Dear Gordon:
As a follow -up on our discussions and negotiations
concerning the cooperative agreement for the Lake Cornelia
Trail Park, I am enclosing a draft of a cooperative agree-
ment for your review. If the agreement conforms to our
understandings, you might arrange for its approval and
execution by the Edina City Council.
The next meeting of the Board of Managers of the
Nine Mile Creek Watershed District is scheduled for Sep-
tember 17. I am sending a copy of the proposed agreement
to the managers so that they will have it in hand prior
to the meeting. If there is some urgency with the pro-
ject, I would appreciate hearing from you. If everything
is in order, arrange for the execution of the original
and two copies of the agreement.

Cooperative Agreement
Lake Cornelia Trail project
I PARTIES
The Nine Mile Creek Watershed District (hereinafter
"District ") and the City of Edina (hereinafter "Edina "),
acting by and through.their governing bodies., enter into
this cooperative agreement by reason of and in recognition -
of the fact that the overall water and related land manage-
ment plans for the District will be.affected by the actions
of Edina in adopting or permitting land uses or programs
inconsistent with the District's overall plan objectives
for the protection, maintenance and enhancement of flood
plain, open space and recreational lands and the public
water areas of the District.
II PROJECT AREA
The land and water area subject'to this agreement
includes the lands immediately adjacent to Lake Cornelia,
which water body has potential for enhanced recreational
.and aesthetic uses. Lake Cornelia, located in the heart
of a fully developed urban area, is approximately 50 acres
in size. Presently, adjacent lands are used for picnic
areas, ball fields, tennis courts and playground areas.
The District and Edina have as an objective the develop-
ment and expansion of a multi - purpose trail with facilities
for bicycles, walking and jogging and areas for observing
the wildlife of the area. P,ccess to and from' the area . is
controlled through public access and parking areas. The
expansion of use areas, trails and paths, and landscaping
of the surrounding area will spread the public use through
the entire area. In undertaking such a development it is
recognized by the parties that Lake Cornelia will continue
to be managed with the objective of maintaining and.protect-
ing the water storage capabilities of the site. The plan
of development is consistent with the overall plan of the
District.
III OBLIGATIONS OF EDINA
Edina agrees to assume responsibility to undertake
and to properly complete the total of the Lake Cornelia
project improvement. A breakdown of the project costs as
presently estimated is as follows:

The above figures are estimates with exact amounts to vary
depending upon field conditions.. The total project cost
is, estimated to be $20,000.00. It is anticipated that the
project will be undertaken by Edina during the year 1975
and will continue into 1976.

The total payment by the District in accordance with
the terms of this agreement shall be payable as follows:
$5,000.00 during the year 1975 provided that construction
is undertaken by Edina on the trail. The 1975 payment
shall be made following receipt of a written certification
from the City of Edina indicating that construc tion has
been undertaken during the year 1975. It is recognized
that Edina's contribution towards the cost of the project
may be in the form of labor, services, materials and equip-
ment, provided that financial records shall be maintained
by Edina to account for all expenditures and for all con-
tributions in the form of labor, services, materials and
equipment. The balance of $5,000 shall be payable by the
.District in 1976. Upon completion of the trail, there
shall be an inspection of the final works of improvement
by the District. In order to insure the capability of pay-
ment of the obligations due under this agreement, the Dis-
trict shall budget and set aside the monies required to
meet the obligation of this agreement.
VI LAKE CORNELIA DEVELOPMENT PLAN
Edina agrees to update its overall land use proposal
for Lake Cornelia Park and'to submit it to the District in
order to insure coordination of the Edina program with the
ongoing responsibilities of the District. The improvement

shall be consistent with the floodplain regulations of the
District and all improvements..shall.take into account the
water storage requirements for the area.
VII PUBLIC AVAILABILITY
Edina agrees that Lake Cornelia Park will be avail -
able to all residents of the District provided that Edina
may adopt.ordinances and regulations covering the times and
types of uses that could be made of the public park area.
VIII DURATION
This agreement shall be binding on the.parties through
the period required to complete the Lake Cornelia Trail.pro-
ject or December 31, 1976, whichever date first occurs. Ad-
ditional commitments or time extensions shall require a new.
agreement, and in the event it is anticipated that the pro-
ject will not be completed by the end of the year 1976, Edina
agrees to give notice of such fact on or before September 11
1976 to the District, in order that said fact can be taken
into account in developing the annual budget of the District.
THIS AGREEMENT shall be in force and effect upon
execution by the parties in the manner set forth in a

