I. Call To Order
Chair Epstein shared information for virtual meeting guidelines for Commissioners and those watching or
listening in to the meeting.
Chair Epstein called the meeting to order at 7:03 p.m.
II. Roll Call

III. Approval of Meeting Agenda
Motion by Commissioner Ross to approve the May 25, 2021 meeting agenda, seconded by

Commissioners indicated the following changes to the draft minutes:

V. Special Recognitions & Presentations
A. Board and Commission Member Review
• Engagement Coordinator MJ Lamon presented to the Commission the annual Boards &
Commission Member Review. Sharing updates made to guiding documents and fielded
questions related to Work Plan Development.
B. Human Service Task Force
• City Management Fellow Risi Karim gave a brief introduction about the Human Service Task
Force and requested a volunteer from the Commission to serve on Task Force.
• Due to timeline of the Task Force and the reappointment process for Student
Commissioners it was determined that Student Commissioners are not eligible to serve on
the Task Force.

VI. Reports/Recommendations
A. 2021 Work Plan Development
• The Commission discussed the 2021 Work Plan
o Initiative #1 – Days of Remembrance
Commissioner Stringer Moore shared the following updates with the Commission:
- Days of Remembrance will be held on July 29th at 7pm in Edina City Hall
- The event will be hybrid, with the in-person component being held in the Council Chambers.
- Manny Gabler is confirmed as the keynote speaker for the event.
- Student Commissioners Mirza and Lichtenberger will serve as the MC’s of the event
The subcommittee also request that all commissioners save the date and make themselves available to assist
during the event. o Initiative #2 – Tom Oye Award
- Commissioner Edwards comments that the subcommittee will likely follow the same timeline as
previous years, kicking off the initiative in the fall. o Initiative #3 – Sharing Values Sharing Community Event
- Commissioner Bennett shares that she has been in contact with the city’s communication team to begin
planning for a hybrid event.
- Commissioner Bennett inquires feedback from the Committee regarding the location of the event and
the technology needed to make the event hybrid.
o Initiative #4 – Race, Justice, and Policing Community Awareness Plan & Implementation
- Mentioned in information shared for Initiative #3
o Initiative #5 – Bias Offense Review
- No update o Initiative #6 – Review and comment on a plan developed by P&R and R&E staff
- Staff Liaison Lee shared with the commission that herself and Parks & Rec Director have begun meeting
to discuss the project as well as reached out to other communities to inquire about how they went
about receiving public participation.
VII. Chair and Member Comments
• Chair Epstein reflect on the George Floyd incident that took place in May of 2020 and how
his time on the HRRC shaped his experience and ability to process the situation.
• Commissioner Edwards notes that there have been numerous incidents of hate towards
several marginalized groups and shares that she believed the HRRC is a great place to start
enacting change.
• Commissioner Bennett thanks the Commission for their support in asking council to weigh in
on the legislature for police reform.
• Commissioner Stringer Moore asks members of the Commission to reflect on the following:
o What you have learned in the past year
o What you are committed to doing as it related to equity, equality, and social justice
o What you are going to do and what you wished people would do
- Commissioner Stringer Moore brings attention to the heighted and growing number of bias
incidents to several marginalized communities across the country.

- Commissioner Stringer Moore acknowledges that this month is Asian American Island Pacific
Heritage month as well as Mental Health Awareness month.
- Commissioner Stringer Moore shares that Edina Police Chief Dave Nelson has announced his
retirement and in addition the city has hired Andrew Slama to be the City’s new Fire Chief.
- As of May 14th the state’s mask mandate is no longer in effect. City Facilities no longer require
mask.
• Commissioner Ismail shares her commitment to educating others about the Islamic observance of
Ramadan. Commissioner Ismail also shares that she is pleased with the outcome of the Derek
Chauvin trial.
• Commissioner Segall announced that the League of Women Voters and Edina Community
Foundation are jointly launching a study titled “Operational Diversity, Equity and Inclusion” in
Edina, with a focus on business ,institutions and organizations in Edina.
• Commissioner Ross recalls the George Floyd incident and affirms that the HRRC should continue
to play a role in the community to facilitates conversations around race & equity.
• Student Commissioner Mirza reflects on his time serving on the HRRC and is grateful for all the
things he has learned while serving.
VIII. Staff Comments
• Staff Liaison Lee shares the following:
o On May 24th Gov Waltz issued a proclamation encouraging everyone in the state of
Minnesota to join in a moment of silence at 1:00 p.m. on Tuesday, May 25, 2021 for 9
minutes and 29 seconds, to honor George Floyd and every person whose life has been cut
short due to systems of racism and discrimination in Minnesota.
o City Hall will open to the public June 21st, City Council will be the first public meeting to
go back in person. But has not yet been determined when Boards & Commissions will
return to in person meetings.
o Staff Liaison Lee provided a Race and Equity Work Summary to the Commission

