The Metropolitan Council is beginning a process which will culminate in
the adoption by December 31, 1978 of a new Water Quality Management De-
velopment Guide to replace the current Waste Management Development Guide.
PROPOSED POLICIES AND REGULATIONS IN THIS NEW GUIDE WILL HAVE A DRAMATIC
IMPACT ON LOCAL GOVERNMENT.
The Clerk and Engineer of each city should have received a proposed draft
of the new Guide the week of September 11, 1978. The Metropolitan Coun-
cil will hold a series of five public meetings in September, possibly re-
vise parts of the draft in October, hold a formal public hearing about
November 28, 1978, and, finally, adopt a new policy plan per Federal 208
regulations by December 31, 1978.
IMPORTANT ISSUES
1. LOCAL ON -SITE SEWAGE SYSTEM POLICY.AND REGULATION REQUIRING LOCAL
CITIES TO ESTABLISH INSPECTION (AT LEAST EVERY OTHER YEAR) AND MAIN-
TENANCE OF ON -SITE SYSTEMS.
(Policy 39 -52, pages 39 -53; Regulations pages 138 -146). Note pol-
icy 52f, page 49: "The Metropolitan Council shall utilize deter-
minations as to the adequacy of local on-site system management
and control programs in establishing priorities in connection with
local requests for other federal or state funds."
2. CHAMPLIN, ANOKA, BROOKLYN PARK INTERCEPTOR.
The plan recommends deletion of this interceptor.
3. LAKE ANN INTERCEPTOR PHASE II.
The plan recommends deletion of this interceptor. Chanhassen to
provide local lines, as necessary.
4. SHAKOPEE, JACKSON INTERCEPTOR.
The plan does not recommend inclusion of this interceptor.

RESOLUTION RELATING TO $1,750,000 TEMPORARY
IMPROVEMENT BONDS AND $370,000 RECREATION
CENTER BONDS, SERIES D; AUTHORIZING THE.
ISSUANCE.AND SALE THEREOF
BE IT RESOLVED by the Council of the City of Edina, Minnesota,
as follows:
Section 1. Authorization and Sale of Temporary Improvement
Bonds.
This Council has heretofore ordered, in accordance with the
provisions of Minnesota Statutes, Chapter 429, and after public hearing
as required by law, the construction of various improvements as more
fully described below, and.has duly ordered, received and approved
plans and.specifications and entered into contracts for the construction
of the improvements after proper advertisement for bids. The des-
ignation and estimated total cost of each of the improvements less
sums received from installments of special assessments for those improve-
ment projects which have been - assessed are as follows:

This Council hereby determines that it is necessary for the City of
Edina to issue and -sell its Temporary Improvement Bonds of 1978 in
the principal amount of $1,750,000 to finance the construction of the
improvements, including every item of cost of the kinds authorized in
Minnesota'Statutes, Section 475.65.
Section "2. Authorization and Sale of Recreation Center Bonds.
This Council hereby determines that it is ne "cessary and
beneficial for the City to construct a water sprinkler system at the.
municipal golf course of the "City, together with all necessary equip-
ment and apparatus, which water sprinkler system will be used to replace .
an existing water sprinkler system currently in use at the municipal
golf course of the City and for the City to construct improvements to
the recreation center of the City.
This Council further determines that in order to finance this
acquisition and betterment of recreational facilities.for the City of
Edina, it is necessary for the City of Edina to issue and sell its
General Obligation Recreation Center Bonds, Series D in the principal
amount of $3701000 pursuant to Minnesota Laws 1961, Chapter:655, and
Minnesota Statutes, Chapter 475. The Council estimates that the net
revenues derived from the operation of.the municipal liquor stores, in
excess of the cost of operation and maintenance thereof, in the fiscal
year which ended December 31, 1977, equals or exceeds the maximum
amount of principal.and interest to become due in any future fiscal
year on all of the outstanding Golf Course.Bonds of the,City, dated as
of December 1, 1963, on all of the outstanding Recreation Center Bonds,
Series A and B of the City, dated as of September 1, 1965, on all the
outstanding Recreation Center Bonds," Series C of the City, dated'as
of August 1, 1969, and on the Recreation Center Bonds, Series ,D of the
City,. as proposed. Prior to the delivery of the Recreation Center Bonds,
Series D, to the purchaser, the Council.will establish a fund for the
payment of principal and interest on Recreation Center Bonds, Series D.
The Council will appropriate and credit to such fund an amount of
revenues of the municipal liquor stores which is equal to the average
annual amount of the principal and interest to become due on the
Recreation Center Bonds, Series D.
Section 3. Public Sale.
This Council shall meet at the time and place specified,in the
Official Notice of.Sale set forth in Section 4 for the purpose of
receiving and considering bids for and awarding the sale of. the
$1,750.,0.00 Temporary Improvement Bonds and the $3.70,000 Recreation
Center Bonds," Series D (hereinafter the Bonds).. The City Clerk is
hereby authorized and directed to cause the.Notice of Sale to be
published in the official newspaper and in the Commercial West,
published at Minneapolis, Minnesota, not less than ten days prior to
the .date_ of said meeting.

