Stakeholder Engagement Report
Executive Summary
Staff revised the concept design after the September 21 to react to input about the need for continued open
multi-use space and the desire to keep the permanent hockey rink in its original location. The concept
design was revised to add a culvert underneath the proposed multi-use open field space that transmits low
flows but could flood and transmit high flows in extreme events. The open skate and permanent rink areas
will not be impacted by the project and thus are not included in the proposed project boundary in the
revised concept.
The nature play and shelter/pavilion have been removed from the concept design to balance the increased
costs of adding a culvert under the multi-use fields. These features could be considered for the future, not
associated with this flood infrastructure project.
This phase of the project was done at the ‘Consult’ level of public participation. The conceptual phase that
preceded it from May 2020 through April 20th, 2021 was at the ‘Involve’ level.
The public participation level will pivot once again at the conclusion of this phase of the project to ‘Inform’.
The goal will be to provide the public with balanced and objective information to assist them in
understanding the problem, alternatives, opportunities and/or solutions. The promise to the public going
forward is to keep them informed.
Background
Engagement for the Morningside Flood Infrastructure Project began in May 2020. The initial effort was
summarized in the January 2021 engagement report. This report summarizes the Weber Park landscape
design process engagement which was approved by City Council in April 2021.

At their April 2021 meeting, City Council approved the staff recommendation which;
1. Affirmed strategy, design goals, considerations and opportunities.
a. Strategy; Risk transfer with pipe, and mitigation and additional flood reduction with storage
b. Design goals;
i. No increase in risk to any individual property
ii. Balance the risk and benefit of the project
iii. No private property will be proposed for acquisition and no floodwalls are needed
as no flood stages are higher in the proposed design
c. Include as design consideration;
i. Consider future climate change in design
ii. Limit impact at Weber Park by focusing pond expansion in Weber Woods, using a
pumped outlet to lower the outlet water elevation, and using smart infrastructure
approach of predictive pumping ahead of extreme events.
d. Take advantage of opportunity;
i. Enhance natural areas where impacts occur
ii. Consider park improvements where impacts occur
iii. Remove or reduce potential for flood overflow into private property through minor
changes in grade
iv. Add inlets in low areas to fully utilize pipe
e. Tradeoffs
i. Project will use park space in Weber Park, Weber Woods, and Lynn/Kipling
inundation area
1. An expanded and lowered Weber Pond, including:
a. Expansion into Weber Woods and the removal of approximately 6
acres of trees
b. Natural resource restoration and improvement of the entire Weber
Woods land area
c. Creation of nature trails and a bridge or floating boardwalk
connecting east to west across the pond
2. An expanded and lower Lynn/Kipling inundation area including:
a. Tree removal along most of the basin, with several tree stands
saved
b. A mixed wetland and pond, with aquatic and upland natural
resource restoration
3. An expanded pipe and swale to provide overflow from the Lynn/Kipling
inundation area including:
a. A box culvert along the 41st right-of-way and easement corridor
between homes
b. A landscaped swale along the north side of the active play spaces in
Weber Park to provide high flow and clean water benefits, including
an east to west park trail.

