WHEREAS, the following described tracts of land constitute various separate
parcels:
Lot 3 and the East 95.00 feet of Lot 2, all in Block 1, Braewood Park; and
Lot 2, except the East 95.00 feet thereof and the East 175.00 feet of Lot 1,
Block 1, Braewood Park; and
WHEREAS, the owners of the above tracts of land desire to combine said tracts
into the following described new and separate parcels (herein called "Parcels"):
Lot 3 and the East 70.00 feet of Lot 2, Block 1, Braewood Park; and
Lot 2, except the East 70.00 feet thereof, and the East 175.00 feet of
Lot 1, Block 1, Braewood Park; and
WHEREAS, it has been determined that compliance with the Subdivision and Zoning
Regulations of the City of Edina will create an unnecessary hardship and said
Parcels as separate tracts of land do not interfere with the purposes of the
Subdivision and Zoning Regulations as contained in the City of Edina Ordinance
Nos. 801 and 811;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that the
conveyance and ownership of said Parcels as separate tracts of land is hereby
approved and the requirements and provisions of Ordinance No. 801 and Ordinance
No. 811 are hereby waived to allow said division and conveyance thereof as
separate tracts of land but are not waived for any other purpose or as to any
other provision thereof, and subject, however, to the provision that no further
subdivision be made of said Parcels unless made in compliance with the pertinent
ordinances of the City of Edina or with the prior approval of this Council as
may be provided for by those ordinances.

HARVESTING OF AQUATIC WEEDS
FROM MINNEHAHA CREEK MILL POND
Dear Mill Pond Residents:
In 1982, the City contracted for the harvesting of aquatic weeds in the
Minnehaha Creek Mill Pond. The City contributed $1,500 toward this work
and the balance was assessed against benefitted properties. The amount
of this assessment was $101.54 per dwelling.
On Monday, May 2, 1983, the Edina City Council will conduct a public hearing
to determine the necessity of a weed harvesting project in 1983 and if found
necessary, to order its undertaking as an assessable project. This hearing
will be held at 7:00 P.M. at the Edina City Hall, 4801 W. 50th Street. If the
project is ordered, it is expected that the total cost of harvesting, less any
City contributions, would be assessed against benefitted properties. Your
receipt of this notice is an indication that property whose ownership is listed
to you is among those properties which are considered to be benefitted.
The estimated total cost of two harvestings of the entire Mill Pond in 1983
is $8,500. Provided that the City contributes $1,500 as last year, the total
assessment per dwelling is estimated to be $109.38.
The area proposed to be assessed includes:
Lots 1 and 2.and Lots 5 - 22, Block 4, Country Club District Brown Section
Lots 1 - 18, Block 14, Country Club District Brown Section
Lots 4 - 8, Block 5, Country Club District Brown Section

If approved, this project will of course be undertaken in the summer of 1983.
Assessments would be levied late in 1983 and would be due and payable in

As an alternative, the City Council may elect to modify the project by under-
taking only one cutting this summer. If this were decided, the proposed
assessment would be reduced by about one half. The City Council will rely
upon the views of Mill Pond residents in this regard.

that Mrs. Florence Hallberg was appointed Village Clerk, and
WHEREAS, since appointment to Clerk she has served as secretary to the Council
under Mayors Bredesen, Van Valkenburg and Courtney, and has conscientiously
and faithfully attended Council Meetings and written the minutes thereof, and
HWEREAS, as Clerk she has conducted elections in.Edina in an orderly and
efficient manner through her thorough knowledge of election laws, and y
WHEREAS, during this time Edina has grown from eight precincts to a maximum of
twenty, and has redrawn precinct boundaries five times, including redistricting
twice, and
WHEREAS, she has performed her.duties as Clerk in a proficient and professional
manner, and
WHEREAS, she has served on various civic committees and on the Edina Citizens'.
Safety Council, and
WHEREAS, she was .a recepient of the Mayor's Special Commendation Award;

