Hyde, City Manager FROM: Gary West, Administrative Services Coordinator DATE: November 14,197 5 SUBJECT: AMENDMENT TO ORDINANCE NO. 121, VACATION SCHEDULES FOR POLICE PATROLMEN AND DETECTIVES The Public Employee Labor Relations Law requires that the City make every reasonable effort.to implement labor agreements reached with their employees and adopt such ordinance amendments or resolutions as necessary to accomplish this. The arbitration award and subsequent contract with Teamsters Local 320, repre- senting the patrolmen and detectives in the Police Department provided for an increase in the accumulation of vacation leave for employees after ten (10) years of service. The accompanying proposed ordinance amendment makes the necessary modifications to the Personnel Ordinance No. 121. 1 recommend the ordinance be adopted with second reading waived. Your appointment will run through 1976 and we request that you comply with ordinance #162 (refer to enclosure). The;Advisory Board will be a working committee, task oriented, under the auspices of the Edina City Council. Some of the questions the Advisory Board will have to answer are: 0. For who will the program be designed? 2). For what kinds of needs will transportation be provided? 3). Will the program offer other services? The Advisory Board will determine the minimum number of volunteers needed in the program, develop volunteer job descriptions and program procedures, develop a budget (may not need much money but there may be some financial outlay), fix responsibility for volunteer recruitment, volunteer screening, volunteer orientation and training, volunteer supervision and recognition, develop program "hardware" application forms, intake forms, recordkeeping, training material and insurance. The City of Edina will cover the drivers for liability and workman's compensation, if the volunteers meet with the guidelines that have been set by the Advisory Board. The Board will also establish publicity strategy and determine policies for referrals for ser- vices not offered by the program. Also please note my comments as presented at a recent HRC meeting. The need is there in my opinion. Assuming the council reaffirms this, I feel it important that Gene, the HRC chairperson and the City Manager or staff sit down at year end and define objectives, clearly spell out Gene's direction and enumerate the City's expectations. In addition, a formal review ::ould LZ est::a Lir^..- where an objective and direct evaluation would be made by the City and the commission chairperson of his firm's performance. Hyde City Manager 4801 West 50th Street Edina, Minnesota 55424 Dear Warren: As you know, the original joint powers agreement for land acquisition along Minnehaha Creek was executed in 1969 by the municipalities along the upper reaches of the creek. The second phase of a long -term plan initiated at that time was to select, design and construct specific pro- To accomplish this, tre current Minnehaha Creek Cooperative Agreement which in- cludes all municipalities along the entire creek was executed in 1973. The feasibility study of projects petitioned for by the signatories to that agreement was adopted early in 1974. A public hearing was then held and the projects were or- dered in November, 1974. The final design and specifications are now complete and have been in your hands for several weeks. Throughout this process, the Managers and staff of the watershed district have endeavored to obtain the broadest possible input through direct communication with municipali- ties and interested groups as well as through meetings of the Minnehaha Creek Governing Committee. As a result, a number of modifications were made in drawing up the final plans. With all of this behind us, we feel the time has come to proceed with the construction of these projects. Toward this end, applications have been prepared for the neces- sary permits from the Minnesota Department of Natural Re- sources, Lake Minnetonka Conservation District, Hennepin County and the Metropolitan Council. The entire commission will be insured for either: A. $25 per year for the whole thing B. 17� per $100 of estimated pay 2. All drivers will be covered at the rate of 17t per $100 of estimated pay These people would have to be,registered with us and the insurance company, and -. of course, then be covered under all insurance that the City now has, with no f extra cost to the City. This means if you have an average of 20 volunteers, driving 10 hours per week, receiving an estimated pay of $2.00 per hour, you would have an approximate payroll of $20,000 per year. The insurance for this estimated non - existent payroll would then cost us $34.00. If your volunteers increase ten - fold, your insurance cost would increase ten -fold. The whole thing, therefore, depends on how many hours of work the volunteers ; put in. If you have any further questions, contact me. All community service organizations were invited to send interested representatives to this meeting. From this meeting came the people who volunteered to work on the Bicentennial Commission in Edina. By September, the City Council had approved the.appointment of twenty people to the Commission. Edina was then recognized by the State (MARBC) and National (ARBA) Commissions. The National Theme for our 200th Birthday is "A Past to Remember - A Future to Mold ". There are three thematic areas for Bicentennial programs: Heritage 176 - Focuses on activities which recall our Nation's Heritage and give a historical perspective to the community . . . concerned with houses, churches, bridges, parks, documents and decorative objects. Festival LISA - Effort to share the traditions, culture, hospitality and character of the U.S. . . . includes the areas of the arts, athletics, education, travel, exhibits, fairs and festivals. Horizons 176 - Covers activities through which Americans can commemo- rate their past by looking to the future ... concen- trate on citizenship, community development, communi- cations, transportation, learning, health, leisure, environment, economy and human values and understanding. It is the purpose of the Edina's Bicentennial Commission to do the following: I. To seek community organization sponsorship for and participation in 13 designated events. 2. To encourage all community citizens and organizations to participate in Bicentennial events. 3: To encourage and coordinate Bicentennial activities by community organizations. 4. To prepare applications for State and Federal funding. 5. To seek local funding for costs of coordinating and promoting the Bicentennial. Above all, the.Bicentennial is a time to rededicate ourselves to those principles for which our founders fought and .by v.hich our nation and our people have grown strong and worthy. The signing of Bicentennial Scrolls provides the opportunity for this rededication and before being enshrined permanently in Philadelphia, the Scrolls will serve to remind Americans once again of their commit- ment to the fundamental laws of justice and equality for all. The Minnesota American Revolution Bicentennial Commission issues to all Bicentennial Communities the call to participate in this inspiring effort. The Bicentennial Scrolls, when signed by citizens throughout our state, will serve as evidence of the commitment we share and in this mood will be presented to the Wagon Train by Minnesota legislators during a Capitol ceremony. Carrying the Scrolls and commemorating the movement of the pioneers, the Minnesota Wagon Train will leave St. Paul on April 11, 19706, and arrive in Philadelphia by July 4th, after tracing, like wagcn trains from the 49 other states of the union, historic trails and wagon routes. A gift of the State of Pennsylvania, Minnesota's Prairie Schooner has already toured many Bicentennial Communities. Signatures on the front and back of the Scrolls may be gathered at already planned Bicentennial events, a special community ceremony, or by interested . groups such as students. The signed Scrolls should be returned to the MARBC no later than March 1, 1976.
