Chair Epstein called the meeting to order at 7:02 p.m.
II. Roll Call
Answering Roll Call: Chair Epstein, Commissioners Bennett, Edwards, Stringer Moore, Segall, and
Guadarrama; Student Commissioner Lichtenberger and Mirza
Staff Present: Heidi Lee, Race & Equity Coordinator and Risi Karim, City Management Fellow

III. Approval of Meeting Agenda
Motion by Commissioner Bennett to approve the Sept. 28, 2021 meeting agenda, seconded
by Commissioner Segall. Roll call vote. Motion carried.
IV. Approval of Meeting Minutes
Commissioners indicated the following changes to the draft minutes:
None
Motion by Commissioner Edwards to approve the Aug 24, 2021 meeting minutes, seconded
by Commissioner Stringer Moore. Roll call vote. Motion carried.
V. Reports/Recommendations
A. Commission Member Update
Commissioner Richard Ross has resigned from the Commission effective immediately. There
will be no immediate replacement due to the timing of the resignation. Seat will be filled in
March of 2022
B. Human Rights & Relations Commission 2021 Work Plan
The Commission discussed the Work Plan with the following updates:
Initiative #2 – Tom Oye Award
- Staff Liaison Lee shares the following dates for the initiative:
o Sept 22nd application opens
o Fliers have been printed and are ready for distribution around the city.
o Award will be presented at the Dec 7th City Council Meeting
Initiative #4 – Race, Justice, and Policing Community Awareness Plan &
Implementation

- The Community Conversations: Race, Justice and Policing event will be held Sunday,
October 17,2021, from 3:00pm-5:00pm in the City Council Chambers at City Hall.
- Logistics are still being sorted out to accommodate speakers who wish to present virtually.
- Staff Liaison Lee has been working closely with the city’s Communication Department to assure
tech assistance is ready and available for the event.
Motion by Commissioner Felton to change the hybrid event to a virtual event, if needed;
seconded by Commissioner Stringer Moore. All in favor. Motion carried.
• Initiative #5 – Bias Offense Review
- Chair Epstein will take over as lead for the initiative due to Commissioner Ross’s departure
from the Commission.
C. 2022 Work Plan Development
The Commission discussed the 2022 Work Plan:
- Commissioners engaged in dialogues expressing their preference for initiatives that the
Commission should move forward with, as well as assigned Commissioner to each initiative.
The prioritization of initiatives for the 2022 Work Plan is as followed:
1. Sharing Values Sharing Community Event: Bennett, Guadarrama, Segall, Mirza
2. Days of Remembrance: Epstein, Stringer-Moore, Mirza, Lichtenberger
3. Bias Offense: Epstein, Guadarrama
4. Tom Oye: Felton, Mirza
5. City Renaming Policy: Stringer Moore, Segall, Bennett, Mirza
Motion by Chair Epstein to approve the 2022 annual Work Plan, seconded by Commissioner
Stringer Moore. All in favor. Motion carried.

9.23.2021: Amended motions for event format, agenda, speakers, and marketing being brought to HRRC on 9.28.2021.
10.22.2021: Virtual event broadcasted. On Facebook, event has been viewed 829 times, total reach of event 2,019. 2 survey submissions received. COMPLETED

from 3-5pm. The event title is “Stop the Hate”. City Hall has been reserved and staff support for event has been requested. Subcommittee has invited panelists to event.
8.19.2021: Promotions have been setup such as promotional videos, advertisements, and posters. Panelists are confirmed.
9.23.2021: About 60 attended in-person. On Facebook, event has 1.4k views with a reach of 3,182 and engagement of 1,018. COMPLETED

1.26.2021: Police Chief will attend HRRC meeting the month after each quarter. The Police Chief will provide an update of Q1-2021 at the April 27, 2021 HRRC. For Q2-
2021, he will attend the July 27, 2021 meeting, for Q3-2021, the October 26, 2021 meeting and for Q4-2021, attend January 2022 meeting.
4.27.2021: Police Chief attended the HRRC meeting. Provided Q1-2021 update and process of how bias events are received, investigated, and notification.
7.21.2021: No bias events for Q2-2021 have been reported to Edina Police Department.
8.19.2021: Staff Liaison will reach out to new police chief to invite to meet with HRRC and provide update with any bias events.

ACTION REQUESTED:
Motion to Approve 2022 Meeting Dates
INTRODUCTION:
The Council and Boards & Commissions calendar of 2022 meetings will go to the City Council for approval at
the Nov. 16 meeting.
Human Rights & Relations Commission meets at 7 p.m. on the fourth Tuesday of the month in 2022, except for
September, November and December. The September meeting will be on Sept. 20 due to Rosh Hashanah
observance. T he November meeting was moved up a week to Nov. 15 because of the Thanksgiving holiday. The
December meeting was moved to 5:30 p.m. Dec. 6, so that members could meet and then attend the Tom Oye
Award presentation at the Council meeting at 7 p.m.
The proposed meeting dates for 2022 are as follows:
