Chair Johnson called the meeting to order at 6:01 p.m.

Motion was made by Commissioner Kane and seconded by Commissioner Richman to
approve the agenda with the addition of Item VI.C to discuss moving future regular meeting
dates. All voted aye. Motion carried.
IV. Approval Of Meeting Minutes
Motion was made by Commissioner Ahler and seconded by Commissioner Kitui to approve
the October 28, 2021 meeting minutes. All voted aye. Motion carried.

VI. Reports/Recommendations
A. Traffic Safety Report of October 26, 2021
The Commission reviewed and commented on the Traffic Safety Report of October 26, 2021.
B. 2021 Work Plan Updates
#1 Organized Trash Collection – Staff is reviewing the Commission’s recommendation and
preparing a staff report to present to Council December 7. Edina Sun Current published an
article today on the Commission’s report.
#2 Street Funding Task Force – Town Talk was held two weeks ago on the recent changes
to street funding. The video is about ½ hour long and is available on the City’s YouTube
channel.
#3 CloverRide – Advisory committee met this week; October ridership is up 40% from
September and 60% from the beginning of the year. There has been a recent increase in stops at
Aurora on France and other medical facilities along France.
#4 Traffic Safety Reports – Commission reviewed the October 26 report.

#5 Capital Improvement Projects – All PACS Fund projects have been substantially
completed. Staff shared before-and-after pictures of this year’s projects.
#6 Traffic Impact Studies & TDM – Council approved 4917 Eden and 7001 France projects.
Planning Commission reviewed sketch plan for 6016 Vernon. Upcoming sketch plans include
4701 77th and 5780 Lincoln.
#7 Metro Transit Connectivity – Subcommittee will convene in the next few weeks and will
present final recommendations at the next regular meeting.
C. 2022 Regular Meeting Dates
The Commission discussed changing the day and/or time of future regular meetings.

Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on November 30. The Traffic
Safety Coordinator, Transportation Planner, Streets Public Service Worker, City Engineer, Public Works
Director and Assistant City Planner was in attendance for this meeting. The Police Sergeant was not able to
attend, but was informed of the decisions and had no objections to the recommendations.
On each of the items, persons involved have been contacted and the staff recommendation has been
discussed with them. They were informed that if they disagree with the recommendation or have additional
facts to present, they can submit correspondence to the Transportation Commission and/or to City Council
prior to the January 4 regular meeting.
Section A: Items on which the Traffic Safety Committee recommends action
A1. Request for no outlet sign at Duncraig Road
Resident is concerned sign was never
replaced following 2008 reconstruction
project.
The ends of Duncraig Road and Glenbrae
Circle are not visible from Ayrshire
Boulevard.
ADT on Ayrshire Boulevard in 2017 was
517.
One crash was reported in January 2014.
Staff recommends installing a No Outlet sign at
Glenbrae Circle and Ayrshire Boulevard.

Section B: Items on which the Traffic Safety Committee recommends no action
B1. Request to raise awareness for turkey crossings along Sunnyside Road
Flock of 30+ turkeys’ nest behind 4051
Sunnyside Road.
Expecting 40+ next year, leading to two
nests.
Begin foraging around 7 am every day.
No car-turkey collisions to date.
To raise awareness of turkeys, requesting
Wild Turkey Crossing signs.
Such signs are not recommended in the
MnMUTCD.
Staff recommends no action. It is not the City’s current practice to use wildlife crossing
signs as there is little evidence of their effectiveness.
B2. Request for dynamic speed display signs on W 50th Street
Resident within Sunny Slope neighborhood
has concerns with speeds on W 50th Street.
2019 data shows EB and WB speeds 37.3
and 36.5 mph, respectively, and ADT at
27,000.
Speed trailer data indicated 85%-speeds
reduced 3-4%.
14 crashes have been reported since 2011;
i. 12 read-ends or side-swipes
ii. 2 angled
Staff recommends no action. Other permanent
traffic safety measures are being considered for
this segment of W 50th Street.
B3. Concerns of cut-thru traffic on W 49th and W 48th Streets.
Two residents had separate complaints of
increased traffic and speeds on W 48th and
49th Streets.
Data from 48th from 2017 to 2021;
i. ADT decreased (532 to 404)
ii. 85%-speed was consistent (30.6 to
30.7 mph)
Data from 49th data from 2014, 2018 (during
Nolan Mains construction) and 2021;
i. ADT: 424, 923 and 842, respectively
ii. 85%-speed: 31.1, 29.5 and 30.2 mph,
respectively
One crash was reported on Maple Road in
2017.
Staff recommends no action. Observed volumes
and speeds are reasonable for these local streets.

