MINUTES of December 2-and December 16, 1985 were approved as submitted by motion of Commissioner Turner, seconded by Commissioner Bredesen. Ayes: Bredesen, Richards, Turner, Courtney Motion carried. Hug es Executive Director MINUTES OF THE SPECIAL MEETING OF THE EDINA CITY COUNCIL HELD AT CITY HALL JANUARY 25, 1986 The Edina City Council held a special meeting to discuss the proposed megamall with legislators and to review the City of Edina Comprehensive Plan - 1980. Present were Members Kelly, Richards, Turner and Courtney. Also attending were Representative Mary Forsythe (District 42B) and the following staff: Kenneth Rosland, Gordon Hughes, Ceil Smith, Craig Larsen, Robert Kojetin, John Wallin, Susan Moore and Marcella Daehn. BLOOMINGTON'S.PROPOSED MEGAMALL DISCUSSED. The Council Members discussed the proposed megamall to be constructed in Bloomington and conveyed to Representative Forsythe their concerns for the project's impact on Edina and in particular the increased traffic it would generate on I -494. The issue of the project being exempt from fiscal disparities was also considered. No formal action was taken by the Council. COMPREHENSIVE PLAN — 1980 GIVEN INITIAL REVIEW. Planner Craig Larsen stated that the Comprehensive Plan - 1980 remains a current and useful document and that most of the goals, objectives and policies contain in the Plan reflect current actions and policies of the City. The Plan could survive the Plan period with minor changes or no changes at all. General recommendations of the staff were: 1) Incorporate the most up -to -date data available into the Plan, 2) Improve the quality of the printing, paper and graphics, 3) Extend the life of the Plan following anticipated revisions, and 4) Consider Social (Human) Services Element. Mr. Larsen then reviewed with the Council the following elements of the Plan: 1) Land Use, 2) Housing, 3) Environmental Protection, 4) Transportation, 5) Community Facilities and 6) Implementation. Policy changes, additions and deletions were discussed. The following were identified for further debate by the Council: definition of senior citizen housing, transportation analysis zones.(TAZ) forcasts, policy decisions involing other controlling agencies and the solar access issue. Following the initial review of the Plan, it was agreed to proceed with the process of updating the Plan, i.e. review and recommendations by the Community Development and Planning Commission, work session by the Council for debate of issues and policies, followed by a public hearing on the updated Plan. No formal action was taken by the Council. No other business was discussed by the Council. The meeting was adjourned by Mayor Courtney at 11:00 a.m. City Clerk ti M E M O R A N D U M DATE: January 30, 1986 TO: Kenneth Rosland, City Manager FROM: Craig Larsen, City Planner SUBJECT: S- 85 -12, Subdivision of Lots 41 and 42, South Harriet Park 2nd Addition. You will recall that the City Council continued the subject two -lot subdivision pending agreement between the proponent and concerned neighbors on certain restrictions on the location and design of the houses to be placed on the new lots. Staff met with the proponent and neighbors on January 13, 1986, and agreed to impose the following restrictions"by way of a private covenant: 1. Dwellings must front on West 52nd. Street. 2. Dwellings must be single family. 3. Dwellings on lot 1 and 2 must maintain a 40 foot rear yard. 4. Dwellings must be no greater than 1i stories, or 25 feet from the peak to foundation line. 5. Roof pitch of dwellings shall be 6 on 12 or greater. 6. Garage floor elevations of dwellings shall be no more than 2 feet above elevation at center line of street. 7. Siding material shall be brick, cedar shingles, lap siding, or a combination thereof. 8. Each dwelling shall have no more than a 2 car garage. Staff would recommend preliminary plat approval with the following conditions: 1. Execution of the private deed restriction. 2. Developer's agreement covering the extension of the water main to West 52nd. Street to serve the properties. 