SECTION A
Requests on which the Committee recommends approval as requested or modified, and
the Council's authorization of recommended action.
1. One temporary 10 MINUTE PARKING space at northwest corner of Peterson Appliance
for unloading and loading.
Mr. 0. Peterson, Peterson Appliance Center, requests one parking space,
10 MINUTE zone, on the northwest corner of his building to facilitate pick :up
and delivery from his service center. (See attached letter.)
ACTION TAKEN:
Mr. Luce moved that the Committee recommend-approval of one temporary
10 MINUTE PARKING space at the northwest corner of Peterson Appliance
to facilitate loading and unloading until completion of the ramp, at which
time the space reverts to a NO PARKING ANY TIME restriction. Captain
Merfeld seconded the motion. Motion carried.
2. Removal of STOP signs on Maloney at Arthur Street.
Mr. E. A. O'Brien, 501 Arthur Street, requests removal of STOP signs on
Maloney Avenue at Arthur Street. (St-e attached letter for details.)
Accidents: 0 -1974; 0 -1975
ACTION TAKEN:
Mr. Dunn moved that the Committee recommend removal of the STOP signs on
Maloney at Arthur Street as the signs are not warranted. Mr. West seconded
the motion. Motion passed.

3. NO PARKING ANY TIME restriction on Gallagher Drive (both sides) from France
Avenue to Parklawn Avenue.
Sue Hogansoh, Cedars - Edina, Gallagher Drive, requests a NO PARKING ANY TIME
restriction on both sides of Gallagher Drive from France Avenue to south line
of Cedars -Edina property on Gallagher Drive. She is concerned for safety
reasons, such as cars leaving rental office,.and there is adequate space in
parking lots for vehicles.
ACTION TAKEN:
Mr. Luce moved that the Committee recommend NO PARKING ANY TIME on both
sides of Gallagher Drive from France Avenue to Parklawn Avenue and that
Mr. Hoffman investigate the possibility of restricting parking on Parklawn
Avenue. Mr. West seconded the motion. Motion carried.
4. NO PARKING ANY TIME restriction at 4100 Sunnyside Road.
Mr. Dean Shelton, 4100 Sunnyside Road, requests a NO PARKING ANY TIME restriction
in front of his home. Car parks in front of his house almost continuously
restricting traffic. A bicycle accident may have occurred because of the parked
car.
ACTION TAKEN:
Mr. Luce moved that the Committee recommend:a NO PARKING ANY TIME restriction
in front of 4100 Sunnyside Road and that Mr. Hoffman contact the residents.
at 4102 and 4104 Sunnyside on the possibility of restricting parking to
provide safer vehicle movement in the Arden - Sunnyside Road- Grimes intersection
area. Mr. West seconded the motion. Motion passed.
5. Request-for Council consideration on possible safety problems induced by an
Utley Park hockey rink.
Mr. Ken Rosland, Park Department, requests consideration on possible safety
problems induced by installation of a hockey rink at Utley Park.
ACTION TAKEN:
Mr. Rosland spoke in behalf of the Park Board who had some serious concerns on
the effects of a hockey rink at Utley Park. Mr. Hoffman reported that he had
worked out some possible parking layouts under guidelines provided by Mr. Rosland.
The layouts showed that adequate on -site parking would not be possible to handle
the hockey games. During the rest,of the time, parking would be adequate. The
other two conflicts and concerns of the Committee were people crossing West 50th
Street to the park and the necessary absence of on- street parking during the
4 -6 PM period on weekdays.