TYPE.AND PURPOSE
Negotiable coupon, general obligation, in bearer form and numbered
consecutively, in denominations of $5,000, or any multiple thereof,
as requested by the successful bidder within 48 hours after award of
sale. The Improvement Bonds are being issued to finance costs of
local improvement projects in the City. The Recreation Center Bonds
are being issued to finance the acquisition and betterment of
recreational facilities for the City.
INTEREST
Interest on the Improvement Bonds and the Recreation Center
Bonds will be payable on May 1, 1979, and semiannually there,
after on each November 1 and May 1. The Improvement Bonds must
bear interest from date of issue until paid at a single, uniform
rate. All Recreation Center Bonds maturing on the same date must
bear interest from date of issue until paid at a single, uniform
rate, not exceeding the rate.specified for Recreation Center
Bonds of any subsequent maturity. Each rate.must be in an inte-
:gral multiple of 5/100 of 1% and no rate nor the net effective
rate may exceed 70. No.supplemental.or "B" coupons will be
permitted.
PAYING AGENT
Principal and interest will be made payable at.any suitable bank
in the United States designated by the successful bidder within
48'_hours after award of sale, subject to approval by the City
Council, and the City will pay the reasonable and customary pay-
ing agency charges.
DELIVERY
Within 30.days after sale, the City will furnish and deliver at
the office of the purchaser or, at his option, will deposit with
a bank in the United States selected by him and approved by the
City as its agent to permit examination by and to deliver to the
purchaser, the printed and executed Bonds, the legal opinion
thereon of Dorsey., Windhorst, Hannaford, Whitney & Halladay, of
Minneapolis, Minnesota, and -a certificate stating that no
litigation in any manner questioning their validity is then
threatened or. pending. The charge of the,delivery agent must
be paid by the purchaser, but all other costs will be paid by the
City. The purchase price must be paid upon delivery of the Bonds,
in funds available for expenditure by the City on the date of.
payment.
CUSIP
The City will assume no obligation for the assignment or printing
of CUSIP numbers on the Bonds or for the correctness of any
numbers printed thereon, but will permit such assignment and
printing to be done at the expense of the purchaser,_ if the pur-
chaser waives any extension of the time of delivery caused thereby.
TYPE OF BID - AMOUNT
Sealed bids marked "Bid for $2,120,000 Bonds" must be.mailed or
delivered to the undersigned and must be received prior to the
time of said meeting. Each bid must be unconditional and must be
accompanied by a cashier's or certified check or bank draft in
the amount of $42,400, payable to the City Treasurer, to be
retained by the City as liquidated damages if the bid'is accepted
and the bidder fails to.comply therewith. The bid stating the
lowest net interest cost (total interest from date of Bonds to
stated maturities, less any cash premium), will be deemed the most