Section D: Other traffic safety items handled
D1. A request was made for stop controls at Tifton Drive and Everett Place due to sight line issues. With no
crash history, low traffic volumes and adequate sight lines, stop controls are unwarranted.
D2. A concern was raised about the clarity for merging eastbound traffic on W 50th Street east of
Wooddale Avenue. Lanes reduce from two to one with signage informing drivers to merge left. No changes
are warranted.
D3. A resident requested speed bumps on W 44th Street near Kojetin Park with the concern of vehicle
speeds and drivers failing to yield for pedestrians using the crosswalk. Speed bumps are not utilized on City
streets for many reasons; EPD was contacted for speed and yielding enforcement at this crosswalk.
D4. A request was submitted to flip parking restrictions to the south side of Valley Lane. This is due to
vehicles parking along the curve near Ridgeview Drive, causing site line concerns. Current restrictions will
remain in place to allow parked vehicles adjacent to the sidewalk on the south side of Valley Lane.
D5. A resident requested enforcement on W 70th Street between Highway 100 and France Avenue.
Concerns include speeding, running red lights and nearly hitting the requester’s child. EPD was contacted for
enforcement.
D6. A resident requested placards below parking restriction signs on Branson Street stating “This Side of
Street” to deter contractors from parking illegally. The resident was informed to contact the non-
emergency dispatch when vehicles are parking illegally.
D7. A resident on Mirror Lakes Drive was concerned with a road work sign in their boulevard for months
without nearby work taking place. The resident was assured the sign will be removed when the contractor
completes their project.
D8. Concerns were raised about need for overnight parking on Sandell Avenue. The resident was informed
overnight parking is restricted November thru March on public streets in Edina.
D9. A resident was concerned with a large pile of leaves left in the street on the 4200 block of Grimes
Avenue. This was picked up by contractors by the time City staff arrived for inspection.
D10. A complaint was made regarding construction cones in place without active construction on W 70th
Street east of Antrim Road. Road work is complete and the signs have been removed.
D11. A resident requested ways to slow traffic on W 56th Street near Woodland Circle. A 2020 traffic study
showed the 85%-speed was 28.2 mph. With no crash history in this area of 56th, high speeds appear to be
perceptual. The EPD is requested to use its discretion for the mobile speed trailer.
D12. A resident was concerned with a downed tree limb in the sidewalk along the 6800 block of Valley
View Road. The City Forester removed the debris.
D13. A resident requested one-sided parking restrictions on the northwest portion of Grandview Square.
Parking is currently allowed on both sides, consistent with the Living Streets Policy.

Jan: VANTAGE project team prepared a charter; kick-off meeting is tentatively scheduled for mid-February. Richfield is looking at switching to organized

Feb: Kick-off meeting with VANTAGE team is tentatively scheduled for the first week in March.
Mar: Kick-off meeting was held March 4. Students had good questions and preliminary research; project team discussed deliverables, research methodology and
potential case studies. Students are developing a survey to share with residents.
Apr: Midpoint meeting with VANTAGE tomorrow. Commissioners have not gotten as much feedback as they would like. Team drafted a survey asking residents
how they feel about trash collection; distribution could be next step for Commission.
May: Midpoint meeting with VANTAGE April 16. The team has done more research on other cities, drafted a survey but the City has said not to distribute this
year. The team is analyzing traffic data collected by staff. The final VANTAGE report is expected May 25.
Jun: Final meeting with VANTAGE team held May 25. The next step is to compare data and verify sources in their final report.
Jul: Subcommittee is meeting July 26 to discuss next steps. Staff shared contacts from Richfield and Bloomington.
Aug: Subcommittee met July 26, created a draft report. Meeting with EEC rap and liaison Monday to discuss proposed 2022 work plan initiative.
Sep: Subcommittee is incorporating revisions and additional information to the draft report. EEC review and provided comments at their September 9 meeting.
Oct: Commission approved the final report.
Nov: Staff is reviewing the Commission’s recommendation and preparing a staff report to present to Council December 7. Edina Sun Current published an article
today on the Commission’s report.

