HomeMy WebLinkAbout2022-08-16 City Council Work Session Minutes MINUTES OF THE EDINA CITY COUNCIL WORK SESSION COMMUNITY ROOM, CITY HALL TUESDAY, AUGUST 16, 2022 5:30 P.M. CALL TO ORDER Mayor Hovland called the meeting to order at 5:32 p.m. ROLL CALL Answering roll call were Members Anderson, Jackson, Pierce, Staunton and Hovland. Staff in attendance: Scott Neal, City Manager; Gillian Straub, City Management Fellow; Alisha McAndrews, Finance Director (virtual); Chad Millner, Engineering Director; Ross Bintner, Engineering Manager; Perry Vetter; Parks & Recreation Director; Jennifer Bennerotte, Communications Director; and Sharon Allison, City Clerk. Consultants Nick Anhut and Jessica Cook, Ehlers Public Finance Advisors UTILITY RATE STUDY Consultants, Jessica Cook and Nick Anhut, from the City’s consulting partner Ehlers & Associates led a discussion about the current and future utility rates necessary to support the growth and maintenance of the City’s utility systems over the next 10 years. Sewer and water rate increases were recommended based on three-tier criteria, including charges during peak demand, and conservation incentives. Storm sewer rates were recommended to remain the same; however, Cook presented an option for funding flood mitigation projects and what could be accomplished if the rate remained at eight percent or increased to 11.5 precent. Cook said final decisions were expected in the fall. Council asked questions and provided feedback. 2023-2028 CAPITAL IMPROVEMENT PLAN (CIP) Manager Neal presented 63 2023-28 CIP Levy projects, estimated at $50M, and said how the projects had no funding source except property tax levy. Neal showed how he prioritized the projects and asked Council to do the same in preparation for final approval in the fall. Council asked questions and provided feedback.
