EEC agreed to request a pres entation from the S top O ver S alting
c ommunity group at their Dec ember meeting.
C ommissioners reques ted a presentation on tree management from the C ity
F orester in 2022.
C ommissioners asked about alternatives to potable water used to water
lawns and golf cours es in Edina.
VI I I.S taff C omments
S taff reported that the S ustainable Buildings P olic y was approved by C ity
C ounc il at their November 16th meeting, related to EEC 's work plan item #4
S taff reported that C ommission re-appointments and recruitments are
underway for adult commissioners
S taff reported that C ity C ouncil will approve the C ommission's work plan at
their December 7th regular meeting
S taff reported that C ity C ouncil will receive the C limate Ac tion P lan and the
ET C 's O rganized Trash C ollec tion report at their December 7th regular
meeting, related to EEC 's work plan items #1 and 7

Recognition Program
The City of Edina has launched a Green Business Recognition Program (GBRP) to celebrate green and
sustainable actions promoted by local business.
The GBRP application lists various actions that businesses can take to work towards and achieve
sustainability. This application is used for the many diverse types of businesses in Edina. Some
categories/actions either may not be applicable or your business may not have control to implement
depending if you are a property owner, management company, or tenant. Scores will be tabulated based
on the percentage of actions a business has taken as compared to the total possible actions that apply
for the business, so please continue to the end even if you feel you are unable to implement many of
the actions listed. Businesses can earn either Bronze, Silver, or Gold recognition.
Completion of this application will take roughly 20-30 minutes

Information / Background:
The 2022 Commission proposed work plans were reviewed at the City Council’s November 3, 2021 work
session. These work plans included city staff comments and recommendations. City Manager
recommendations take into consideration the totality of all City goals, work plans, budget, and resources to
ensure we have the capacity to meet the initiatives we commit to.
Recommendations for initiatives were guided by the following themes:
1. Alignment with other City Work Plans, Goals, and available resources
We need to ensure we have the resources, budget, and time needed to accomplish the work.
Commission work plan initiatives can directly impact other City Work Plans, operations, or resources.
Initiatives tied to the 2022-2023 Council-approved Budget Work Plan take priority.
2. Clarification of Council, Staff, and Commission Roles
Commissions are advisory to Council and their work plans should consist of the work they intend to
complete in the upcoming year. Language changes were made to clarify role of the commission and
eliminate misunderstanding the intent of the initiative. There are initiatives presented on proposed work
plans which would be considered staff operations. Staff operations typically do not require the approval
of Council. For these types of proposed initiatives, the recommendation is to establish the commissions
role as a Council Charge “review and comment”. This allows staff to establish a process yet collect
comment / feedback from commission members.

Initiatives that were not completed last year and/or carry over to this year have suggested language
changes to ensure the order of work is clear. Some initiatives require the approval or need additional
direction from Council prior to moving to a recommendation or implementation stage. In these cases,
mid-year work plan modifications can be an option.
4. Capacity for Number of Events and Communication Campaigns
Each year, Commissions propose several events and communication campaigns in addition to those
already occurring throughout the City. When planning communication campaigns and engagement events
we need to ensure that 1) we have the appropriate time and resources to produce intended results, 2)
the number of events does not result in City programs or public meetings competing for participation,
and 3) the City’s Public Meeting and Religious Observances policy is followed.
In making the final recommendations, staff incorporated feedback received from Council Members during
the November 3, 2021 work session.
Staffs recommends approval of the 2022 Commission work plans as presented.

I N TR O D U C TI O N:
A statewide group of city council members and mayors are working together to pass a climate resolution at
approximately the same time, which for Edina would be January 18/19, 2022. T he goal of this group is to declare
a “climate emergency.”
Edina passed a Climate I nheritance R esolution in 2019, and just passed a C limate Action P lan which sets
greenhouse gas emission reduction goals for 2030 and 2050. Edina Council M ember's perspective is (1) to avoid
declaring an "emergency" since it has specific meaning in government context, and (2) to acknowledge what Edina
has already done and frame the resolution in a way that is effective, in order to (1) reiterate City findings of 2019;
(2) list new evidence of climate change; (3) list expenses the city in incurring due to climate change and then:
1. Join other cities in making these declarations
2. Ask the State to help
3. Ask the Federal government for help where states and cities cannot act.

