New Finance Director Passionate About the Edina Community
Alisha McAndrews Brings Extensive Experience and a Personal Connection to Edina

As a child, Alisha McAndrews learned
to ice skate at Centennial Lakes Park.
She’s taken her son, Henry, to play at
Edinborough Park, and he will soon start
hockey at Braemar Arena.
So, when a co-worker showed her a job
listing that the City of Edina was seeking
a new Finance Director, it felt like the
perfect fit.
“I’m thrilled because I’m passionate about
the community,” McAndrews said. “As
someone who has really benefited from
the community, to be involved from a
career perspective and be able to have
my family experience all Edina offers is a
wonderful opportunity.”
McAndrews, who became Finance
Director in August, will help those City-run
recreation places she and her southwest
Minneapolis family enjoy, along with
the overall City finances. The Finance
Department provides accounting and
control services for all financial activities
of the City, the Housing & Redevelopment
Authority, the South Metro Public Safety
Training Facility and other auxiliary
organizations.
Assistant City Manager Lisa Schaefer
called out McAndrews’ 13 years working
in various financial and leadership roles
with the State of Minnesota, including
the last five years as the Executive Budget
Coordinator for Minnesota Management
& Budget.
“Alisha’s extensive experience in
government finance will be of great
benefit to Edina,” Schaefer said.
A Minnesota native, McAndrews received
her undergraduate degree from St. Olaf
College and earned a Master’s of Public
Policy from Humphrey School of Public
Affairs at the University of Minnesota. She
is driven by good government and good
financial management.
“Edina is the gold standard,” she noted.
She understands the responsibility of
keeping up that standard, along with
financial challenges ahead, including
replacing aging infrastructure and
planning for new fire stations and park
improvements. First up will be getting
the 2022-23 City budget approved.
Outgoing Finance Director Don Uram said
McAndrews got an early start: He spotted
her in the audience at a City budget
presentation, weeks before she officially
started the Edina job.

Her first months will be a lot of listening
and learning. She wants to better
understand the current processes and
priorities of staff, City Council and the
community. She might even get to flex her
bilingual skills – she’s fluent in Spanish.
She, husband Jason, 5-year-old Henry
and 2-year-old daughter Josephine will be
spending a bit more time exploring and
enjoying all Edina has to offer. McAndrews
says she will work tirelessly to support the
City and give back.
“I’m committed to sound financial
management, transparency and giving
the residents the best value from City
government,” she said.

Interlachen Country Club
Location: 6200 Interlachen Blvd.
Developer: Interlachen Country Club
Status: Approved
The club will expand its boundaries and add
a new parking lot and expanded practice
area off Waterman Avenue. There are two
single-family homes, owned by the Country
Club, that will continue as single-family
homes to serve as a buffer to the single-
family homes to the west. A gate will be
constructed at the end of Waterman, just
after the single-family homes owned by the
Country Club.
Hankerson Townhomes
Location: 5132 & 5136-5148 Hankerson Ave.
Developer: Donnay Homes Inc.
Status: Under Construction
A house and a two-story, four-unit
apartment building are being removed and
replaced with two four-unit townhomes
that are 2.5 stories tall. The plan includes
green space and preserving trees on the
south side of the property.
Our Lady of Grace expansion
Location: 5051 Eden Ave.
Status: Under Construction
Expansion and improvements to be done
in phases include a new priest’s residence,
activity center, expansion of the school and
parish gathering space and remodeling
areas of existing buildings.
Perkins Site
Location: 4917 Eden Ave.
Developer: Reuter Walton
Status: Approved
Reuter Walton plans to redevelop 4917
Eden Ave., which is currently occupied by a
Perkins restaurant and office building. The
existing buildings would be torn down and
replaced with a seven-story, 208-unit luxury
apartment building with a 3,700-square-
foot restaurant/coffee shop. Ten percent of
the units are set for those with 50 percent
area median income.
Valley View Apartments
Location: 4425 Valley View Road
Developer: DJR Architects
Status: Under Construction
The existing one-story daycare building
has been razed and will be replaced with a
three-story, 21-unit market rate apartment
building with 32 underground parking stalls.
M Health Fairview Southdale
Hospital addition
Location: 6401 France Ave.
Developer: Pete Salmon/M Health
Status: Under Construction
M Health Fairview is building a two-story
addition above the existing second floor of
Fairview Southdale Hospital. The expansion
will add 52 inpatient rooms on the new
third and fourth floors as the hospital
transitions from semi-private (double)
rooms to more single-patient rooms.
The Millennium at Southdale
Location: 6550 Xerxes Ave. & 3250 W. 66th St.
Developer: Luxe Residential
Status: Completed
The previous office building at 3250 W. 66th
St. was replaced with a six-story, 227-unit
apartment building.
Amundson Flats
Developer: MWF Properties
Location: 7075 Amundson Ave.
Status: Completed
The vacant dry cleaning facility was razed
and replaced with a new four-story building
that features 62 units of affordable
workforce housing. Parking is underground.
Cornelia View Apartments
Location: 4040 W. 70th St.
Developer: Ecumen and Lupe Development
Partners
Status: Approved
Ecumen and Lupe Development Partners
will tear down the existing office building
and construct a new three- to four-story,
118-unit senior affordable housing project
with 86 underground and 23 surface
parking stalls.
70th & France Ave.
Location: 7001 and 7025 France Ave.
Developer: Orion Investments, ESG and
Mortenson
Status: Approved
The existing office building and bank will
be torn down and replaced with a one-
story U.S. Bank building with a drive-thru, a
24-story building with 270 apartments and
5,000 square feet of retail space, a 10-story
building for offices and retail, and a nine-
story building for 110 apartments.