GENERAL PROPERTY TAXES
WHEREAS, the City Council of the City of Edina has, by resolution adopted Nov-
ember 3, 1975, levied a special ad valorem tax for the payment of principal and
interest of its General Obligation Redevelopment Bonds of 1975 (Housing and
Redevelopment Authority) Fund; said ad valorem tax in the amount of $2,200,000
being collectible with and as a part of other general taxes for the year 1977;
and
WHEREAS, Minnesota Statutes, Section 475.61, permits the cancellation of said
levies providing moneys are on hand for payment of principal and interest for
said bond issue; and it has been determined by this Council that the required
moneys are on hand for the payment of said principal and interest;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that
those ad valorem -tax levys made by resolution of this Council, adopted November
3, 1975, and collectible with and as a part of other general property taxes in
said City for the year 197, be and are hereby cancelled; and
BE IT FURTHER RESOLVED that the County Auditor of Hennepin County, Minnesota, be
authorized and directed to cancel the above described ad valorem tax levys and
to delete said.levys from taxes to be spread for the year 1977.

WHEREAS, the City Council of the City of Edina is the official governing body
of the City of Edina; and
WHEREAS, the City Council has concern for the safety and well -being of people;
and
WHEREAS, the City Council recognizes the degree of importance that adequate
transportation facilities have upon the safety and well -being of people; and
WHEREAS, in the City of Edina Comprehensive Plans, the Southwestern Area Plan,
and the South Area Plan, a major street is justified and indicated to exist
along the Southerly portion of Edina in the Edina Industrial Blvd. alignments
between T.H. 100 and East Bush Lake Road; and
WHEREAS, previous studies prepared for the Metropolitan Council jointly on
behalf of the Minnesota Highway Department, the Metropolitan Transit Authority,
Hennepin County, City of Richfield, City of Bloomington, and City of Edina
and in cooperation with the U.S. Department of Transportation and entitled
494 -100 Southdale Dorridor Transportation Study, did project the affirmative
need for subject "Southside Collector" in Edina; and
WHEREAS, current daily operations on segments of the subject roadway are demon-
strating through traffic volume, level of service, safety and capacity consid-
erations that such collector route warrants improvement which would be facili-
tated by F. A. U. System designation; and
WHEREAS, benefits from such improvements accomplished through F.A.U. Funding
would be comprehensive and significantly noticeable to large numbers of people
on many of the streets and highways and many of the land uses in the area;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that
the City Council hereby requests that the following street sections, herein-
after described and located within the boundaries of the City of Edina be
designated as a part of the Federal Aid Urban System:

Re: ADDITION TO F.A.U. SYSTEM
Dear Mr. Bousquet:
The City of Bloomington respectfully requests that the parallel arterial
street along the south side of I. 494 be designated as part of the Federal
Aid Urban System in the Twin City Metropolitan Area. A resolution passed
by the City Council on October 4th and a letter from Mr. Art Lee, Director
of Public Works of Hennepin County, supporting this designation is enclosed.
The street is part of the Ring Road system, as recommended in the Southdale/
494 Corridor Study, as prepared by Daniel, Mann, Johnson, and Mendenhall.
It is also included as a major street in the Hennepin County Transportation
System Study, as prepared for the Hennepin County,Public Works Department by
Bather- Ringrose- Wolsfeld, Inc.
It is believed that this street meets the qualifying criteria for inclusion
on the F.A.U. System.
1. The basic route (with minor modifications) is now classified
as a collector, and a resolution requesting its designation
as part of the F.A.U. System is enclosed.
2. The current ADT is "over 10,000 on portions of the route. The
traffic count will vary considerably over the route, due to
its function as a transportation facility for the short trip;
however, it is predicted that the traffic count will exceed
20,000 ADT at several locations on the route by the year 1990.
3. This street serves a special function in connecting commercial
and industrial areas in Bloomington. The improvement of this
route would facilitate a reduction of the hazard- inducing
short trips using the Interstate 494 which now tends to serve
as the connector for certain of the commercial - industrial areas.
The completion of this street would tend to decrease "through
type traffic" on the residential area streets. It would con-
nect several major activity centers, such as Metropolitan
Stadium, Southtown Center, Industrial Parks, community shopping
centers, proposed M.T.C. Bus Garage, the 494/100 area, and
Southdale, as well as interconnections with several other major
roadways in the region.

