Edina Transportation Commission

I. Call to Order
Chair Richards Called the meeting to order.
II. New Business
a. DRAFT – Northeast Edina Transportation Study, Request for Proposals
The draft RFP was approved by the ETC with some minor changes. The ETC would like to
review submitted proposals, but will allow staff the discretion of selecting the appropriate firm
to conduct the traffic study.
III. Old Business
a. Neighborhood Traffic Management Plan Brochure
Lillehaug explained that the brochure provides general information to the public regarding the
Neighborhood Traffic Management Plan (NTMP). The brochures would be placed at various
locations throughout the community. The brochure was approved with some minor changes,
including adding the date and time when the ETC meets.
b. In-street pedestrian Crossing Sign Policy Poster
Lillehaug explained that the poster, too, will be placed at various locations throughout the
community and a press release would be done once they’ve determined where the first set of
signs will be placed. The poster was approved with some minor changes.
IV. Handouts
Commissioner White Report: Southwest Transitway Alternatives Analysis Study
Commissioner White explained that the Southwest Transitway Alternatives Analysis Study is
being done to identify possible modes and routes of public transportation from downtown
Minneapolis to Eden Prairie and the surrounding suburbs. Edina, however is not included as
part of the surrounding suburbs. She serves on the Policy Committee at the request of the
Mayor, but came on board well after the committee had began meeting. White believes it is
imperative that Edina be included in the study and will keep the ETC updated so that they can
stay abreast of ongoing plans and be able to voice their concerns through her. White said they

meet every other month in St. Louis Park and the public is invited. She said the study began in
March 2005 and is expected to be complete in 2006. Lillehaug said while Edina is in the travel
shed, there is currently no stops included in Edina. The closest would be along TH169. White
is going to gather more facts regarding the committee’s plans for the ETC. This will remain on
the ETC agenda.
V. Approval of Minutes
a. July 21, 2005
b. August 11, 2005
The following correction was made to the July minutes: Dean Dovolis was present; Marie
Thorpe was absent.
Plante motioned to approve both minutes. Seconded by Bennett.
VI. Open Discussion
Lillehaug asked the Commissioners to drive down Wooddale Avenue & 56th Street to see if
they get the sense that they should slow down. The roadway was striped in an attempt to
reduce drivers’ speed.
A traffic study is being conducted on France Avenue and Gallagher Drive, in the southeast
corner by the Old Edina Theater, in anticipation of turning the site into a mixed used
development site, which would include condominiums, retail space and restaurant. The traffic
study will be submitted to the Planning Commission next week, the ETC and then to the
Council.
Wanninger said job well done on Valley View Road. Other Commissioners concurred.
Bennett said Commissioners might want to observe the pedestrian activated stoplight at
Highway 100 and 102nd Street, by Olsen Middle School, to see if one would be appropriate for
the Edina High School area.
Meeting adjourned. The next meeting is scheduled for September 15, 2005, 6:00-8:00 p.m., in
the Community Room, City Hall.