RESOLUTION NO. 2019-63
A RESOLUTION OF SUPPORT FOR CLIMATE INHERITANCE
WHEREAS, the community members of the City of Edina value children and our legacy for future
generations; and
WHEREAS, the City of Edina recognizes that climate change is caused by excess greenhouse gases
including carbon dioxide and methane produced as a result of human activity; and
WHEREAS, in October, 2018 the United Nations’ Intergovernmental Panel on Climate Change
issued a special report that stated the impacts of global warming to 1.5°C would require rapid, far-reaching and
unprecedented changes in all aspects of society; and
WHEREAS, the effects of climate change include increased flooding, fire, and tornadoes and while
they will impact all communities, the “first and worst” effects will fall on “frontline communities” which are low-
income communities, communities of color, and indigenous people who will experience financial hardship or
health stress due to the impacts of extreme weather such as flooding, severe storms, and extreme
temperatures); and
WHEREAS, these risks are too great for the City of Edina to remain silent; and
WHEREAS, the City of Edina promotes actions that protect future generations from the
consequences of climate change; and
WHEREAS, the State of Minnesota Next Generation Energy Act of 2007 requires the reduction of
greenhouse gas emissions in the state by 80 percent between 2005 and 2050; and
WHEREAS, many major Minnesota businesses, including 3M, General Mills, Best Buy, Aveda,
Cargill,
Tennant Company, Target, Uponor, Clif Bar, and Ben & Jerry’s have expressed their support for a transition to a
low carbon economy, including reducing their own greenhouse gas emissions. Some setting their goal to meet
100 percent of their energy needs with clean energy by 2050 or sooner, because they understand the
importance of climate change to their profitability and supply chains; and
WHEREAS, Xcel Energy, Minnesota’s largest utility, has already publicly committed to generate
100 percent of its electricity from clean energy by 2050; and
WHEREAS, transformational change must occur at all levels of society, including cities of all sizes,
to address the pending climate crisis.
NOW, THEREFORE, WE RESOLVE:
1. To ask the State of Minnesota to work with local governments, commerce, industry, and agriculture to
systematically adapt our economy to address climate change on a timeline aligned to support the
achievement of Minnesota state and utilities’ carbon reduction commitments, including, but not limited to:
a. Converting all electricity generation to carbon-free or renewable sources;
b. Decarbonizing our economy;
c. Supporting and promoting energy efficiency;
d. Recognizing the impact of economic changes on people and communities, helping mitigate the
negative impact especially on vulnerable individuals and frontline communities, and ensuring an
equitable distribution of the benefits;
e. Aligning our land stewardship policies, including urban and rural land use, to maximize carbon
recapture and promote soil health; and
f. Supporting a system to assist cities in creating their own climate action plans, which include
consideration of the threat of climate change to frontline communities, and for measuring and
reporting progress on these plans.
2. We ask the Federal Government to promote systematic changes to the United States economy that
address climate change, including, but not limited to:
a. Supporting and coordinating the efforts of States to address climate change;
b. Converting all electricity generation to carbon-free or renewable sources;
c. Decarbonizing our economy;
d. Supporting and promoting energy efficiency;
e. Recognizing the impact of economic changes on people and communities, helping mitigate the
negative impact especially on vulnerable individuals and frontline communities, ensuring an equitable
distribution of the benefits, and thus securing for all people of the United States for generations to
come:
i. clean air and water;

A RESOLUTION TO SUPPORT CALLING FOR STATE AND FEDERAL
RESPONSE TO CITIES’ ACTION ON CLIMATE CHANGE
WHEREAS, the community of the City of Edina values children and our legacy for future generations;
and
WHEREAS, on August 20, 2019 in Resolution No. 2019-63, the City of Edina called for state and
federal action to address climate change; and
WHEREAS, climate related disasters have only intensified since 2019, including drought across
Minnesota in 2021, and drought-related wildfires in Minnesota, Canada and the United States west coast
that have destroyed property, killed people and raised the pollutants in our air to dangerous levels; and
WHEREAS, Minnesota continues to experience more and more extreme precipitation events, with
2019 being the wettest year on record; and
WHEREAS, the City has received urgent calls to action by youth and other residents to address
climate change; and
WHEREAS, the City passed a climate action plan in 2021 setting goals to reduce greenhouse gas
emissions 45% reduction by 2030, and to reach net zero emissions by 2050; and
WHEREAS, Whereas, the City has taken steps to reduce and renew building energy use, advance a
healthy urban forest and reduce waste; and
WHEREAS, the City established the Conservation and Sustainability Fund to reduce greenhouse gases,
and is currently planning to spend over $10 million to begin to manage the flood risk associated with
climate change; and
WHEREAS, transformational change must occur at all levels of society, including cities of all sizes to
address the impending climate crisis;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Edina:
1. To join with cities across Minnesota
a. to acknowledge the threat to our infrastructure, property and health caused by climate
change;
b. to acknowledge our shared opportunity and responsibility to act in response to climate
change
2. To ask the State of Minnesota
a. to coordinate responses to climate change among cities, counties, regional planning
organizations, commerce, industry and agriculture to adapt to climate change and partner
with cities to identify projects to take advantage of climate action funding opportunities;
b. To give cities the tools necessary to mitigate climate change including legislative
advancements and access to technical resources; and
c. To help cities adapt to the warmer, wetter and more severe weather associated with
climate change, and advance cross-boundary partnerships to address climate risk at scale
3. To ask the Federal Government to support climate mitigation and adaptation efforts of cities
large and small, to invest in the infrastructure needed for a sustainable future, to ensure that
the investment is at the scale needed, and to provide the necessary global leadership to keep
global warming to 1.5 degrees Celsius/2.7 degrees Fahrenheit.
