Generally speaking, items that are elsewhere on tonight's agenda may not be addressed during Community Comment. I N TR O D U C TI O N: AT TAC HME N T S: Description Minutes : February 9, 2021 Draft Minutes☒ Approved Minutes☐ Approved Date: Minutes City of Edina, Minnesota Heritage Preservation Commission VIRTUAL MEETING Tuesday, February 9, 2021 I. Call to Order Chair Schilling called the meeting to order at 7:02 p.m. II. Roll Call Answering roll call were members Lonnquist, Pollock, Cundy, Birdman, Widmoyer, Nymo, Everson, Hassenstab, Chair Schilling and student member Pronley. Emily Bodeker, staff liaison, preservation consultant, Robert Vogel and Building Official, David Fisher were also in attendance. III. Approval of Meeting Agenda Motion made by Hassenstab seconded by Lonnquist to approve the meeting agenda as presented. All voted aye. The motion carried. IV. Approval of Meeting Minutes Motion made by Pollock seconded by Hassenstab to approve the meeting minutes from the virtual January 12, 2020 meeting. All voted aye. The motion carried. V. Reports and Recommendations A. COA 4524 Drexel Avenue Staff introduced the COA request for a new detached garage and changes to a street facing façade at 4524 Drexel Avenue. The applicant’s representative, Eric Ludwig, answered questions from the Commission. Motion made by Lonnquist seconded by Birdman to approve the Certificate of Appropriateness at 4524 Drexel Avenue subject to the following conditions: • The maximum height for the garage is 18’ and is measured from average existing grade. • Any changes to the proposed plans would require review from the Heritage Preservation Commission. • A date-built plaque is required to be installed on the new garage. All Voted ate. The motion carried. Draft Minutes☒ Approved Minutes☐ Approved Date: B. COA: 4618 Arden Avenue Staff introduced the COA request for a new detached garage at 4618 Arden Avenue. Jeah Rehkamp, Rehkamp Larson Architects, Inc was also in attendance to answer any questions. Motion made by Hassenstab seconded by Cundy to approve the Certificate of Appropriateness at 4618 Arden Avenue subject to the following conditions: • The garage setback will be updated on the proposed survey so the garage (including the overhang) is setback a minimum of three feet from the side and rear property lines. • Any changes to the proposed plans would require review from the Heritage Preservation Commission. • A date-built plaque is required to be installed on the new garage. Commissioners Lonnquist, Pollock, Cundy, Birdman, Widmoyer, Everson, Hassenstab and Schilling voted aye. Commissioner Nymo abstained. The motion carried. C. COA: 4630 Drexel Avenue Staff introduced the COA request to remove more than 50% of the walls at 4630 Drexel Avenue. Building Official, David Fisher and Preservation Consultant, Robert Vogel attended to answer questions. The applicant representative, Scott Busyn, Great Neighborhood Homes attended the meeting to explain the request. Motion made by Lonnquist seconded by Nymo to deny the applicant’s request to remove more than 50% of the surface area of the walls, and finding that demolishing the existing structure would not be appropriate based on the following findings: • Edina’s Preservation consultant finds that issuance of a COA for removing more than 50% of the surface area of the walls, the demolition of the home, would not be appropriate. • The house dates from the district’s period of historical significance. • The applicant’s engineer opined “the existing structure is generally stable and does not pose any immediate safety risks.” • The distinctive historic architectural features on the subject property are the exterior walls, their stucco finish, the roof shape/material, and the pattern of fenestration of the primary street facing façade. • In its present condition, the house retains sufficient historic integrity to be considered a contributing heritage preservation resource when evaluated within the historic context of the Country Club District. Commissioners Lonnquist, Pollock, Schilling, Cundy, Birdman, Widmoyer, Nymo and Everson voted aye. Commissioner Hassenstab voted nay. The motion carried. VI. Special Recognitions and Presentations A.