special assessments to 100% taxes over 16 years. Staff is preparing an update to the assessment policy and an outline of the transition period for Council
consideration later this summer.
Aug: City Council approved a revision to the assessment policy that will transition away from special assessments for street reconstruction over the next 16
years. More information is available on the BetterTogetherEdina webpage.
Oct: City will host a Town Talk on the recent changes to street funding. The virtual event will be Monday, November 1 from 7-8 pm, hosted by City Manager Scott
Neal with presentation by Engineering Director Chad Millner and Ann Swenson, chair of the Street Funding Task Force. More information can be found on

surveying by DARTS shows riders are satisfied with the service and feel safe riding the bus. The City should consider providing bus passes for riders to share with
friends.
Apr: Staff will send a letter to residential properties along the route and distribute bus passes for riders to share with friends.
May: Commission reviewed and commented on staff’s recommendation to renew the service for another year.
Jun: Service was renewed through June 2022.
Jul: No Southdale properties have responded to mailer sent last week. Next committee meeting is August 4.
Aug: Subcommittee met August 4. Ridership is steady around 10 per week, but still below pre-COVID levels. Staff provided the Senior Center with more bus
passes and is updating the rack card to have available at City facilities.
Sep: DARTS proposed changes to the route to allow more time for deferred stops. Staff is working with Communications to update the route map and associated
promotional materials.
Oct: New rack cards arrived with updated route and schedule information. City will provide DARTS with a letter of support for federal grant to purchase two
wheelchair-accessible transit vehicles.

Valley View Rd. Staff received studies for projects at 4660 W 77th St and 4911 77th St.
Jun: The proposed project at 4917 Eden Ave was approved by Council with the condition that the City conduct a traffic study of the Grandview District east of
Highway 100. Staff is expecting an updated study for a project at 4911 W 77th St.

2022 Regular Meeting Dates
Information / Background:
Per Section 2-84 of Edina City Code, all Board & Commission meetings “shall be held at a fixed time, on a
fixed date and in a fixed place as shall be determined by the board or commission.” Figure 1 shows the
current fixed times and dates for City Council, Board and Commission regular meetings. Since its inception
in 2004, the Transportation Commission has held their regular meetings on the 3rd Thursday of each month
at 6 pm with occasional changes to accommodate holidays and other conflicts.

Staff does not recommend moving the Transportation Commission’s fixed date to coincide with an existing
group’s meetings. Although this does occur with the Heritage Preservation Commission and the Parks &
Recreation Commission on the 2nd Tuesday of each month, staff would recommend selecting a date/time
that does not overlap with another meeting in order to provide optimal opportunity for the public to
participate in all public meetings. There are 10 fixed dates during the month that are generally not occupied
by a City Council, Board or Commission meeting. Figure 2 shows these available dates listed in order of the
number of conflicts with other meetings or holidays on the 2022 City Meeting Calendar.

If the Commission wishes to change the time and/or date of their regular meetings, they must first approve
this action by majority vote. If approved, the Commission shall draft an advisory communication to City
Council requesting their approval to change the time and/or date as approved by the Commission. The staff
liaison will provide a memo with their recommendation on the proposed change. If desired, this change must
be approved by Council before new Board and Commission members begin their terms in March 2022. AS
such, the approval schedule would be as follows;
Dec 2021: Commission votes to make change to fixed time/date of regular meetings, selects
Commissioner to draft advisory communication
Jan 2022: Commission approves advisory communication to submit to City Council
Feb 2022: City Council receives advisory communication, votes to approve proposed change
Mar 2022: Change takes effect