P R O C L A M A T I O N
As Mayor of the City of Edina, I call upon all members of this community to
give their wholehearted support to the 20th Annual Edina Bicycle Safety Pro-
gram which has traditionally been sponsored under the united efforts of vari-
ous Edina civic organizations.
The purpose of the Program is to reduce the hazard of bicycle riding for young
bicyclists, as well as for pedestrians and motorists. The growing congestion
of our streets and highways daily increases.the dangers for the careless or
unskilled rider. Reports of hundreds of deaths and thousands of injuries
each year throughout our nation (due to collisions between bicycles and motor
vehicles alone) have alerted us to the need for such a Program. By training
our boys and girls, at an_early age, in proper riding ski11, by teaching them
the laws governing bicyclists, by explaining the reasons for obeying safety
rules and by helping them to be aware of the hazards of biking, we feel that
Edina is making a concerted attempt to assure that the number of accidents
does NOT keep up with the ever - increasing number of bicyclists.
The energy crisis may even now be creating the need for our adults to use their
bicycles as a means of transportation for short haul errands. It behooves us
all to become thoroughly familiar with the "rules of the road" to minimize the
incidence of accidents. We should all remember that a bike is no longer just
a toy, but a vehicle to be taken seriously.
The safety of our children cannot be relegated to a once -a -year campaign. I
call for the support of every parent in carrying out this campaign all year long
and I urge every youngster to participate in this in this Bicycle Safety Pro-
gram and then to practice what he has learned - for his own safety as well as
for,the safety of others.

Dear Ken:
It has been close to a year since the new "institutional"
zoning went into effect. Ralph and I recently reviewed
this ordinance and its implications on the closed building
operation. He suggested that I share some comments with you.
First, the guidelines have been most helpful in evaluating
prospective tenants. It is a very understable document.
Second, we have had some difficulty with the clause that
restricts our lease terms to three years. A few weeks
ago we lost a large potential tenant because of this
restriction. Many groups want at least a five year commit-
ment before they will enter in to any formal agreement.
I would appreciate your sharing these comments and concerns
with the Council.

Included with this newsletter is segment two of the Neighbors' Home
Watch Program - a booklet called "What To Do Before the Burglar
Comes" that contains a great deal of information about.home security.
We advise that you take some time and look it over, keeping in mind
your own home and family. Then, put the information to work
improving your safety and security.
Neighbors' Home Watch continues to grow.by "leaps and bounds" - so
much so that we have already exceeded our second year objectives.
Over 200 cluster groups have been formed and in excess of 1,500 Edina
homes are involved. This has caused the delay in bringing the
second segment to you, but has generally improved the program by the
involvement of a larger number of people.
Along with the booklet, we are happy to announce that a regular cable
TV program, "The Edina Police Report," will be starting May 1st on
channel 12. A new show will be presented every two weeks, and each
one will be aired six times. The schedule is:
Sundays . . . . 6:30 P.M.
Tuesdays . . . . .10:30 P.M.
Thursdays . . . . . . 6:30 P.M.
"The Edina Police Report" will have crime prevention as its central
theme. It will also give you specific information on where crime is
occurring in relationship to your cluster. Tune in - we think you'll
benefit from the information presented.

Storefront's Board of Directors. A report will be forthcoming
from the Commission in the near future.

The proposed House Bill 109 and Senate Bill 83 will soon be debated
on the floor of the legislature. The subject of the bill is the addition,
to the Human Rights Act (MS363), of affectional orientation as a
protected class.
The Human Relations Commission is aware of this proposed human
rights legislation, has discussed it, and will continue to keep informed
on issues pertaining to it. No action was taken on this subject, but
the Human Relations Commission wanted to notify the City Council of
this proposed legislation that will affect the No- Fault Grievance Process,
if passed.

SUBJECT: Affectional Orientation Added to Human Rights Act

Affectional or sexual orientation would be a protected category under the
Human Rights Act. Section 2 defines affectional orientation. The rest of the
bill then inserts the term wherever appropriate throughout the Human Rights
Act.
Section 1: Amends definitions of local commission under the Human Rights Act
(Chapte 63) to reflect addition of affectional orientation.
Sec. 2. Deffnition. Defines affectional or sexual orientation for purposes
•.of Chapter 363 as being attracted to an individual, regardless of the indi-
vidual's sex, or having a self -image not traditionally associated with one's
physiological sex.
Sec. 3. Exemption. Exempts owner- occupied housing rentals from the prohibi-
tion against affectional discrimination in housing.
Sec. 4. Employment. Makes it an unfair employment practice to discriminate
on the-basis of - affectional orientation.
Sec. 5. Real Estate. Makes it an unfair practice to discriminate in the sale
or lease of real estate or in real estate - advertising on the basis of
affectional orientation.
Sec. 6. Public Accommodations. Makes it an.unfair practice to discriminate
in access to public accommodations on the basis of affectional orientation.
Sec.. 7. Public Services. Makes it unfair to discriminate in access to public
services on the basis of affectional orientation.
Sec. 8. Education. Makes it an unfair practice to discriminate in access to
education.
Sec. 9. Reprisals Prohibits reprisals against anyone who associates with
persons of a particular affectional orientation.
Sec. 10. Credit. Prohibits discrimination in granting credit on the basis of
affectional orientation.