As a result, Mr. Luce moved that the Committee request the Council consider
three safety factors:
(a) Lack of on -site parking necessitating parking across the street and
pedestrian traffic across West 50th Street.
(b) The rink would be a major attractor to children and this park is
adjacent to two major streets.
(c) As there is no secondary road in the area, some pick -ups and drop -offs_
will likely occur on West 50th Street.
Mr. West seconded the motion. Motion passed.
SECTION B
- -- Requests on which the Committee recommends denial of the request.
1. Dr. L. C. Lick, 4613 Wooddale, requests a STOP sign installation on Country
Club Road at Wooddale Avenue in lieu of present YIELD sign, as motorists are
nat yielding to traffic on. Wooddale Avenue.
Accidents: 1 -1974; 0 -1975
ACTION TAKEN:
Mr. Luce moved that the Committee recommend denial as the YIELD sign provides
definition of right -of -way and an accident problem does not exist as a result
of present signing. Mr. West seconded the motion. Motion carried.
2. Mr. Mike Lewis, 4601 Drexel, requests STOP signs for Bridge Street at Drexel
for speed control and safety of children in the area. This would be a four -way
STOP as Drexel is presently a stopped street.
Accidents: 0 -1974; 0 -1975
ACTION TAKEN:
Captain Merfeld moved that the Committee recommend denial of the request as
warrants for a four -way STOP are not met. Mr. West seconded the motion.

3. Mrs. Nancy Cave., 6113 St. Johns Avenue, requests a STOP sign on West 62nd
Street at St. Johns Avenue; also, consideration on a STOP sign for St. Johns
Avenue at Garrison Lane. She cites motorists driving too fast and concern
for children's safety in the area.
Accidents: 0 -1974; 0 -1975
ACTION TAKEN:
Mr. Dunn moved that the Committee recommend denial of the STOP sign request
for West 62nd Street at St. Johns because the grade problem would create an
accident -prone situation, and denial of the Garrison -St. Johns STOP sign
request as warrants are not met. Mr. West seconded the motion. Motion
carried.
4. Mr. Alfred Zaske, 300 Adams Street, requests STOP signs for Adams and 3rd Street
as motorists are not careful and his car has been hit twice.
Accidents: 0- 1974; 1 -1975 (75' west of intersection)
ACTION TAKEN:
Mr. West moved that the Committee recommend denial of the request as warrants
are not met. Captain Merfeld seconded the motion. Motion carried.
5. Evie Kjos, 4246 Lynn, requests consideration on a NO TURN ON RED restriction
for Grange Road at West 50th Street. She cites that it is a hazard for motorists
leaving City Hall driveway with cars coming around corner on Grange Road.
ACTION TAKEN ON AUGUST 12, 1975):
Mr. Dunn moved that the Committee continue the matter until the Traffic
Engineering Department completes a turning movement study. Captain Merfeld
seconded the motion. Motion passed. (See attached study.)

6. Police Safety Sub- Committee recommends that west side parking lot be divided.

ACTTnN TAKEN-
Captain Merfeld moved that the Committee recommend denial of the request as
circulation is needed in the west parking lot during special events at City
Hall and Council meetings, and directives can be issued to City employees
to use the Grange Road driveway and not circulate through the west side
parking lot. Mr. West seconded the motion. Motion carried.
SECTION C
Requests which are deferred to a later date or referred to others.
1. Councilwoman Schmidt requests, on behalf of the neighborhood in vicinity of
Lynmar Lane and Mavelle Drive, consideration on traffic problems caused by
motorists short - cutting from West 70th Street to Hazelton Road via Lynmar Lane.
A possibility would be STOP signs to deter traffic from area.
Accidents: 0- 1972;.0 -1973; 1- 1974;.1 -1975
ACTION TAKEN:
After considerable discussion about the increased traffic on Lynmar Lane and
possible solutions to reducing the volumes, Mr. Hoffman recommended that a
traffic study be completed within the next month. Mr. Luce moved that the
matter be deferred until next month until a thorough traffic investigation
can be completed on possibilities of reducing traffic volumes on Lynmar Lane.
Captain Merfeld seconded the motion. Motion carried.

This letter will facilitate as a formal request for a one car park-
ing area, posted for 10 Minute parking and located at the North -West
corner of our location at 4936 France Av. So., (see enclosed diagram)
on 49 1/2 St.
Since this is the location of _our warehouse and service facility and
there is substantial traffic of pickup and delivery of appliances and
television, this action would serve to alleviate the burdensome prob-
lem of trafficking merchandise thru the sales area and loading /un-
loading on France Av. which has traffic problems of it's own.
It is my observation this parking area would not interfere with the
normal flow of traffic on 49 1/2 st. nor would it disrupt the activity
of the ramp construction. Since this is mainly consumer activity I feel
this action would serve to assist our Edina customer's. I would
appreciate both your observation and decision As soon as possible.