4. This route would provide for transit in accordance with
current and projected levels of service.
5. This street would positively affect the safety and capacity
of the nearby arterials and streets, both the major roadways
such as I.H. 494 and also the lessor and residential streets
in the vicinity.
6. This route would have limited direct land access, and future
access would be controlled through congregating the access
for several properties to the minimal number of driveways and
.the controlling turning movements at those locations.
The community recognizes that the westerly segment of the route, that portion
between Normandale and East Bush Lake Road (Co. Hwy. No. 28) will require
adjustment of the exact alignment of the collector designation. A similar
action will be required on 80th Street from Penn Avenue (Co. Hwy. No. 32) to
I =35W and on 79th Street from I -35W to Lyndale Avenue. In the latter two
sections, it may be appropriate to transfer the collector designation from
82nd Street to 80th Street.
Twenty- fourth (24th) Avenue (Co. Hwy. No. 1) is on the F.A.U. System and will
serve as the connector between 79th Street on the west and 80th Street on the
east of 24th Avenue. A future revision in that area might provide a smoother
transition between those roadways.
The City of Bloomington requests that 34th Avenue, between 80th Street and
I -494, be designated as a collector route and be added to the F.A.U. System.
The said segment of 34th Avenue would provide the necessary continuity for the

A RESOLUTION REQUESTING THAT THE BELOW- DESCRIBED STREET
SECTIONS BE DESIGNATED AS A PART OF THE FEDERAL AID
URBAN SYSTEM
WHEREAS, the City Council of the City of Bloomington is the
official governing body of the City of Bloomington; and
WHEREAS, the City Council has concern for the safety and well -.
being of people;.and
WHEREAS, the City Council recognizes the degree of importance
that adequate transportation facilities have upon the safety and
well -being of people; and
WHEREAS, in the City of Bloom ngton Comprehensive Plans, the
Q15estern Area Plan, the Caa4raa Area Plan, -ar= — the--E-as- te- rn-ATe- —P-1-an,
a major street is justified and indicated to exist along the 3ortA -h

WHEREAS, the Hennepin Coun-ty Transp .station %System Plan has

WHEREAS, previous studies prepared for the Metropolitan Council
jointly on behalf of the Minnesota Highway Department, the Metropoli-
tan Transit Authority, Hennepin County, City of Richfield, City of
Bloomington, and City of Edina and in cooperation with the U.S.
Department of Transportation and entitled 494 -100 Southdale Corridor
Transportation Study, did project the affirmative need for subject
"N -t Collector" in B n; and
WHEREAS, current daily operations on segments of the subject
roadway are demonstrating through traffic volume, level of service,
safety and capacity considerations that such collector route war-
rants improvement which would be facilitated by F.A.U. System desig-
nation; and
WHEREAS, benefits from such improvements accomplished through
F.A.U. Funding would be comprehensive and significantly noticeable
to large numbers of.people on many of the streets and highways and.
many of the land uses in the area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL. OF THE CITY
OF BLOOMINGTON IN REGULAR MEETING ASSEMBLED that the City Council
hereby requests that the following street sections, hereinafter de-
scribed and located within the boundaries of the City of Bloomington,
be designated as a part of the Federal Aid Urban S7stem:

Dear Mr. Deming:
RE: Addition to F.A.U. System
The Hennepin County Department of Public Works supports the addition of a street
alignment generally parallel with and a short distance south of I -494, in
Bloomington, to the Federal Aid Urban System as requested by the City of Bloomington
and if such route does, in fact, meet the Qualifying Criteria for the inclusion of
Collector route. The said alignment involves several sections of streets, but
comprises one basic route. The sections are listed from east to west as follows:
1. East 80th Street from 34th Ave. to 24th Ave. (County Highway No. 1)
2. 79th Street from 24th Ave. (County Highway No: 1) to I -35W
3. 80th Street from I -35W to Normandale Blvd. (County Highway No. 34)
4. 82nd Street from Normandale Blvd. (County.Highway No. 34) to Norman
Center Drive
5. Norman Center Drive from 82nd Street to Green Valley Drive
6. Green Valley Drive from Norman Center Drive to East Bush Lake Road
(County Road 28)
The county endorses the application as submitted by.the City of Bloomington for
addition of the stated streets to the Federal Aid Urban System. The route provided
by those streets is of importance to the region. It can yield potential benefits
in improved level of service on other roadways of local, county, and state juris-
diction if placed on the F.A.U. system and improved in certain areas.
Hennepin County roadways No. 1, 35,.52, 32, 17, 34, and 28 have intersections with
the stated route. The proposed route is functionally classified as a Collector in
the recently completed Hennepin County Transportation System Study.

WHEREAS, the City Council of the City of Edina has, by resolution adopted November
3, 1975, levied a special ad valorem tax for the payment of principal -and interest
of its General Obligation Redevelopment Bonds of 1975 (Housing and Redevelopment
Authority) Fund; said ad valorem tax_ in the amount.of $2,200,000 being collectible
with and as a part of other general taxes for the year 197; and
WHEREAS, Minnesota Statutes, Section 47.5.61, permits the cancellation of said
levies providing moneys are on hand for payment of principal and interest for said
bond issue; and it has been determined by this Council that the required moneys are
on hand'for the payment of said principal and interest;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edina that those

As you are aware, the City's Deferred Payment Loan Program requires a lien
Against a recipients property for seven years before the deferred loan becomes
a grant. If the owner sells any time during the seven year period, the loan
must be repaid. Deferred loan.funds repaid to the City are considered program
income of the Community Development Block Grant Program under HUD guidelines.
This program income can be reprogrammed to any eligible activity with City
Council authorization.
Recently, three deferred.loans have been repaid creating $4,187 in program
income. The additional funds are not needed in the Deferred Loan program due
to the size of the allocation.for Housing Rehabilitation in Year IV.
The deferred loans were repaid from different funding cycles of the CDBG
program; consequently, reprogramming options are somewhat different. From
Year II, $2,987 is available for reprogramming, and $1,200 is available from
Year III. Reprogramming options for corresponding years are listed below:

SOUTH HENNEPIN MENTAL HEALTH ADVISORY COMMITTEE
HISTORY
The South Hennepin Mental Health Advisory Committee evolved out of the efforts of a.
previous South Hennepin task force which developed a model of day service delivery
for people with mental health problems and for those who are mentally retarded and
have associated behavior problems. At the conclusion of these efforts and because
of the diversity,of concerns and problems of the two target groups, the .task force
refocused its efforts to emphasize the mental health population only. (An existing
task, force on developmental disabilities has addressed the concerns of the mentally
retarded.)
PHILOSOPHY
The Committee adopts a broad philosophy related to mental health /emotional wellness
and therefore focuses its efforts on such concerns as;
- promotion and enhancement of good mental health/ emotional wellness
- prevention
-early intervention
- treatment appropriate to client need (hospitalization, medication,
support, counseling, etc.)
- education
The Committee adopts the philosophy of community based services for people with emo-
tional or mental heaith problems. The community services concept involves the provision
of a broad range of services in the least restrictive setting possible -- counseling,
social, recreational, residential, living skills, support, etc.- -and located in the
person's own community (for example, medications dispensed at a community hospital).
The Mental Health Advisory Committee is also committed to developing an integrated
service continuum involving both public and private organizations.
COMPOSITION
The Mental Health Advisory Committee and its subcommittees -are made up of represen-
tatives of numerous public and private agencies, clergy, consumers, and interested
community representatives of the South Hennepin area. Additional members are re-
cruited as the committee continues to clarify its goals and responsibilities.
ROLE
The Mental Health Advisory Committee acts in an advisory capacity to the South Hennepin
Human Services Council in its planning /coordinating activities for Bloomington, Edina,
Eden Prairie and Richfield. The committee. is currently involved in defining short
and long range goals for developing a comprehensive mental health continuum of care in
the South Hennepin area. The agency/ community representatives provide insights and
input regarding service delivery problems..and capabilities of existing'mental.health
and community programs. The role of.the Mental Health Advisory Committee is;
1. To assist the Human Services Council in developing recommendations for
the improvement of the mental health service system in South Hennepin.
2. To advise the Council on relevant mental health issues.
3. To initiate investigation into relevant mental health problems.
GOALS
The South Hennepin Human Services Council and the Mental Health Advisory Committee have
adopted three broad goals and a number of objectives by which to direct the development