3. Subdivision dedication. PRELIMINARY PLAT APPROVAL FOR LOTS 41 AND 42, BLOCK 2, SOUTH HARRIET PARK 2ND G. ADDITION CONTINUED TO JANUARY 6 1986. Affidavits of Notice were presented by �``�`� Clerk, approved and ordered placed on file. Mr. Larsen advised that the subject ` property is located east of Minnehaha Boulevard and south of W. 52nd Street and consists of two, individually developed single dwelling lots. Both lots are relatively narrow and exceptionally deep, each measuring approximately 60 feet by 400 feet. Total area in the two lots is 44,854 square feet. The owners, Richard Steiner and Robert Gislason, are proposing a four lot subdivision which would create two, new-buildable lots. Lot 1 would measure 78 feet in width, 119 feet in depth and contain 9,282 square feet. Lot 2 would measure 80 feet in width, 119 feet in depth and contain 10,472 square feet. Lots 3 and 4, for the existing dwellings, would contain 13,400 and 11,700 square -feet respectively. Mr. Larsen pointed out that the Zoning Ordinance requires a minimum lot depth of 120 feet. Since Lots 1 and 2 would provide only 119 feet, a lot depth variance would be required. The new lots would meet all other Zoning Ordinance requirements for single dwelling unit lots. Mr. Larsen stated that within the South Harriet Park Subdivision a lot width of approxi- mately 60 feet seems typical. Lot depths within the two block area east of the creek between 52nd and 54th Streets vary from 220 to over 400 feet. Due to the path of the creek and the need to align with roads to the north, the lots in this area are unusually deep. He noted that there is adequate property available on this combined site to provide two new lots which would be very similar to the lots north of 52nd Street. Lot widths on Juanita, Indianola and Halifax, north of 52nd Street are generaly 75 or 80 feet, and most lots are between 105 and 110 feet in depth. At its meeting of December 4, 1985 the Community Development and Pianning Commission recommended approval of the proposed subdivision with the following conditions: 1) Increase the frontage on each new lot to 85 feet to compensate for the - lack of lot depth, 2) In order to have adequate spacing between the new home on Lot 1 and the existing home at 5209 Minnehaha Boulevard (immediately south) the rear yard setback should be increased to 40 feet and should be recorded as a restriction with the plat, 3) Execution of a developer's agreement for the extension of the watermain in 52nd Street to serve the new lots, and 4) Subdivision dedication. Mr. Larsen stated that Frank Cardarelle was present representing the owners of the subject property. Mr. Cardarelle stated that Mr. Steiner, 5201 Minnehaha Boulevard, has sold Lot 42 retaining only 155 feet frontage for the two new proposed lots and therefore could not meet the 85 feet new lot frontage condition without re- negotiating the sale. Mr. Cardarelle pointed out that at the building setback.line the lots would measure 80 and 81.5 feet respectively due to the alignment of the alley.. Thomas Tarbox, 5128 Juanita expressed the concern of the neighbors that any new dwelling constructed on the new lots would not exceed 1.5 stories to be compatible with existing homes in the area. Wayne Wenger, 5212 Halifax Avenue, said he was concerned that approval of the proposed subdivision would lead to other further subdividing of lots in the area thus creating small.lots not in keeping with the neighborhood. Mr. Larsen responded that staff had looked at this issue and has concluded that there is no logical subdivision potential without creating necklots and that the Zoning Ordinance requires a minimum street frontage of 30 feet for new lots. Mr. Steiner was asked if he would be agreeable to placing a deed restriction on the new lots as to the height of any new construction. Mr. Steiner indicated he would be willing to work with Mr. Tarbox and other neighbors to draft a deed restriction for the new 12/16/85 lots in response to their concerns as to building height. Member Bredesen then made a motion to continue the hearing for preliminary plat approval to the Council meeting of January 6, 1986, to provide an opportunity to negotiate additional lot frontage for the new proposed Lots 1 and 2. Motion was seconded by Member Kelly, Ayes: Bredesen, Kelly, Richards, Turner Motion carried. FINAL DEVELOPMENT PLAN APPROVAL GRANTED FOR HONEYWELL, INC. Affidavits of Notice were presented by Clerk, approved as to form and ordered'placed on file. Mr. Larsen stated that the subject property is bounded on the west by County Road 18, on the south by Manor Homes and on the east by Nine Mile Creek. Directly north of the site are the Londonderry Townhomes and to the northeast are single family homes. The 21.74 acre site is zoned PID Planned Industrial District and is developed with a structure containing a gross area of 96,768 square feet and is occupied by Honeywell, Inc, as a office - research facility. Mr. Larsen said that Honeywell.has