Re: This subcommittee requests HRRC Approval to Host a Community Conversation
on the Rise in anti-Semitic, anti-Muslim, and anti-Asian acts of violence in the
U.S.
New Event Guidelines Per Staff Liaison Heidi Lee’s June 1, 2021 email, the entire HRRC should give feedback
on the event’s time, date, theme, locations, advertising/marketing strategies, format, etc.
After giving feedback, the HRRC must vote whether to approve the event for execution or not. A majority vote of the HRRC is required. Once the HRRC agrees, the staff liaison will check to ensure the event aligns with the staff availability and resource capacity. Please note that with any event that requires technology/streaming, marketing, budget,
location, staff capacity, and other considerations, a six-week lead time is requested. The
above procedures are consistent with the practices followed for last year’s race, justice, and policing event.
Stop the Hate Event The Initiatives 3 and 4 Subcommittee propose that the first community conversation in 2021 is themed "Stop the Hate." Commissioner Stringer-Moore suggested the idea. She feels this topic is timely due to the recent rise of anti-Semitic, anti-Muslim, and anti-
Asian acts of violence in the U.S.
Event Purpose
The event has a three-fold purpose:
1. Allow invited community leaders and local public officials to hear directly about the hate crimes on the rise in our community.
2. Allow Edina community members to share their personal experiences with hate.
3. Allow invited community organizations to share what their organizations are doing to combat hate.

Market Survey
Commissioner Joni Bennett conducted a brief survey of her contacts. The survey asked
four questions:
1. Would such an event - likely at Edina City Hall, possibly with several speakers, and focused on what people can do individually to “stop the hate” - be appreciated or felt to support the community?
2. Is there an alternative event or structure that you believe to be more supportive? In which the community would be more interested in participating? 3. Who would the community most like to hear from (e.g., elected officials, business
leaders, community organizers)?
4. What would be the best way to inform the community of the event and the opportunity to participate?
Survey Comments
All of the comments were positive and expressed support for the event. Some of the comments were:
• "I think such an event would send an incredibly positive and powerful message."
• "Its placement at City Hall would be symbolic in signaling the City's support for its
communities of color."
• "This would be a great event by which to commemorate the re-opening of city hall."
• “It is better to have the event sooner rather than later.”
• “Definitely a good start to kick off the discussions and talks. I believe our community
will appreciate any pushes to ensure a safe living and working environment within
the city and the state. Hope to see some concrete actions (from the city or any
supporting organizations) taken after such event versus just words.”
It is evident by the comments received that a “Stop the Hate” event is wanted by the
community and should be executed as soon as possible in 2021.

Motions to Approve the “Stop the Hate” Event
The Initiatives 3 and 4 Subcommittee respectfully asks the HRRC to approve the following motions for the “Stop the Hate” event:
1. Hold an event titled “Stop the Hate.”
2. Hold the event on Sunday, September
12, 2021, from 3:00 pm
– 5:00 pm.
3. Hold the event at City Hall in the Council Chambers.
4. Broadcast the event
live with an in-person audience, and offer the viewing/listening public the option to call in with
their comments or
questions.
5. Invite leaders from the Jewish, Muslim, Asian, LGBTQ, and BIPOC
communities to
participate in this event.
6. Post Student Commissioner Sabeeh
Mirza's poster on all the City's social media sites.
7. Pay for advertising space in the Sun Current to display Student Commissioner Sabeeh Mirza's poster (see next page).
8. Ask the Sun Current to interview someone from the City about this event and publish it the Thursday before the event.
9. Possibly add the names or logos of organizations participating in the event on all marketing material.

Initiative Three – Race, Justice and Policing Event Briefing
Background:
At the June 16, 2020, Edina City Council meeting, the mayor and council directed the
HRRC “to form and lead a community conversation around race, policing, and justice in
the community.” The community initiated this request in response to the killing of
George Floyd by a Minneapolis police officer.
The first community conversation occurred on October 21, 2020. The topic was race,
justice, and policing. In addition to five panelists sharing their perspectives and
experiences with the Edina Police Department and the City in general, the police
department provided a progress update on the Race and Equity Task Force
recommendations. Unfortunately, due to COVID restrictions, the event was virtual.
This committee is considering two programming options for this year’s race, justice, and
policing event and seeks your input on the best option:
1. Program the event the exact way it was done last year.
2. Program three smaller events to proceed the October race, justice, and policing
event. The smaller events will take place in private homes and venues across the
city. The goal of the smaller events is to educate participants about past and
present acts of systematic racism that contribute to today’s wealth,
homeownership, and educational disparities. The education provided at the
smaller events is based on a “listening, watching, and reading” curriculum.
For example, listening to a podcast on policing in America, watching a television
program about policing the police, or reading a book or article about systematic
racism.
Either option will still have the race, justice, and policing event on Sunday, October 17,
2021, from 3 pm – 5 pm, in Council Chambers at City Hall. We seek your input on which
option to program

following motions for the race, justice, and policing event in October.
1. Approve the programming based on the advice given by the HRRC.
2. Approve Sunday, October 17, 2021, from 3:00 pm – 5:00 pm as the day and time of the event.
3. Approve Council Chambers in City Hall as the venue location.
4. Approve a member of the Edina Police Department to help plan the race, justice, and policing October event.

A special meeting of the HRRC can be called “by the Chairperson, City Council, City
Manager or by the directive of a majority of the HRRC voting members.” Members will
be notified of the special meeting by written or email communication at least three
calendar days in advance of the meeting. To comply with the open meeting law and to
ensure accessibility to the public, the Staff Liaison posts official notice of all special
meetings. A quorum is not required for special meetings; however, members cannot
take action on a motion unless a quorum is present.”
