Special Recognitions and Presentations A. Public Art Discussion with Arts & Culture Commission Members a. Chair Nelson introduced Arts & Culture Commissioners Hannah Klein and Michelle Morgan-Nelson, who will provide information about the survey and plan for public art in Edina. This item is on the 2019 HRRC Work Plan as Initiative #11. i. They presented the road map and survey 1. Want cross commission contributions 2. Would like it to be community driven, ensuring the entire community is involved in what public art is 3. Year one (Sept 2019-Aug 2020) a. Collaborate with designated commissions b. Better Together platform i. Get as much input as we can c. What bubbles to the top after receiving survey results d. Establish budget that we can use going forward e. Want to use Better Together platform for survey 5. City could send it out to mailing lists 6. Find out if those methods work, or do we need a focus group or go into the Senior Center, etc. v. Possible to apply for a grant(s) for this? 1. Cross commission is looking into that a. Need to find someone willing to do that work on grant proposals vi. They would like feedback ASAP. 1. Chair and Member Comments • Discussed City Manager Twitter posting. • Edina Garden Council tours is this weekend o Public and private gardens • Gave background on the Immortal Chaplain Award, which former founding HRRC member Tom Oye won IX. Staff Comments A. Based on meeting on July 17, 2019 What does City Hall feel like now? - A fortress - cold and sterile. - The austerity of the building is a negative. This is as much a design as an art issue. - Could be placed anywhere – not much inside reflects Edina. How do we want it to feel? - Warm and inviting - Welcoming to all - bring more people into City Hall - More like visitor’s center - Representative of Edina (past, present, future) - Consider arts-based placemaking. The goal of this work is to build strong, healthy, and resilient cities by integrating the arts into broader community revitalization and Placemaking efforts. It is about leveraging the power of arts and culture to strengthen communities and drive social change. - Representative of nationalities throughout Minnesota (could incorporate clothes, music, food, etc.) Recommendations - Entryway/atrium o Included welcome in languages spoken by people in the region o Opportunity for art installation based on rotating themes under the umbrella of inclusion/diversity ▪ Include art from students/schools (similar to the Edina Library’s installations) ▪ Include rotations of art based on histories of different commissions – tie in with events? (e.g., Days of Remembrance for HRRC/April; HPC – history month/May) o Something similar to the COEXIST logo without being confrontational o Make the outside more welcome, fun, beautiful, useable ▪ Could include benches, chairs, etc., for people to sit on. ▪ Include welcoming art installment out front - Mayor’s Conference Rm. o Mural: Include a visual history via a mural ▪ Mural would represent the history of Edina, its culture, and the ebbing/flowing of Edina. ▪ Mural should reflect Edina’s history of racial diversity/inclusion and exclusion – from Yancey family as founders to covenants/deeds prohibiting people of color/people of Jewish descent from buying homes to present (i.e., commissions, race & equity taskforce,) ▪ It also would reflect the future vision (would pull from comprehensive plan) ▪ End of mural could incorporate feedback from children, asking, “What do you want Edina to be?” - How do we do this? o Issue an RFP to public artists describing what we want to accomplish in these rooms. o (Russ has experience in this area) Key considerations 1.
