A.EEC Brief History and Context
Commissioner Horan shared a brief history and context of the EEC with
members.
Chair Martinez will be presenting a work plan update to City Council on
June 15th.
VIII.Staff Comments
Sustainability Coordinator, Grace Hancock, reminded everyone student
commissioner positions are open until June 1st.
The City holds town talks quarterly. Sustainability will be presenting May
19th.
Edina Art Festival will take place this year and they are looking at making it a
zero waste event.

Packaging Topics - Commissioner Horan
Packaging Ordinance Discussion Topics for EEC Goals. Defining our goals will help in defending our position. Will a restriction or ban meet that goal, and what are the trade-offs. Questions to consider:
1. What problem(s) are we trying to solve? 2. What are our specific goals as we consider this product restriction or ban? 3. What trade-offs in outcomes are likely and are we willing to make? For example 1. Is our ultimate goal to reduce waste and therefore reach the County’s goal of a 75% reduction in waste? 2. Is our ultimate goal to reduce GHG — if so some alternate recyclable/compostable products are not good replacements. Titles. Title can reflect the overall goal. 1. Environmentally Preferable Packaging — Hard to define environmentally. For example,
not all options are the best for the environment but might help in reducing waste. 2. Green To Go Packaging. Branding: Minneapolis branded as “green to go” – could play well with Edina colors, could also help with (future) regional identifier.
3. Zero Waste. Excellent goal. Is it inspiring/attainable/intimidating? 4. Preferred Food-Service Ware and Packaging Timing. Due to the discovery of PFAS Chemicals (per- and polyfluoroalkyl substances) in many compostable products such as molded fiber and paper-based bowls, plates, and to-go ware, BPI — the Biodegradable Products Institute will no longer certify these products. This has
created a disruption in the supply of acceptable packaging. Some manufacturers have created new lines without PFAS, however, inventory is still an issue. Covid did not help. This has resulted, in part, to the delayed roll out of St. Paul’s ordnance - that and covid.
Exemptions 1. Hospital & Nursing Homes. St. Louis Park (SLP) gave them exemptions primarily because patients aren’t “customers” and they don’t have a choice. They didn’t want to prioritize “waste management” over “health” objectives. Hospital & Nursing Homes are out of scope of what they wanted to regulate. 1. Challenge 1 – Could be hard to regulate as health department would not be entering patient rooms. 2. Challenge 2 – How is waste being disposed? Patient care rooms don’t typically have recycling, etc. in patient rooms. Waste bins only. However, common dining rooms at nursing homes, hospital cafeterias, and hospital coffee shops are included in the ordinance. 2. Utensils. These were not initially regulated in SLP and are still not in the Mpls ordinance. Mpls has separated them out of “food packaging”. Eventually SLP added
utensils in because they are the largest source of contamination in organics. Currently there is no such thing as recyclable utensils or straws…it does not work in sorting facilities.
3. Straws. To ban or not to ban - or only on request. 1. Minneapolis ordinance: straws are not regulated because, like utensils. they have been separated out of food packaging.
2. SLP’s ordinance states: “Single-use straws of any kind shall only be provided to consumers upon request. Front- of-house straw dispensers, which allow for
customers to self-serve, meet this requirement. Straws do not play as big a role in waste contamination, and SLP was not ready to all out ban them.
Other requirements Product Packaging/Labelling Requirements
1. Single-use cups and containers that are utilized with lids shall have lids of the same category of packaging 2.
