UTILITY RATE STUDY
Consultants, Jessica Cook and Nick Anhut, from the City’s consulting partner Ehlers & Associates led a
discussion about the current and future utility rates necessary to support the growth and maintenance of the
City’s utility systems over the next 10 years. Sewer and water rate increases were recommended based on
three-tier criteria, including charges during peak demand, and conservation incentives. Storm sewer rates were
recommended to remain the same; however, Cook presented an option for funding flood mitigation projects
and what could be accomplished if the rate remained at eight percent or increased to 11.5 precent. Cook said
final decisions were expected in the fall.
Council asked questions and provided feedback.
2023-2028 CAPITAL IMPROVEMENT PLAN (CIP)
Manager Neal presented 63 2023-28 CIP Levy projects, estimated at $50M, and said how the projects had no
funding source except property tax levy. Neal showed how he prioritized the projects and asked Council to
do the same in preparation for final approval in the fall.
Council asked questions and provided feedback.
