Brown, Director Office of Transit Administration MINNESOTA DEPARTMENT OF TRANSPORTATION 419 Transportation Building St. Paul, Minnesota 55155 Re: Para - Transit Demonstrations Dear Mr. Brown: The City of Edina is, interested in the development of para- transit services in this subregional area as defined by Metropolitan Council. The City Council, on Jyly 11, 1977, passed a resolution supportive of the Yellow Cab shared -ride concept. (See attached copy of Council Minutes, 7/11/77) The second type of system proposed would be a subregional transit service focusing the transit services on the major activity center .(.known as Southdale area). This system would be consistent with transportation policies of the Metropolitan Council. Two previous studies, Edina Transportation Transit Study and _494 /100 Southdale Corridor Transportation Study, concluded that potential existed for a localized service to link residential neighborhoods to acti -vity centers which would solve part of the transportation problems of the area. The recently completed South Hennepin Route - Ridership Improvement Project Study, provides recommendations on transit improvements for this area (see attached exhibit). The initial demonstration would not attempt to provide all services noted. Thus, a demonstration of this concept is consistent with metropolitan policies and previous area studies. The preliminary data on the localized service is as follows: A. A route deviation service has been developed: 1. A user would have the option of calling a dispatcher for pick -up at their door or boarding a vehicle along a designated route. 2. The vehicle may deviate from the routes at any time to pick up or discharge passengers but must return to the route at the point of deviation. Note: Spare vehicle will be dispatched from central location to complete route if first vehicle becomes full or cannot return to route schedule due to route deviation. B. The service area in Edina would include area not currently served by regularly scheduled service provided by the Metropolitan Transit Commission, exclusive of the express buses (35 Flyers). The map attached from the South Hennepin Route - Ridership Study is the approximate area. (2) shopping, social /recreational trips throughout the day and (3) youth activities after school and summer programs. C. Preliminary cost estimates based on serving area depicted on map at an hour frequency between 7:00 A.M. - 10:00 P.M. weekdays and 9:00 A.M. - 6:30 P.M., Saturdays, are as follows: Labor - $200,000.00 Vehicle Leasing Cost and Anticipated Maintenance - $100,000.00 Dispatching Equipment - $ 30,000.00 Contingency - $ 30,000.00 360,000.00 This estimate represents the most extensive service that would be proposed at this time. D. The concept proposes to demonstrate the following: 1. Route deviation operation. 2. Subregional transit system as cost effective means to resolve local transportation problems: a. reduce air pollution. b. reduce traffic congestion during peak travel periods. c. avoid expenditures otherwise required to increase road capacity to handle peak travel demands. 3. Implementation of transportation policy of Metropolitan Council focusing improved service on major activity center within subregion by providing quality, convenient multi - passenger and shared ride transit service, commensurate with the demand. 4. Implementation of transit system where use of conventional transit is not economically feasible. The City Council, on September 19, 1977, moved that this letter of interest be submitted to you. Very �ruly Wa ren C. City Manac WCH /lkw h EXHIBIT 1 EXTRACT FROM COUNCIL MINUTES OF 7 -11 -77 YELLOW TAXT. COMPANY SHARE AND RLDE PROPOSAL STUDIED. Mr. Hyde called Councilts attention to a proposal of the Yellow Taxi Company for a "Share and Ride" program which would serve Richfield, Bloomington and Edina at off -peak hours with the understanding that the passenger must agree to share the cab, be ready for at least one hour and stay within the Service area. He advised that the proposal has been presented to the Edina Advisory Transportation Committee.and that they had unani_tiiously recommended that it be presented to the Council. Mr. Hyde emphasized that funding would be through a legislative grant of $4,000,000 and would be an attempt to develop a type of para- transit which would be compar- itively low priced. As recommended by Mr. Hyde, Councilman Courtney offered the following resolution and moved its adoption: RESOLUTION BE IT RESOLVED that the Edina City Council endorse the concept- of the Share and Ride proposal-of Yellow Taxi Company. Motion for adoption of the resolution was seconded by Councilwoman Schmidt. Councilman Richards said that the idea is good in concept but that lie would want the full facts before the City gives its full endorsement. Ayes: Courtney, Richards, Schmidt, Shaw, Van Valkenburg Nays: None Resolution adopted. r. EXHIBIT 2 Conclusions Discussions were held with the Edina Transit Committee, Suburban Advisory Committee, and project staff to discuss alternative transit services for the area and the alternatives for the Southdale Transit Terminal. The following seven recommendations are made: o Transit must be an important part of the coiamunity and demonstrations of new ideas are mandatory. o The Southdale Transit Terminal should be located at the existing Garden Center at the corner of 66th Street and France Avenue and serve the many transit functions previously listed. This terminal is expected to cost $750,000 and be completed by 1979; the MTC would be the implementing agency. ® That the existing transit routes should focus on the new transit terminal. ® A new localized transit service (Figure 18) should be implemented that provides the following functions: - Connections from the adjoining residential areas to the center - Feeder service to express service to downtown Minneapolis - Circulation /distribution service within the major center area (with a 10¢ fare zone) ® The service should operate from 7:00 a.m. to 9:30 p.m. on weekdays, and from 9:00 a.m. to 6:00 p.m. on Saturdays. ® The City should sponsor the service and apply for a State demonstration grant; the MTC should provide technical assistance. © The localized service should be detailed by staff of the City of Edina and the MTC, with consideration for shared -ride taxi service, route deviation service, and small vehicles on fixed routes. 61 S EXHIBIT 3 FIdURE 18 TRANSIT SERVICE CONCEPT FOR SOLITHDALE MAJOR ACTIVITY AREA SOLFFI-1 HENNEPIN COUNTY r1L:=%zaj IMPROVEMENT PROJECT a 1,000 �000 4000 FEET [\ -� 7 LEGENO QAREA TO BE SERVED HIM 111 F-1 . 