Research enforcement of state law requiring water sensors for irrigation systems and other water saving tools, including rebates. Exploring ways of partnering with under-served/other communities to outreach/educate businesses. Community wide environmental event listening to what the community is saying. Plastic bag policy / program / options POSSIBLE INCLUSIONS FOR A PACKAGING ORDINANCE ORDINANCE TITLES -Need to choose one 1. Environmentally Acceptable Packaging/Products 2. Zero Waste Packaging — 3. Preferred Food-Service Ware and Packaging 4. Green To Go Packaging. Minneapolis branded as “green to go” – Could play well with Edina colors GOALS AND PURPOSE OF A PACKAGING ORDINANCE FOR THE CITY OF EDINA 1. Common categories of goals for regulating food packaging: 1. Environmental impact 2. Solid waste reduction 3. Litter 4. Health/toxicity 5. Social or environmental justice 2. Examples of goals and purposes stated in other city packaging ordinances: 1. Minimize the amount of single-use, disposable food and beverage packaging that must be thrown in the garbage, and thus disposed via incineration or landfilling, which are the last (and least preferred) two options in Minnesota’s waste disposal hierarchy 2. Maximize the amount of single-use food and beverage packaging items that can be recycled or composted. 3. Encourage the creation of a more circular system for food and beverage packaging 4. Minimize contamination in organics and recycling. 5. Reduce the economic, environmental and health costs of waste management. 6. Reduce that amount of litter that is created by plastic food and beverage packaging. 7. Meet the goal of a 75% waste reduction by 2030, which all counties in the Twin Cities Metropolitan Area are accountable for implementing. REQUIREMENTS 3. Ban 1. Polystyrene (#6 resin), both expanded and foam - NOT RECYCLABLE 2. All black plastic - NOT RECYCLABLE 4. On Site Collection 1. Food and beverages prepared for immediate consumption and to-go must be placed in packaging that is reusable, recyclable or compostable. Recyclable materials must be recycled. Compostable plastics must be composted. 2. A food establishment which utilizes single-use compostable and/or recyclable food packaging to serve consumers on-site shall have on-site collection for recyclable and/or compostable packaging. 3. Containers for the on-site collection of recyclable and/or compostable packag- ing shall be co-located with garbage containers. 4. At public events and markets, such as farmers markets, the event food spon- sor or market manager shall be responsible for providing a qualified recycling and/or organics management system for event and market vendors and con- sumers. 5. Reduce Contamination 1. Single-use cups and containers that are utilized with lids shall have lids of the same category of packaging. 1.Recyclable packaging shall only have recyclable lids; 2.Compostable packaging shall only have compostable lids. 2. Compostable cups shall be labeled to clearly indicate to the consumer that the cup is compostable. Labeling must include at least one of the following: 1.The words “certified compostable,” “commercially compostable”. “Made from plants,” “bio-based,” or “biodegradable” are not acceptable alterna- tives on their own; 2.The logo of a third-party certification or testing body indicating the cup meets composability standards. 6. Straws and Utensils (non-packaging food service items). 1. Require all utensils be compostable. 2. Ban straws unless they are compostable and only available upon request. IN-SCOPE OPERATIONS 1. All above requirements will be extended to include food trucks, gas stations, baker- ies, and grocery stores serving to-go food products. 2. All above requirements will be extended to all front of house operations at Hospitals and Nursing Homes. This includes common dining rooms, cafeterias, and coffee shops. POSSIBLE EXEMPTIONS 1. Food and beverage service provided through patient care at hospitals and nursing home. Common dining rooms at nursing homes, hospital cafeterias, and hospital coffee shops are not exempt. 2. Any packaging which is not environmentally acceptable, but for which there is no commercially available alternative. This will be reviewed yearly to determine whether current conditions continue to warrant the exemption 3. Manufacturers, brokers, distributors or warehouse operators who conduct or transact no retail food or beverage business. 4. Food packaging pre-packaged by a manufacturer, producer or distributor. 5.