submitted plans for a 3 -story building containing a gross floor area of 169,690 square feet proposed to be located immediately north of and connected with the existing building. The building will be cut into the hillside which will allow the roof elevation of the new building to be the same as the existing building. Exterior materials will be brick to match the existing building. The proposed addition would comply with all ordinance requirements, including building and parking setbacks. A foor area ratio in the PID District of .5 is permitted; a floor area ratio of .27 is proposed. The 763 parking stalls provided by the plan would exceed ordinance requirements. The landscaping plan presented exceeds ordinance requirements both as to size and numbers of stock and emphasizes perimeter screening especially along the southern boundary providing a visual buffer for the residents of Manor Homes. Substantial internal landscap- ing is provided around the building and the proposed new road out to Londonderry Drive. Mr. Larsen pointed out that currently the Honeywell site is served only by a single access point midway on the west side onto Lincoln Drive. The plans propose a second access point onto Londonderry Drive. Although Londonderry Drive east of Lincoln Drive is a public street, it currently serves only the residents of the Londonderry Townhomes. The use of this proposed access will increase the average daily traffic on Londonderry from 420 trips to approximately 1,240 trips. Approximately. 200 of these trips would occur in the morning and evening rush hours. Mr. Larsen advised that at its meeting of December 4, 1985 the Community Develop- ment and Planning Commission unanimously approved the building expansion and related improvements. However, the Commission was split by a 5 to 5 vote on the issue of the proposed access on Londonderry Drive. Reasons given by staff in support of the proposed two -way access on Londonderry were: 1) to improve access in and out of the site, 2) to reduce left turn conflicts on Lincoln Drive, 3) to balance traffic on each leg of the Lincoln /Londonderry intersection, and 4) to provide a turn around on Londonderry for snowplows and emergency vehicles. David Opheim, Honeywell Defense Systems, presented an overview of Honeywell's plans for the building in the future. He said that Honeywell has occupied the present building since 1979 and the explansion plans are for office and engineer- ing space; no manufacturing will be conducted in the building. It currently houses approximately 300 employees and when expanded it is anticipated that the number will increase by the year 1990 to 750 people. The reason for the expansion is two -fold: 1) to consolidate the Honeywell people presently spread over eight buildings in the southwest suburbs, and 2) expansion of business. Mr. Opheim . added that Honeywell has employed the architectural firm of Lindberg Pierce, Inc. to develop a building concept that would: 1) require no variances, 2) comply with all EPA standards, 3) stress protection of the wetlands and natural vegetation, 4) maintain or exceed present landscaping, 5) blend with the terrain and the existing structure, and 6) address the problem of traffic. Honeywell requested that Lindberg Pierce employ a traffic engineering firm (Westwood) to study the traffic problem, take measurements and propose recommendations to minimize the dARDARELLEE & :tSSOCIATES, INC. Until recently the property was developed with a small industrial building. The Commission \U may recall that a redevelopment of the property for office- warehouse use was approved in July and by the City Council in August, 1985. The previously approved plan has been abandoned and a new design has been submitted. IMr. Larsen pointed out that the new proposal calks for a office - warehouse building containing 73,557 square feet of gross floor area, which is slightly greater than the 72,390 square feet in the old plan. A building set back variance was granted for the previous plan. The new plan would require no building set back variance. The new plan also complies with Ordinance requirements for Floor Area, and building coverage. Mr. Larsen added the new plan provides parking for 208 cars compared to 209 spaces in the previous plan. Both plans comply with Ordinance parking quantity requirements. However, both plans require parking setback variances. The location and magnitude of the requested variances for the new plan are similar to those granted to the earlier plan. Parking is set back less