4. An expanded and reconfigured pipe network extending west on 42nd, south
on Crocker, east on Morningside Road, south on Grimes, and west on
Branson minor grade changes on Grimes and Crocker and minor grade
changes on 40th including:
a. Expanded surface inlets to fully utilize pipe capacity in extreme
events
b. Minor changes to grades in streets and curb lines to reduce
potential surface flows or flood backflow into low or landlocked
areas.
2. Modified Capital Improvement Plan item 19-341 to include estimated design professional services
costs in 2021 of $1.4M, construction professional services in 2022 of $0.5M, capital expenses of
$9.5M in 2022, and $0.5M in 2023, totaling $10M in capital and $2M in professional services, in
addition to the $0.25M previously allocated to engagement and concept design work.
3. Authorized City Manager to sign professional service scope of service with Barr Engineering for
Morningside Flood Infrastructure Project for a cost not to exceed $1.204M.
4. Approved the public participation plan to inform the public and project about park landscape
aesthetics choices.
Public Participation Plan and Process
The public participation plan reflects the direction from the Council as described in the background section.
Flood risk reduction is the primary service leading the design. Changes to features and public input on it
would be considered insofar as it would be in service to the primary flood protection purpose of the project.
The level of public participation for this phase of the design was ‘Consult’. The goal was to obtain public
feedback on analysis, alternatives and/or decisions. The promise made was to keep the public informed,
listen to and acknowledge concerns and aspirations, and provide feedback on how public input influenced
the decision.
Stakeholders included residents in the Morningside neighborhood, the Morningside Neighborhood
Association, the Park and Recreation Commission, Avail Academy, Minnehaha Creek Watershed District, City
of St Louis Park, and City of Minneapolis.
The engagement strategy included direct mail, an open house, a City Council update, and a project webpage,
www.BetterTogetherEdina.org/morningside.
The Public Participation Plan as shown below was amended to include a revised concept design and
subsequent City Council approval, described in more detail in the sections below.

Share the Concept Design
Staff presented the initial 30% concept design through the Better Together Edina project webpage and
hosted an open house on August 17th. Large poster exhibits were printed and hung at the permanent hockey
rink fencing. Lawn signs were posted at the entrances to Weber Woods on the north and east sides, at the
south parking lot of Weber Park, the corner of Grimes and 42nd Street, and the east and west sides of the
Lynn/Kipling Inundation Area to direct people to the exhibits and project webpage. The exhibits remained
posted at the park until after the September 21st City Council presentation.
Postcards were mailed in early August to all properties in the Morningside neighborhood (appendix).
Approximately 40 people attended the open house. The Weber Park 30% Plan PDF was downloaded 384
times, the Lynn/Kipling Inundation Area 30% Plan PDF was downloaded 147 times, and the representative
imagery examples PDF was downloaded 132 times (summary report in appendix).
We heard a range of feedback related to flood infrastructure, natural resources, Weber Park and Weber
Woods.
GENERAL

• Clarify the impact to specific trees, explain the approach to trees and natural area restoration.
WEBER PARK AND WOODS
• “Why is this so focused on the park?”
• Do/Don’t add other amenities – pool, skate park, soccer, playground, disk golf, etc.
• Do/Don’t add fence in Woods.
• Don’t add outfield fence at baseball/softball fields.
• Leave more open space [or] replace more trees?
• Reconfigure hockey rink, or not?
• Improve turf and open field areas.
Council Update
Another round of postcards was mailed to inform stakeholders of the upcoming City Council presentation on
September 21st.
Staff made updates to the concept based on resident feedback in advance of the City Council presentation.

• Picnic/seating area, covered pavilion
• The size and placement of new natural planting areas is a detail often decided later in the design
process

Although the presentation to City Council did not include a public hearing, several people attended the
meeting to listen to the presentation. Staff were available to discuss the project with people in the City Hall
lobby before the meeting started and talked with approximately a dozen people. There seemed to be two
main ideas represented among the group. First, a group advocating for a reduced scale in the pond size
adjacent to Weber Woods and second, a group advocating for open multi-use space in the formal Weber
Park area.
Revised Concept for multi-use space
Staff revised the concept design after the September 21 to react to input about the need for continued open
multi-use space and the desire to keep the permanent hockey rink in its original location. Further, the Park
System Strategic Plan calls out a need for multi-use space use. The revised concept design maintains that
use at Weber Park.
The concept design was revised to add a culvert underneath the proposed multi-use open field space that
transmits low flows but could flood and transmit high flows in extreme events. The open skate and
permanent rink areas will not be impacted by the project and thus are not included in the proposed project
boundary in the revised concept.

Staff will seek Council approval of the revised concept at their October 19th City Council meeting. Upon
approval, the public involvement portion of the design ends and staff will advance to the next phase of
design.
