T he proposed 22’ x 24’ garage is larger than the existing 20.’ x 20’ garage AT TAC HME N T S: Description Staff Report Consultant Vogel Memo Applicant Submittal Aerial Map Surrounding Garages Building Permit Plans Exis ting Photos June 8, 2021 Heritage Preservation Commission Emily Bodeker, Assistant City Planner Certificate of Appropriateness: 4628 Bruce Avenue- New Detached Garage Information / Background: The subject property, 4628 Bruce Avenue, is located on the west side of Bruce Avenue, north of Country Club Road, south of Bridge Street. The home on the subject property was built in 1928 and is classified as a Tudor Revival style home. The Certificate of Appropriateness request includes the demolition of an existing detached garage and construction of a new detached garage at 4628 Bruce Avenue. The proposed 22’ x 24’ garage is larger than the existing 20.’ x 20’ garage. Primary Issues: The Country Club District Plan of Treatment allows for the demolition and construction of a new garage with a Certificate of Appropriateness which is the reason for the COA application. Garages should match the architectural style of the house and the historic character of the neighborhood. New garages should be subordinate to the house and should be placed in the rear of the lot to minimize the visual impact on adjacent homes and streetscapes. The plan of treatment also suggests that undecorated exterior walls longer than 16 feet should be avoided on elevations visible from the street or adjacent properties. The proposed garage is located in the northwest corner of the subject property. The new garage will be oriented to the east, which is a change from the existing orientation of the garage. The existing garage is oriented towards the north and is more centrally placed in the rear yard. The proposed structure is 4 feet from the rear property line and 4 feet from the north property line. The required setback is 3 feet, including any overhang. STAFF REPORT Page 2 Based on zoning requirements, the garage is allowed to be up to 18 feet in height, measured from average existing grade on site. The proposed garage height is 21 feet 4 inches. The applicant has noted that they will be requesting a variance for the height of the garage. The north and west walls are longer than 16 feet and are considered undecorated. Both elevations are adjacent to existing garage walls. If the Heritage Preservation Commission feels the undecorated garage walls need some detailing a condition of approval can be added that would require landscaping, fencing, window, etc. The proposed garage will match the building materials of the existing home (stucco, trim and asphalt shingles). Preservation Consultant Robert Vogel’s Comments: “I have reviewed the plans and supporting documents in relation to a COA application for construction of a new detached garage at 4628 Bruce Avenue in the Country Club District. The owner proposes to demolish the existing attached garage and replace it with a new attached garage. The subject property is a two-story residence built in 1928. For planning purposes, it has been classified as an example of the Tudor Revival style—when it was surveyed prior to the district’s nomination to the National Register its architectural style was described as “English Cottage” with Norman influence. While the house does not qualify for individual designation as an Edina Heritage Landmark, it contributes to the historical significance of the district as a whole and is therefore considered a heritage preservation resource. Homes with detached garages are common in the Country Cub District, where roughly two-thirds of the houses constructed during the district’s period of historical significance (1924-1944) had detached one- and two-stall garages. Regardless of their age, these kinds of accessory structures are not considered heritage resources unless they possess high artistic value or represent a significant and distinguishable entity. (No garage in the Country Club District has been determined to meet these criteria.) Based on the plans presented, the proposed replacement garage adheres to the design guidelines in the district plan of treatment. No significant historic character defining architectural features will be destroyed or altered and the new garage will match the architectural character of the house. With respect to the issue of roof height, in my professional opinion the proposed 18-foot roof height for the new garage meets the applicable rehabilitation standards and design guidelines. The primary goal of the plan of treatment is to ensure that new accessory structures are subordinate to the houses and architecturally compatible with the size, scale and massing of other houses in the neighborhood—the guidelines presented in the district plan of treatment were never intended to be regulatory or prescriptive. The appropriateness of new building construction is often a subjective judgment, but COA decisions must always be grounded in an understanding of the Secretary of the Interior’s standards (which are, by ordinance, the required basis for COA decisions). In my opinion this project will not detract from the historic significance of the neighborhood. I recommend approval of the COA, subject to the plans presented and the installation of a year-built plaque or inscription.” STAFF REPORT Page 3 Staff Recommendation & Findings: Staff concurs with Consultant Vogel’s evaluation of the proposed plans for a new detached garage at 4628 Bruce Avenue, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The information provided supporting the subject Certificate of Appropriateness is consistent with the Country Club District Plan of Treatment. Conditions for approval: • Any changes to the proposed plans would require review from the Heritage Preservation Commission. • A date-built plaque is required to be installed on the new garage. • The maximum height for the garage is 18 feet or a variance needs to be approved by the Planning Commission for the height of the garage. I N TR O D U C TI O N: Each year the City appropriates approximately $80,000 from its G eneral Fund to pay human services agencies to provide outsourced services to Edina residents. T he process for appropriating these funds starts with a C ouncil- appointed group called the Human Services Task Force, which is comprised of members from the C ity’s various advisory boards and commissions. T he H uman S ervices Task F orce will again consist of one representative from each of our official boards and commissions. T he ad hoc Task F orce will be created for this process only, and then it will be dissolved. To reduce the time commitment for the H uman S ervices Task F orce volunteers, City Staff will support the Task F orce in developing the Request for P roposal (R F P ) to reduce the number of meetings.