62 RIMINI Hill limps I -M! to NEW ou VII. Gustafson Attorney at Law Suite 312 7400 Metro Boulevard Edina, MN 55435 Dear Mr. Gustafson: Following up our telephone conversation of Monday, September 19, I reported on it at the Council meeting that night and showed them your letter of November 1, 1974, which outlines the basis of compensation for services as Prosecuting Attorney, effective January, 1975. As a result, the following motion was passed, "Effective October 1, 1977, and thereafter, the Prosecuting Attorney submit his bills to the City Manager for services rendered as a private contractor and that he is therefore not entitled to fringe benefits." The Council feels that you are not a regular part -time employee of the City and that, therefore, we should not be paying the City's share of PERA and insurance costs. As I pointed out during our telephone conver- sation, we are presently paying you a retainer fee of $650 per month, $44.60 for hospitalization and life insurance, and the employer's share of PERA, which is 8% of $650, or $52.00. I am certain the Council will be willing to consider any presentation you desire to make on these matters. Hyde, City Manager Craig Larsen, Housing Assistance Planner Distribution of.MHFA Grant. Funds v -F On July 11th the City Council authorized staff to make application to the Minnesota Housing Finance Agency for $34,848 to be used for rehabilitating single family homes of Edina residents.with adjusted incomes under $5,000. This application was approved by the State on August 25 for the requested amount. Five per cent, or $1,742.00, is to be used to defray administrative costs; resulting in a net grant amount of $33,106. Staff publicized the program through neighborhood groups, the Edina Sun, WWTC radio reports, and the City Newsletter. Cooperation from these groups was excellent, resulting in a highly publicized program. Applications for this year's program were taken through September 8, 1977. At the cut -off date, we had 16 eligible applicants. Attached you will find a breakdown of applications.by cost of improvements according to our priority ranking. You may notice that this ranking system varies slightly from the one originally approved by the Council. The changes in our ranking were mandated by recently revised State guidelines. These changes are the addition of smoke detectors and moving energy efficiency improvements to number one priority from the number two priority. On the basisof the new priority list, Staff recommends funding improvements through 3F. 1. (Plastering, wall board composition, ceramic, plastic and metal tile). A cut -off at this point represents an allocation of $31,504.26. This leaves $1601.74 in a contingency fund for possible cost overruns on funded improvements. It is our hope to replace 600 trees by 31 December 1978, when the present State of Minnesota Shade Tree Program expires. We plan to plant 200 trees in fall 1977, spring, and fall 1978, if the Council approves. The Park and Recreation Department has applied for three CETA Forestry Aides which may.do the actual replanting and nursery maintainence. These Aides could significantly reduce labor costs and leave the bulk of our funds for the purchase of nursery stock. - Discussions with CETA adminis- trators have been encouaging with regard to acquiring these Aides. If the CETA Forestry Aides are approved, we will be able, at your discre- tion, to provide replacement trees without charging Edina homeowners. If the positions are not approved, we hope to maintain the proposed pro- gram at a cost of roughly $25 per tree to be paid by the homeowner. This fee would cover replanting costs. Last year the City made replacement trees.available to residents at a cost of $40 per tree to cover replanting. The trees themselves were provided at no cost from City nurseries. Unfortunately, only 30% of our residents who lost boulevard trees applied for this program. We therefore feel that to do a good job of reforesting City boulevards a program entailing no cost to our residents is desirable. . New trees planted in parks would be maintained by the Forestry.Aides. We feel strongly that Edina needs a strong replanting program for its boulevards and parklands. You will recall that the property was acquired by the City without payment of any funds, for use for park purposes. Mr. Supplee has been advised that the property can now be put up for auction sale by the State, but that he should be concerned with the possibility of a bid by a speculator who would, if successful, in turn try to obtain a higher price from Mr..Supplee. The County, by Gordon Rahm, in the Tax - Forfeited Land Division, has suggested, to avoid possibility of a speculator's becoming involved, that the City request a private sale to it of the land so that it in turn can sell it to Mr. Supplee. The purchase price from the City would be the sale price paid by the City, plus the City's costs incurred in connection with the acquisition and sale. My only concern with that procedure is that the State statutes relating to acquisition by municipalities of tax - forfeited lands, as well as the law generally relating to acquisition of lands by municipalities, requires that the land be acquired for "a public purpose." The only possible way that the land purchase (for resale to Mr. Supplee) could be deemed for a "public pur- pose is on the theory that it is being acquired by the.City to avoid the possibility of a speculator's acquiring the land and preventing the use thereof by Mr. Supplee as a driveway DORSEY. Have the Council adopt a resolution requesting the State and County to sell to it the property described in the caption of this letter, at a cost equal to the appraised value. 2. We would then submit that resolution to the County, who will then have the land appraised. 3. Once the land has been appraised, we will ask Mr. Supplee to deliver to the City his check in the amount of the appraised value, plus the City's costs incurred, and the City would then deliver its check to the County for the deed to the property and would deliver over its deed to the property to Mr. Supplee. If you concur in this procedure, I would suggest that you put this matter on the next Council agenda. In the interim, we can, if we wish, to speed up the process, write the County requesting that they proceed to obtain an appraisal of the 8 -foot strip for purposes of acquisition by the City at private sale, should the Council desire to so proceed.
