ball court at Kojetin Park, there are a few things to consider. New facilities and park amenities require ongoing maintenance and additional staff time. The proposed courts would require minimal maintenance of moving and replacement of aggregate as needed. If this request were to move forward the next step would be to develop a community engagement process. The community engagement process would likely include park users and the adjacent neighborhood. Staff Recommendation: The goal of adopting a special project request process was to allow residents to bring forth ideas about amenities to expand offerings in the park system. These requests are meant to be informal and used as a beginning point of dialogue, saving the resident, staff, and the commission from having to develop a detailed analysis for the project at the introductory stage. Staff is requesting feedback from the commission on this concept proposal from the resident to gauge interest. Taking into account commission feedback, staff would outline a more detailed process for the amenity request to possibly include steps such as petition of the council, engagement of the neighborhood/community, preparation of a detailed costing analysis and provide conceptual layout and construction requirements and recommendations. ATTACHMENTS: Description December 2020 Informational Items Dec 8, 2020 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Informational Items Information / Background: Recreation Facilities and Program Status Following guidance from the Minnesota Department of Health (MDH) to help slow the spread of COVID-19 and in accordance with Gov. Tim Walz’s Executive Order 20-99, the City of Edina closed recreational facilities at the conclusion of their operating day on Friday, Nov. 20, and cancelled or postponed in-person classes and events for at least four weeks. City parks, trails and open spaces remain open. Executive Order 20-99 put a pause on adult and youth sports, gatherings outside of a household, fitness gyms and pools, indoor and outdoor events and entertainment, and other activities that bring people together. Braemar Arena and Field, Braemar Golf Dome and Edinborough Park will be closed through at least Friday, Dec. 18. Highlands Park Hockey Lighting The cellphone pole that services residents in the Highlands Park area of Edina is being upgraded by the telecom company. As part of that project the lighting on the exiting pole will be replaced when a new pole is installed. Staff has completed the upgrade to the north end of the rink, which is a standalone lighting pole servicing the rink. The phase of replacing the south pole rests with the telecom contractor. The latest LED technology is being utilized to reduce energy consumption and improve lighting levels on the rink. Outdoor Ice Rinks/Warming Houses Staff continues to modify a preparedness plan which would provide for the safety of staff and users as well as follow COVID-19 guidelines for outdoor skating rink use. Outdoor rinks are tentatively scheduled to open on December 21, weather permitting. The department will also be adding two additional pleasure rinks at Yancey and Wooddale parks to provide more opportunities for outdoor recreation. Winter Recreation Programming Staff is in the process of coordinating winter programming which will allow participants the opportunity to continue to recreate outside.