1. Hennepin County, in implementing the Community Support Project, is requested
to use the South Hennepin Human Services Council in. its capacity as a clearing
house for planning, coordinating, and communicating with local agencies
regarding mental health services.
2. The South Hennepin Human Services. Council requests. representation on the
Hennepin County Community Support Project Implementation Committee.
3. The Hennepin County Mental Health,Department is requested to assign all
South Hennepin residents to the South Hennepin CSP Casemanager and should
transfer those now assigned outside the area.
4. Hennepin County, with assistance from the South Hennepin Human Services
Council, should locate office space in the South Hennepin area for the
CSP Casemanager and related project personnel by January 1, 1979.
S. Hennepin County is requested to clarify outreach and casefinding respon-
sibilities among Community Support Project staff and other agencies.
6. The South Hennepin Mental Health Advisory Committee will assist
the Community Support Project in outreach and casefinding in South

of the Mental Health Aftercare Study Implementation Committee to
serve on the South Hennepin Mental Health Advisory Committee.

South Hennepin Human Services Council
Composition: The Mental Health Adv.isory Committee is comprised of representatives
from public and private human services agencies in or serving the South Hennepin
area, other agencies which provide services associated with human needs,(e.g.
schools, churches, etc.), private business, and consumer groups.
Responsibilities:
1. Advisory Committee members and South Hennepin Human Services Council staff
recruit members to the committee to secure representation by the aforementioned
groups and to replace membership as appropriate and to recruit additional
members to issue- specific subcommittees.
2. Convene at regularly scheduled meetings and periodically when Advisory Committee
action is needed.
3. Solicit input from the organization represented regarding needs for mental
health services and the activities of the Advisory Committee.
4. Assist in the development of goals and objectives for the South Hennepin
Human Services Council regarding mental health services.
5. Solicit support from each represented agency.
6. Assist the Council in drafting and presenting appropriate recommendations
to public and private agencies.
7. Members provide technical consultation to area agencies in developing mental
health services and to the Council regarding specific issues.
Operation: The Advisory Committee will operate as a standing committee to .
South Hennepin Human Services Council and will work directly with the staff of the
Council.
The Advisory Committee may form subcommittees tb accomplish specific tasks or
to address specific mental health issues. Additional members may be recruited.

I feel the program has some merit and have approved it. There will be
no overtime costs to the City as it will be presented by staff people
who obviously give us more than the normal amount of time.

of the League of Minnesota Cities held in cooperation with the Association
of Metropolitan Municipalities to be held at the Holiday Inn (just north of
I -94 and Humboldt Avenue) in Brooklyn Center on November 1, 1978.

reporting law and the second hour will be a presentation on the new energy

In 1969, Watermain (Project 196) was installed on Cooper Circle and the residents
at 13 and 14 Paddock Lane were allowed into the watermain project. They were
not guaranteed that they would not have to pay an additional assessment if
watermain was constructed on Paddock Lane.
In 1977, Watermain (Project 320) was installed on Paddock Lane with a Fire
Hydrant being placed mid -block for Fire Protection. Individual House Services
were not provided for Lots 13 and 14 Paddock Lane per Mr. Dunn's instructions.
A letter from Mr. Schmid of Mackall)Crounse and Moore is attached concerning the
Watermain project.
Three alternatives are possible at this time..
(1) The First being to eliminate the two lots from the benefitted
area which will increase the assessments to the remaining 86
lots from $2,863.49 to $2,930.08.
(2) The Second alternative is to assess the difference between
the amount paid in 1969 and the 1977 assessment (approximately
$2300) for the Fire service line provided on Paddock Lane.
(3) The Third alternative would be to assess the full assessment
based on providing water to the Rolling Green area per 1969
comments in Council minutes.