SJ3JEICT: Parking Lot West of Council Chambers
On -I.0 -ust 19, 1975, the Police Safety Sub - Committee discussed a. motor
_ vehicle collision that occurred in the west Parking.Lot of the.City
tall. A recoc ^endation was made that the.Parking Lot on the west side
be divided or barricaded just north of the west entrance on Grange
Road.
This request is made as a solution to a number of problems, two of
which are listed below:
1. Reduce the amount of through traffic and, as a result, reduce
the possibility and probability of motor vehicle collisions.
2. Prevent the general public 'fro driving and /or parking in the
back portion of the Parking Lot. Use only for police and city
employees.
It was decided in the Sub - Committee that a written, formal request
s ould be made to both the Traffic and the Safety Committee.

CLARIFICATION OF ALLOWED MULTI - FAMILY DENSITIES
IN THE SOUTH, SOUTHWEST, AND WESTERN EDINA PLAN AREAS
1. All multi - family developments with more than two. units per structure shall be zoned
Planned Residential.District rather than R -3, R -4, or R -5.
2. The density of any parcel or tract of 'land .shall be no greater than identified by
the comprehensive plan governing.that. tract or parcel.
3. The maximum allowed density governing any tract or parcel of land in the South,
Southwest, and Western Edina "Plan areas shall be reduced cumulatively (up to 500)
by the following identified percentages if the following identified situations are
applicable:

Gentlemen:
Re: Clarification of allowed multi-
family densities in Edina
Our company owns property in the vicinity of 76th and France Avenue
South, which is in the area known as the South Edina Plan. Under
the South Edina Plan, which was adopted in 1973, the development of
our property and the allowable densities therein, whether for com
mercial, industrial, or residential use are to be controlled by
traffic generation criteria. Both the planning commission and the
council made an extensive review of the factors involved in the de-
velopment of the vacant property in Southeast Edina, and in particular
the property included in what is called the "exception area ". Based
on the type of development occurring in the surrounding area, they
concluded that the development of the 'exception area" should not be
tied down to definite land uses, but rather with certain specific
exceptions the area could be developed for non - residential or resi-
dential purposes with the density of such developments to be controlled
by traffic generation standards set forth in the report. These traffic
controls are in accordance with the findings of the consulting firm
of Daniel, Mann, Johnson, & Mendenhall (DMJT4).
Since Southeast Edina is considerably different than other vacant
properties in Edina, it is my strong feeling that the proposed re-
duction of allowed multi - family densities should not in any way apply
to the South Edina Plan, and in particular the Southeast Edina area.
My reasons for this opinion are as follows:
1. The environmental factors such as nearness to existing R1
developments, or presence of wetlands, flood plains or natural
hills, valleys and slopes have no application to Southeast
Edina. The land lying within that area is either the site of
an existing sand and °ravel mining operation or has had sand
and gravel removed in the past.
2. Aside from environmental factors, questions of traffic would
appear to be the other concern as evidenced by the specifying
of a tract or parcel's distance from an accessible freeway
interchange. As pointed out above, the South Edina Plan

purports to control land use and density thereof by
reference to traffic trip generation criteria in a far
more comprehensive way than the proposed t4clarification
of allowed, multi- family densities19. There is therefore
no need for the "clarification" ordinance as related to
South Edina. The South Edina Plan further sets forth
a commuter trail between "lest 70th.and West 76th Streets"
which is set up as a possible s trip for transit facilities
in the area to handle the traffic which may be generated
from existing commercial developments and future non -resi-
dential and residential development' in that area.
3. This last year sanitary sewer, water and storm sewer lines
were recently installed in York Avenue and West 76th Street.
These facilities were sized to more than accomodate the
density and uses which are permitted under the South Edina
Plan. Vie and other property owners will be paying special .
assessments for these utility services, based on the capacity
to serve the densities and land uses permitted by the South
Edina Plan.
4. Under.the South Edina Plan there is proposed approximately
11 acres of park land and commuter trail to be established
in the L'exception area ". In addition, there are recent
proposals by the City Council to increase further the amount
of park land in the Southeast Edina area. The existance of
considerable open space and park land is another reason for
not lowering the density of the development.
For the reasons I have set forth above, it would be my request that
the South Edina Plan be deleted from the proposed clarification.of
allowed multi- family densities in Edina.
Please incorporate this letter as part of the record of the public
hearing to be held by the Planning Commission on September 3, 1975
and the City Council on September 8, 1975..