than the required 20 feet along most of the northerly property line. The required 10 foot building to parking /drive aisle set back is not provided along the westerly portion of the south building wall. The landscaping plan illustrates the retention of existing landscaping along the northerly property line. Retention of this existing material will be difficult due to the extensive grading proposed in this area. The primary exterior materials will be brick with clay tile used as'an accent. The rear of the building will be decorative concrete block. All materials comply with the Ordinance. Mr. Larsen concluded the proposed plan conforms much more closely to Ordinance requirements than did the previously approved plan. The requested parking set back variances will have little or no visual impact due to the large grade change near the property line. Affidavits of Notice were presented by Clerk, approved and ordered placed on file. Mr. Larsen presented the request for final development plan approval of Hoyt Development for 5555 W. 78th Street, generally located east •� of Cecelia Circle and south of West 78th Street. The subject property is a 5 acre parcel zoned Planned Industrial District, PID. The site is developed with a small warehouse building located in the south central portion of the lot. PID properties are located to the west and northeast of the site. Property to the north is vacant, but was recently zoned for townhouses and apartments. Property to the south is in the City of Bloomington and is developed with similar uses. The proponent has sub- mitted plans which for the redevelopment of the site with an office - warehouse building of 72,390 square feet and are requesting Final Development Plan approval. Mr. Larsen explained that the proposed building would be evenly aplit between office and warehouse uses. In the PID zone office space must provide parking at a rate of 5 spaces per 1,000 square feet of gross floor area and warehouse space, must provide parking at a rate of one space for each 2,000 square feet of gross floor area. The proposed plan would provide 209 parking spates where 199 are required. Exterior materials of the building would be brick with copper trim and would meet Ordinance requirements. Mr. Larsen explained that the redevelopment of the site would require a number of variances. The most northerly corner of the building maintains a.setback of 56 feet where 75 feet is required. Parking and drive aisles encroach into required setbacks along the northerly portion of the site. Also, the required 10 foot parking to building setback is not provided at several points along the north and east sides of the building. At its meeting of July 31, 1985 the Community Development and Planning Commission recommended Final Development Plan approval and the requested variances. Bruce Hoyt, of Hoyt Development Company, commented that the subject area has a large amount of natural vegetation and combined with the slope of the land makes the visual impact of the site minimal from the proposed residential area.on the north. He stated that the building design is very attractive and to maintain the geometry of the structure the variance is requested for the most northerly corner. Member Turner asked Mr. Larsen if the similar type warehouse building to the west.had required variances and why the Planning Commission felt the variance was justified. Mr. Larsen said that the building to the west did not require variances and that the Planning Commission based their recommendation on lack.of impact of the building because of the grade drop -off from the northerly portion of the site. A discussion ensued between Board members concerning approval of the proposed variance. There was general agreement between the Board Members indicating they would not want to set a precedent by approving this variance. 'The proponent Mr. Joseph Sullivan explained to the Board the reason for requesting this variance is to have the identification sign at 7700 France Avenue be in conformance with National's new identity program. If the Board does not approve this variance request the National Car Rental Headquarters in Edina would be the only National Car Rental facility whose outdoor identification sign does not carry the national logo. Mrs. Rose -Mary Utne moved for denial of the requested variance. Mr. John Palmer seconded the motion. All were in favor. The motion carried. Chairman Bill Lewis informed the proponents if they wish they may appeal the Board of Appeals decision to the City Council.
