WHEREAS, William V. Hoffman, Sergeant of the Edina,Police
Department, has given 33 years of exemplary.service to the
citizens of Edina, and,
WHEREAS, Sgt. Hoffman has been a Supervisor in the Department
-for 25 years, and,
WHEREAS, Sgt. Hoffman.has earned.Meritorious Service Com-
mendations and Commendations for Valor, 'and,
WHEREAS, Sgt. Hoffman has earned other lesser commendations
too numerous to mention, and,
WHEREAS, Sgt. Hoffman has participated in the training of over.75

We would very much appreciate the Edina City Council and our
mayor joining our efforts by adopting a Youth Appreciation Week
proclamation for the week of November 12 through the 17.
I have enclosed a sample Youth Appreciation Week proclamation
and would appreciate the council's consideration at the next
meeting which I believe is on Monday, November 5.
Should the proclamation be adopted, please send me an official
copy for our club use.

4. Cooperative efforts between Optimist clubs
in metropolitan areas. This will result in
greater acceptance by the news media.

YOUTH APPRECIATION WEEK
The second week of November has been
designated as National Youth Appreciation
Week. This week has been set aside to pay
tribute to the vast majority of youth often
overlooked or disregarded.
Since 1954 Optimist Clubs have conducted ob-
servances that recognize the contributions and
accomplishments of youth."' These programs
have recognized youth activities such as hero-
ism, church work, tutoring of retarded children,
serving as volunteers in hospitals, outstanding
school achievement, and many other acts of
service. In times when much press is given to
the foolish acts of a few, it is refreshing to
learn of the solid and beneficial contributions
of today's youth.
From the beginning in North Carolina, Youth
Appreciation Week has' grown to the extent
that the Congress of the United States and the
President issued a public law designating Na-
tional Youth Appreciation . Week. The House of
Commons of Parliament has also passed a
motion requesting the* Canadian . Government
to annually designate National Youth Apprecia-
tion Week.
Optimist International is proud of the fact, that
its members -in more than 3,200 communities
—have promoted and developed Youth Appre-
ciation Week observances. Citizens throughout
Canada and the United States are invited and
encouraged to join with Optimists in the ob-
servance of Youth Appreciation Week —the
second week of November.
OBJECTIVES
To recognize the accomplishments of youth
in the home, school, church and community.
—To promote more active participation by
members of families. in the interest and
activities- involving the family as a unit;
and to encourage parents to rededicate
themselves to the responsibilities of parent-
hood.
—To encourage organizations and other
groups to publicly show their respect for
youth.
—To encourage the news media to recognize
the accomplishments and contributions of
youth through regular and special features.'
To provide the proper environment for
youth, including opportunities for partici-
pation in recreational and social activities.
—To focus attention on the influence religion
and morals have on the lives of youth and
to encourage youths to actively participate'
in spiritual activities.
—To encourage a greater interchange of ideas
between adults and youth leading to a
broader understanding of each other's
problems.

Park offices to improve traffic flow in that area; and
WHEREAS, the traffic signal at W. 77th Street and T.H. 100 West Ramp does not
have left turn only signals for East and West bound traffic and an extra-
ordinary delay occurs during rush hours;
NOW, THEREFORE, BE IT RESOLVED that the Edina City Council requests that the
Minnesota Department of Transportation take the necessary action to upgrade
the traffic signal under normal maintenance activity to include left turn
phases for East and West bound traffic.

The fall conference encompassed a widely diversified, interesting and valuable
topic structure.
I feel that the- knowledge I gained of magnetic- flourescent microparticles used
in explosive tracing showing the date shift codes in the commercial chain are
of investigative value. Also, the topics of problems and practices of disaster
identification and photodocumentation of crime scenes were well presented and
knowledgeable.
I also feel that the professional liaison maintained with other governmental
agencies will be of value to the police department.

of a joint cable system to serve their communities is in
their best interests and have authorized the Southwest Subur-
ban Cable Commission to work to accomplish such a system. To
that end, the Commission has developed drafts of the follow-
ing documents:
INVITATION FOR APPLICATIONS -- containing minimum
system.requirements,
criteria for judging applications, application forms, and de-
mographic data describing each of the cities;
COMMUNICATIONS NEEDS REPORT -- summarizing the individ-
ual advisory bodies' re-
ports made to the city councils, and containing statements from
potential user groups;
MASTER ORDINANCE FOR A JOINT CABLE COMMUNICATIONS
SYSTEM -- containing provisions on system design, ser-
vices and programming, construction and operations, penalties,
administration, citizens' advisory bodies, bonds, and other
matters.
PURPOSE OF THE HEARING:
The Commission invites your comments on these draft documents,
and has arranged this hearing for that purpose. The Commission
asks that you submit written comments to supplement your remarks,
and that you limit your presentation to six (6) minutes.

On September 5, 1979, the Commission recommended approval of a plat entitled
One Corporate Center Phase III which was located west of Metro Drive and south
of Nine Mile Creek. In conjunction with this plat, the proponent, agreed to
dedicate a 2.5 acre tract of land adjoining Nine Mile Creek. The City Council
subsequently approved this plat and dedication.
The proposed lot division is requested in order to provide a suitable legal
description and new parcel for the property which will be dedicated to the City.
Recommendation
Staff recommends approval of the lot division.

Craig Larson explained tothe Commission that approval was
recommended on September 5, 1979 of a plat entitled One Corporate Center
Phase III, located west of Metro Drive and south of Nine Mile Creek.
