CALL TO ORDER
Mayor Hovland called the meeting to order at 5:33 p.m.
ROLL CALL
Answering roll call were Members Anderson, Jackson, Pierce, and Hovland.
Member Staunton arrived at 5:41 p.m.
Staff in attendance: Scott Neal, City Manager; Gillian Straub; City Management Fellow; Chad Millner,
Engineering Director; Ross Bintner, Engineering Manager; Jessica Vanderwerff Wilson, Water Resources
Coordinator; Alisha McAndrews, Finance Director (virtual); Carl Pearson, Senior IT Security Analyst; and
Sharon Allison, City Clerk.
Consultant Jessica Cook, Ehlers Public Finance Advisors (virtual)
FLOOD RISK REDUCTION STRATEGY
Ross Bintner, Engineering Manager, presented an update on the first two years of implementation of the Flood
Risk Reduction Strategy and staff’s recommendation for the 2023-2028 Capital Improvement Plan and
previewed the major amendment to the Water Resources Management Plan.
Council asked questions and provided feedback.
CLEAN WATER STRATEGY
Jessica Vanderwerff Wilson, Water Resources Coordinator, explained that Phase 1 of the Clean Water
Strategy was completed, and asked for policy direction for Phase 2 because the City’s goals and priorities were
not clearly defined or were based on regulatory minimums, and if followed, lakes would not be clean, and
explained how the City should do more than the minimums. Using Lake Cornelia as an example, Wilson said it
had poor water quality, was infested with goldfish, and that a recreation advisory was recently posted. Wilson
presented three policy options for Council to consider and spoke about the current Lake and Pond Policy that
allows residents to make requests for lake improvements and said how the City could invest more in lakes and
ponds. Wilson spoke about staff’s recommendation for Phase II which was to outline the philosophy and vision
of the City’s Clean Water Strategy and lay out options to close the gaps identified in the Phase 1 and
reprioritization and establishment of goals. Wilson said staff would come back Fall 2022 with a Phase II scope
for Council’s consideration.
Council asked questions and provided feedback.
