Therefore, we request that the school administration conduct a thorouah inventory of such lands and facilities and gather data which will enable us to more accurately project future needs. In order that we develop a complete inventory, it will obviously be necessary to turn to the city's park and recreation department for their help. By copy of this letter I am requesting Messrs. Courtney and Johnson to request that involvement. Some guidelines for the expected report follow: - the inventory should cover all school district or city land (fields, practice areas, other useable public property, etc.) and facilities used or useable for outdoor sports and recreational activities - with regard to useable land and facilities, we should know the capacity of each in terms of kind of activity, maximum number of participants, length of activity - with regard to land and facilities now in use, we should know the extent of present utilization in terms of kind of activity, length of activity, number of participants, grades and ages - current costs for each of the related programs - for spectator activities, attendance figures over the past several years (since we so recently went from one to two high schools, it would be helpful if we could attain conparable attendance data for other similar -sized suburban schools. It is our recommendation that the Village not appeal the award for Parcel No. 2. We do believe the award is high, but we are not convinced that we will be able to obtain a lower value before a jury. We further recommend that the Village appeal the award on Parcel No. 1, unless the owners dismiss their tax petition to reduce the taxable value of that property. The owners presently are claiming, in tax abatement proceedings, that the property is worth less than $.50 a square foot. Yet, as you can see by the above data, they are claiming, in the condemnation proceeding, that the value is $1.42 per square foot. Hyde Page - 2 - Village of Edina We have been in touch with the attorneys for the owners of both parcels: They have advised us that they do not intend to appeal if the Village does not appeal. It is our recommendation that the Village not appeal the award for Parcel No. 2. We do believe the award is high, but we are not convinced that we will be able to obtain a lower value before a jury. We further recommend that the Village appeal the award on Parcel No. 1, unless the owners dismiss their tax petition to reduce the taxable value of that property. The owners presently are claiming, in tax abatement proceedings, that the property is worth less than $.50 a square foot. Yet, as you can see by the above data, they are claiming, in the condemnation proceeding, that the value is $1.42 per square foot. We do not believe that they should be allowed to have their cake and eat it too. Therefore, unless they are willing to drop their tax petition, we recommend that the condemnation award for Parcel No. 1 be appealed. If they are willing to drop their tax petition, then we further recommend that the award for Parcel No. 1 not be appealed. Loan Agreement. Mr. Luce presented the final draft of the loan agreement, which both the City of Edina and H.R.A. approved in concept in May, 1974, subject to.some minor modifi- cations recommended by the City Attorney. The loan agreement essentially defines "allocated" and "non-allocated" funds, limits the amount of funds to be loaned through the end of 1974 to $40,200, and determines that the H.R.A. will repay at S% interest all allocated funds loaned to it by thee City of Edina. Discussion followed. In reply to Mr. Dick Wiltz, 4400 West 50th Street, Mr. Lyall clarified that, "as to the perpetuity of the organization and the City's commitment, the basic services agreement runs through the end of 1975." Mr. Rixe moved the loan agreement be approved and executed as presented. Fir. Lyall seconded the motion and upon roll call the following voted: Ayes: Mr. Lyall, Mr. Nelson, Mr. Freeburg, fir. Mr. Nelson recalled that he, Mr. Greer, Greg Luce, and Dave Schnobrich interviewed three consulting firms (Bather, Ringrose, Wolsfeld, Inc.; Nason, Wehrman, Chapman Associates, Inc.; and Barton - Aschman Associates) on 8 -28 -74 to recommend to the full Authority which firm would be most qualified to do the best possible job. The Selection Committee'recommended that Bather, Ringrose, Wolsfeld., Inc. (BRW) be selected because their in -house capabilities in the area of traffic circulation and parking were superior to the other two firms interviewed, because the principals of the firm would be leading the consulting team, and because of their emphasis on consultation with the merchants and landowners, and involvement of the Citizens Advisory Committee. fir. Luce presented a modified form professional services contract agreement between the Housing and Redevelopment Authority and Bather, Ringrose, Wolsfeld, Inc. which establishes a maximum compensation of $15,000, based on an hourly fee with cost of printing; BRW has agreed they can perform this contract for that amount provided the city staff aids in the inventory of existing facilities and land use . in the 50th and France area. The - contract requires that the consultant prepare three categorical alternative plans, outline the advantages and disadvantages (cost/benefits) of each, review them with the affected businessmen, commissions, and staff, and, after joint selection of the preferred alternative, the consultants would develop that preferred alternative concept into a final plan to be acted on by the Planning Commission, H.R.A., and Citv Council prior to January 1, 1975. Considerable discussion followed. Mr. Luce clarified the consultant will not provide "a blue print for redevelopment ". fir. Nelson recalled that none of the three firms interviewed had in -house market research facilities. Mr. Sykes, in reply to Mr. Luce, stated the information to be provided by the consultant should be sufficient to get a commitment from the businessmen to pay for part of the redevel- opment project. Mr. Greer made a motion to select and approve Bather, Ringrose, Wolsfeld, Inc. as the consultant for the 50th and France redevelopment-project, and authorizing the H.R.A. chairman- to sign the professional services agreement between the Authority and BRW. Report on Past, Existing, and Future Plans for the Minneapolis Side. Mr. Luce presented a copy of the latest Minneapolis plan for their side of the 50th and France area; although that plan is not recent and previously met with a great deal of opposition, "the Minneapolis H.R.A. will be doing a feasibility study for the area very soon to review the possibility of doing an acceptable plan ". The businessmen on the Minneapolis side of France Avenue, as well as the Minneapolis Planning Department and Housing and Redevelopment Authority, are in favor of a redevelopment project; however, Mr. Neiman, Minneapolis alderman for that ward, must -3 -74 H.R.A. Minutes s Page 3 r be contacted from as many directions as possible in order to demonstrate an interest in and desire for redevelopment so that a 50th and France project can become an increased priority in the City of Minneapolis. Mr. Luce explained that he will be an active liaison between the consultant, the Edina H.R.A., the Edina City Council and Planning Commission, the City of Minneapolis, and the Minneapolis H.R.A. Hallberg, Clerk 4801 W. 50th St. Edina, MN 55424 October 3, 1974 This year Hennepin County will be operating two leaf recycling centers: the Eden Prairie site, which was opened last year, and the new Osseo site. The Eden Prairie site is located 2 and 3/4 miles south of the intersection of 494 and County Road 18, then 1/2 mile west on County Road 1. The Osseo site is located in the old county gravel pit one mile west of County Road 18, just off County Road 109. Leaves will be accepted at these sites starting October 12. We invite municipalities, collection services, lawn services, and the public to deposit leaves at our sites. The site will be open Monday through Saturday from 8:00 a.m. to 4 :00 p.m., and on Sunday noon until 4 :00 p.m. Our operation will continue along the same lines as last year- composting the leaves during the winter and distributing the composted material to the public for their use in the spring on a first come -first served basis. As was done last year, there will be no charge for this service. We will not accept plastic, concrete curb, twigs and branches, and other foreign materials in the loads of leaves. Thaese items can severly damage our leaf shredder. All loads must be bagged or covered when transported in an open vehicle.