WHEREAS, Adam Daniel Batko has served the City of Edina faithfully and
energetically for 22 years since February 19, 1956; and
WHEREAS, Adam Daniel Batko, having achieved the title of Public Works
Superintendent, did oversee the operation of the Public Works Department
during Edina's greatest period of growth, when more than 150 miles of new
roadway was constructed and total development increased from thirty -three
to ninety -five percent; and
WHEREAS, Adam Daniel Batko brought honor and recognition to the City of
Edina through his own efforts and creativity as illustrated especially
by his invention of specialized equipment now in use throughout the world,
NOW, THEREFORE BE IT RESOLVED that the Edina City Council does hereby
express their sincere appreciation to

I am giving you and the EDINA CITY COUNCIL written notice as to my complaint
on the real estate tax assessment I recently received on my property.
I am firmly against this assessment as it has not improved my propertyifireatly.
It has only made it easier and more convenient for the people working and owning
the businesses and factories located in the Metro Blvd., Edina Industrial Blvd.,
Bush Lake Road and W. 76th St. area.
I believe that these factories and companies and businesses should pay for the
street improvements rather than the six pieces of property between Rabun and
Nine Mile Creek on West 70th Street, as they are the ones that need and use it.
As I will be out.of town during the next Edina Council meeting which is Monday,
October 2, 1978 and the assessment question will be on the agenda, I wish to have
my letter read into the minutes of this meeting. I am voicing my complaint
against this unfair assessment as I did not have anything to say about this im-
provement and really did not need it.

i Council Members:
I am writing this letter, which is in reference to the
Proposed Special Assessment on Watermain Improvement
No. 320, because I will be out of the city on September
18, and cannot appear in person at the Council meeting.
My family and I have resided at 14 Paddock Road since
October, 1970. When we first received notice that
construction of Watermain Improvement No. 320 was being
considered, we telephoned Mr. Robert Dunn. We informed
Mr. Dunn that our home was being serviced already by
the City of Edina, and that we had fully paid a previous
special assessment. Mr. Dunn assured us that there
would be no special assessment for 14 Paddock Road.
Mr. T. R. Anderson, 13 Paddock Road, also discussed this.
matter with Mr. Dunn because he, too, had already paid
a special assessment which provided his home with
city water.
On the basis of these telephone conversations, neither
Mr. Anderson nor myself appeared at the original meeting
on this improvement because we believed that we would
not be assessed. I can assure you that we would have
registered a strong objection to any plan which assessed
homeowners twice for the same service.
I have now been informed, contrary to earlier conversations,
that we will be assessed. We do not believe that it is
fair, especially in view of the assurances we were given,
to now assess us for a service already provided. I urge
you to reconsider, and assess only those homeowners who
benefit from the improvement..

Subject: Police Salary
At the Council Meeting of September 11, the Council reviewed and approved the
police 320 Contract. At that time the proposed increase in starting wage was
modified with instructionsto bring the matter back once the City got a reading
on the degree of fairness being utilized by individual officers on the clothing
allowance. With all the requests for clothing now submitted, the overall dollar
value requested is quite reasonable.
It is my recommendation at this time that the Council reconsider the issue of
starting wages. At present Edina is well below other. MAMA /320 communities in
its starting monthly wages for 1978.
In addition the dispatchers in the Police Department currently receive a monthly
salary of $1183 per month which is more than that of starting patrol officer which
is normally considered a position of greater responsibility. The current starting
salary is at 59.9% of top patrol (after 36 months).
It is my request that the City increase its starting wage to $1183 per month for
the first six months (77.8% of top patrol) and increase to $1200 per month for
the second six months. This would place Edina at a ranking of 8th highest out
of 19 MAMA communities for the first six months and 14th out of 19 for the second
six months.
