RESOLUTION
WHEREAS, the following described property is at present a single tract of land:
Lot 1, Block 1, Killarney Shores and the North 6 feet of Lot 2,
Block 1, Killarney Shores; and
WHEREAS, the owner has requested the subdivision of said tract into separate
parcels, (herein called "Parcels ") described as follows:
The North 6 feet of Lot 2, Block 1, Killarney Shores, together with
that part of Lot 1, Block 1, Killarney Shores, lying South of the
following described line: Commencing at a point in the West line
thereof, distant 45.06 feet North of the Southwest corner thereof
to a point in the East line thereof,.distant 45.11 feet North of the
Southeast corner thereof as measured along said East line and ex-
cepting therefrom that part of said Lot 1 taken for Road Easement
described in document No. 3859785; and
Lot 1, Block 1, Killarney Shores, except that part lying South of the
following described line: Commencing at a point in the West line
thereof, distant 45.06 feet North of the Southwest corner thereof
to a point in the East line thereof, distant 45.11 feet North of the
Southeast corner thereof as measured along said East line and ex-
cepting therefrom that part of said Lot 1 taken for Road Easement
described in document No. 3859785; and
WHEREAS, it has been determined that compliance with the Subdivision and Zon-
ing Regulations of the City of Edina will create an unnecessary hardship and
said Parcels as separate tracts of land do not interfere with the purposes of
the Subdivision and Zoning Regulations as contained in the City of Edina Ord-
inance Nos. 801 and 811;
NOW, THEREFORE, it is hereby resolved by the City Council of the City of Edina
that the conveyance and ownership of said Parcels as separate tracts of land is
hereby approved and the requirements and provisions of Ordinance No. 801 and
Ordinance No. 811 are hereby waived to allow said division and conveyance there-
of as separate tracts of land but are not waived for any other purpose or as
to any other provision thereof, and subject, however, to the provision that no
further subdivision be made of said Parcels unless made in compliance with the
pertinent ordinances of the City of Edina or with the prior approval of this
Council as may be provided for by those ordinances.

special assessment for the following improvement: .
CONSTRUCTION OF SIDEWALK NO. 18
Sidewalk in front of 4100 West Fiftieth Street.
The area proposed to be assessed for said improvement is as follows:

PROPOSED ASSESSMENT - $6,752.13

SUBJECT: Sales of Lots (Lake Edina Addition)
Bids were opened on March 16, 1977, for eight lots in Lake Edina
Village Replat.
We received a bid for only one lot. This was a bid for Lot 5, Block
1, from Gary G. Halverson, 6301 Logan Ave. S., Richfield MN. for
$11,775, or $775 over the minimum. A list of proposed terms is

at the rate of $6,000.00 per lot as we use .the lots.
Due to the large costs for compacted fill, piling, fencing to
screen the lots from the highway, etc.-we feel that this is
the most that we could offer for these lots.

1. Report.of_ the. "Commis.sion.on - Minnesota's Future ", January 1977, recommended
that'a study"be "made of a Unicameral Legislative. - system for Minnesota;
2. Minnesota•legislature ` is.bicameral..(two houses -Senate and House of-Representa-
tives). Consists of 201 members - 67 Senators and 134 House members. One of the
16rgest.'in the United States. Minnesota.is the-8th largest: California,: :.the
largest:'state, has 12b :legislators,.
3 Each,Senator now represents 56 ,000 people and each House.member 28,000.. :The
reason Minnesota has two.Houses,-ins.tead•of one,.is•tha.t they copied the Federal
Government system." There, the,:Senate consists•of..two:- Senators from each -state
regardless of popu 1 at i on, :and the House �cons,i s is -of • 435 members bas i ed: on strictly
population. The area theory is not used in voting for Senators and Representatives
in any, State Legislature: as the Sup "reme - ,Court .ruled in,. 1:96:4 that . i n voting for State
Offices only populat- ion.shall:.count., Therefore, all states, have.two House members
and a Senator being elected,by'.the same.people = except Nebraska. Since 1934
Nebraska has had -one house (Unicameral system).
4. Checks -and ba'lan'ces are provided in.:the.Constitution-by having the Judiciary
(Supreme Court)!, the Administration (Governor) 'and. the'legisfature each..with
seperate.powers. We elect 201 legislators'who pass- a single bill 'concef ing:a
subject - the Governor can veto it, but the legislature can override it.. The
legislature divides itself into.2 committees - one called-the House 134 members
and the other the'Senate',- 67-members to study_a.bill. The fact remains they
pass only one bill (the other two:- Judiciary'& Administrative) providing."�the check
and balance. Many major bills are put in final draft form by a Conference Committee
of usually ten members .(5..from each House) this really acts as one House.
Conference Committee bills cannot be amended - only -voted up or down.
5. Question is how many people,siiould a legislator•represent? I. am recommending
28,000. As Minnesota:is-,a , big state in area and in some areas sparsely, settled.
To represent more people would make some districs extremely large. :Having 28,000
people makes it possible for the voters to become personally acquainted with their
representatives. _.
6. If Minnesota had a one house. legislature, the House chambers would - provide more
than adequate space. This would leave the Senate Chamber to be converted.into a
meeting room for use when the public may want to hear major bills - also ,a,] low
ample space for offices for the legislators. No need to build more office space
for legislators.
7. School boards, City,Councils; County Boards, Corporation Boards:, Church Boards, -
and most of the governments :in.the world are one house (Unicameral) so why not the
State Legislatures? -Nebraska has,.Unicameral since 1934 (their football team.beats
Minnesota).
8. One house "would.cut the• °citizens cost in promoting legislation as,they,would
have one house to educate - not two, as is the present case. It costs citizens
Money and time to lobby two houses. It's now impossible to compute citizen cost.
9.. The cost of salaries, and staff and Administrative.costs f.or. 1976- 1977.was
$8,000,000 for the Senate•and $13,210,000 for the House. Total cost amounted.to
$21,210,000.00.
Quality legislation is made by quality legislature - not by numbers!

