Dear Mr. Johnson:
I have a suggestion for the City of Edina in regards to property taxes.
I realize that the City of Edina needs the revenue from property taxation
to help run the city,.but you are not taxing all homes on an equal basis.
My suggestion is to announce that you plan to evaluate the estimated market
value of all homes in Edina. Hire some temporary home assessors and in a
one to three year or maybe five year period get all homes up or down to
80% of their market value.
What I believe would happen is that the estimated market value would be
raised on the majority of the Edina homes.
If this were done the present mill rate used to tax the homes in Edina
could be .reduced.
Fourteen years ago I started out paying 100% of the assessed value of my
home in taxes to Edina and I believe I still do. Why do I suggest 80% of
the assessed value of the homes? I suggest this because I think you have
plenty of homes to work on at that figure. Some homes are also going down
in value so 80% is a figure I think Edina home owners could live with.

Gentlemen:
I would like to have you reconsider the valuation placed on my properties
by the Assessor. I am enclosing for your information a survey map of the
property I own.
At the present time the property is involved in litigation to determine
the ownership of the area of ground colored in yellow. My recorded title
only covers that area of ground noted on the map as the Evans' property.
If you will note on the Assessor's parcel map, I am listed as the owner of
the entire parcel and, therefore, taxed accordingly.
The property,,as it presently exists, is divided into four separate parcels.
The Quinn Family claim they have an ownership interest in the area of
ground colored in yellow. Their claim to title is based upon the premise
that at the time the property was purchased from them they never conveyed
title to the area colored in yellow.
The present market value of the two yellow strips of land would mainly be
determined by what the adjacent property owners are willing to pay for the
property. I personally am unwilling to purchase the property because I
claim I am entitled to clear title to the property. If the strips of land
were appraised independent of the adjacent properties needs, they would have
a very limited market value. The properties are very narrow and could not
be developed and, therefore, I would place a market value on each parcel
at $1,000.00.
The pie- shaped parcel next to Vernon Avenue would have limited access, and
I would appraise this property at $70,000.00. The large parcel of property
would probably accommodate about three building sites. The property has
limited street frontage and would be expensive to improve into saleable lots.
I would estimate the value of this property at $150,000.00.
I am enclosing the listings of two parcels being offered for sale in the
Edina area. These properties have all the on -site improvements, they are
located on paved roads and are ready for development. My values placed on
the properties in question are far less than the market value placed on
them by the Assessor, but the Assessor, for tax purposes, has been able to

For the third time I am in the process of applying for aid in bringing this property
up to code by repairing the deferred maintenance made necessary by the fact that I
have been disabled since June 1, 1983 and have had no earned income since that date.
I am also now past 65 years of age.
when all of the estimates are in, once more, it will be apparent that my homestead is
now worth less rather than more than the previous evaluation.

to represent them in a property tax assessment appeal.
Please consider this as our notice of appeal to the Board of Review
for the 1990 Assessment Values. We are requesting that the 1990
assessed valuation be reduced from $4,092,700 to $3,475,000 (both

Thank you for the time spent with me discussing the Byerly's
property. After further review of cost and income approaches to
value, and incorporation of the new sales information you provided,
we have revised our market value determination for the property
upward to $3,845,000 (for both parcels - PIN 32- 028 -24 -22 -0009 and
32- 028 -24 -23 -0003 combined). Therefore, we are requesting that the
1990 assessed valuation be reduced from $4,092,700 to $3,845,000
(both parcels combined).
Enclosed you will find our updated analysis. I have requested, but
not yet received, copies of the lease agreements for the property.
I will forward these to your attention as soon as I receive them.

The sudden death of my husband on 15 February accounts for neither
his nor my appearance before the assessor`s office before the first
of April. as suggested on the personal property tax statement. I
am sorry about this.
Because the property at 4518 Bruce and our taxes were the same for a
number of years, I am surprised and disturbed at the amount of
difference in this year's taxes, (Taxes on 4514 are much less than
ours.) Despite my attachment to this city and especially Bruce
Avenue, I call attention to our house not having a finished recreation
room, having only one bath room in the whole house, no built in dish-
washer, no garbage disposal, no porch.
I will very much appreciate your approval for my appeal to the
County Board of Equalization.