Status: Under Construction
The new building will be 18 stories with 185
dwelling units and underground parking.
It features a variety of unit sizes, including
“micro” units.
Pentagon South Village
Location: 4911 77th St. W.
Developer: Rise Development
Status: Approved
A six-story, 200-unit apartment building is
planned for a vacant lot in the southeast
corner of Pentagon South. Ten percent of
the units would be for affordable housing.
Pentagon North
Location: 4660 77th St. W.
Developer: Solhem Companies
Status: Approved
The existing two office buildings on the
site will be torn down and replaced with
a five- to seven-story, 408-unit apartment
building.
The Sound on 76th
Location: 4100 W. 76th St.
Developer: The Sound on 76th / AEON
Status: Under Construction
After removal of notable artwork, the
building that once occupied FlyteTyme
Studios and later the Minneapolis Media
Institute was demolished. A four-story
apartment building with 80 units of
affordable housing and underground
resident parking is being built on the site.

Rosland Park
City Works to Improve Bristol & Mavelle Park
Project Benefits Include Stormwater Management, Habitat Enhancements
The City and the Nine Mile Creek
Watershed District are planning some
stormwater improvements at Bristol &
Mavelle Park, known to neighborhood
residents as “Ditch Park.”
The park, also known as “Lynmar Basin,”
is a low-lying open space between Lynmar
Lane and Bristol Boulevard in the Lake
Edina watershed. It currently serves as a
dry pond, providing flood detention but
minimal water quality benefits.
The project is meant to enhance
the existing park space and improve
stormwater management. The project will
have multiple benefits, including reducing
street flooding in the neighborhood and
improving the health of local downstream
water bodies.
Primary Benefits
•Reduce frequency of street flooding
•Capture more water to soak in during
large rains
Secondary Benefits
•Increase native plant diversity
•Benefit pollinators by adding food
sources and nesting sites
•Promote carbon sequestration
•Improve park aesthetics
•Enhance park experience with walking
path and benches
•Educate through interpretive signs and
programming
The concept approved by the Edina City
Council at its Sept. 21 meeting consists of
grading and lowering the bottom of the
existing basin by approximately one foot to
promote stormwater infiltration and increase
flood storage. A rain garden with grasses,
perennials, shrubs and trees would be
planted and the park’s turf area improved.
A new five-foot concrete path would be
added on the east side of the park.
The City’s Engineering Department and
Nine Mile Creek Watershed District will
now conduct a more detailed feasibility
study.
The City Council will next meet
7 p.m. Tuesdays Oct. 5 and 19. For more