Once again we are hearing about more state legislative expenses - new state office
buildings,an increase in per diem, increase in salary for legislators and staff.
No talk about getting more for the buck - no talk of saving money.
As a citizen of Minnesota I feel we would be better off with fewer legislators.
Let's eliminate duplication and have only a one house (Unicameral Legislature).
Some facts concerning my proposal are enclosed. If you are in agreement with my
proposal, please make copies of this letter and the enclosed material and mail
to as many friends as you can whom you think might be favorably inclinded toward
the change as outlineJin the enclosed Letter to the Editor Fact Sheet.

informed of future events and contact your legislators.
I have been informed by Senator John Milton that he soon will be introducing a
bill to implement a change to a one house (No place to hide) 134 member legislature
(Unicameral - with 50% running each two years; each representing about 28,000
people). Four year term - called Senators.
A change can only be made by having the legislature put the question on the ballot
as a constitutional amendment and the people would have to vote for it. If you
want more detailed information on the subject, contact me - I have plenty!

Late Thursday March 31, Greg advised me of his intention to resign
about April 21 to become an associate with a planner in Mankato at
considerably more money than we are paying.
To help me decide as to how to fill the vacancy, I would appreciate
your thoughts on what type of planning you think you want the
City to be doing the next three or four years. We are coming to
a conclusion of the development of new areas and if the proposed
commissions reorganization goes through, this would have some
effect on the type of person we would want heading up the planning.

Staff has received two price quotations for twenty -three (23)
bikeway signs, five (5) walking trail signs, two (2) general
cautionary bikeway signs, and miscellaneous directional signs.
These signs would be used to mark the Lake Cornelia Park bike-
way and walkway and the Bredesen Park bikeway and walkway.
Leroy Signs, Inc. has quoted.a total price for the signs of
$1,058.00. Nordquist Sign Company has quoted a total price
of $650.00.
The Edina Federated Junior Women's Club has contributed $300.00
toward the design and purchase of these bikeway /walking trail
signs. The balance of the cost for such signs would come from
the Park Department Capital Improvements fund.
Staff recommends purchase from Nordquist Sign Company for
$650.00.

At your earlier request, I listed a comparison of 1976 taxes on
your 1977 t,-:.Y bill.. With hopefully atypical, hasty incompetence,
I compared a 1977 school amount including the vocational school
with a 1976 local school amount only; thereby showing an ex-
aggerated percentage increase of 21 percent. I hope distribution
of this error has been small, with no debilitating effect upon
potential ecumenical spirit among school and city administrators.
A more correct comparison is attached.

RESOLUTION OF CONGRATULATIONS
WHEREAS, five Edina High School students were named 1977 Minnesota State
All- Around Champions in the State Amateur Athletic Union Novice Gymnastics
Tournament; and
WHEREAS, these five girls have demonstrated great skill and ability in
their performance of gymnastic exercises; and
WHEREAS, under the direction of Coach John "Skeeter" Helgerud over the
years, these girls have practiced diligently to acquire skill and pre-
cision as gymnasts, with their efforts having been rewarded by winning
the 1977 Minnesota State All- Around Championship in the State Amateur
Athletic Union Novice Gymnastics Tournament;
NOW, THEREFORE, BE IT RESOLVED that the Edina City Council does hereby
extend its most sincere congratulations to Julie Chapman, Beth Eames,
Ginny Johnson, Darla Langefels and Sue Lund; and
BE IT FURTHER RESOLVED that appropriate copies of this resolution be
presented to them and to Coach Helgerud.
