Call to Order Chair Ites called the meeting to order at 7:04 p.m. II. Approval of Meeting Minutes Motion made by Good to approve the December 14, 2021 minutes. Motion seconded by Haas. Roll call vote. Motion carried. V. Reports/Recommendations A. Proposed Public Park at 5146 Eden Avenue Staff Liaison Vetter explained input is requested from the Parks & Recreation Commission regarding the conceptual layout and types of spaces to consider for future programming. Economic Development Manager, Bill Neuendorf gave a presentation and answered questions. Commissioners commented on the conceptual layout and kinds of spaces to consider for future programming. Some ideas included ADA accessibility, useable greenspace, potential for outdoor entertainment, opportunity for a crosswalk with better access, safer on-street parking, parking lot and ramp lighting for safety, slope of hill and some form of bike rack. Mr. Neuendorf indicated a neighborhood meeting would be held, then a Planning Commission meeting. Results would be presented to the HRA to determine next steps. B. 2022 Work Plan Draft Minutes☒ Approved Minutes☐ Approved Date: x/xx/2022 Initiative #1 – Present information about Parks & Recreation facilities, services, and systems with up to six community groups. Commissioner Good informed the commission there is no update at this time but his group will be meeting on Jan. 12. Initiative #2 – Report and provide recommendations on alternative funding sources for park related improvements including parks, facilities, and enterprise upgrades. The report will include a philanthropic wish list. Chair Ites informed the Commission he and former Mayor Denny Metzold met and discussed a non-profit and how the Crime Presentation Fund was formed. Commissioner McAwley will be helping on this project. Initiative #3 – Research opportunities to expand volunteer assistance for park initiatives. Commissioner Nelson indicated she would like to work on this item. Initiative #4 – Provide support with educational opportunities for the Local Option Sales Tax in the community as needed. Staff Liaison Vetter updated the commission on this initiative. Chair Ites indicated he would like to help on this initiative. VI. Chair and Member Comments  Commissioner McAwley commented on the City Council emergency meeting regarding masking. She suggested requiring masks at City park facilities.  Chair Ites asked what type of disclosure is used at the arena regarding mask postings. Staff Liaison Vetter responded indicating there are postings that request masks be worn inside the facilities.  Commissioner Nelson commented on a new sports dome facility in Plymouth with a walking track, climbing area and same flooring that was installed at Rosland Park. VII. Staff Comments A. Informational Items Staff Liaison Vetter gave the following updates:  Commissioner Willette had decided not to seek reappointment for the 2022 term  Spring/Summer registration begins Feb. 16 for residents and Feb. 23 for non-residents  Braemar Golf Dome top tracer technology  Centennial Lakes Winter Ice Festival begins Jan. 16  Thanked staff for their work on outside skating rinks Assistant Director Recreation & Facilities Petersen updated the Commission to visit the Plymouth active wing and upcoming education wing to see the unique attributes. B. Upcoming Meetings and Events Staff Liaison Vetter informed the commission the February meeting will be virtual. VIII. INTRODUCTION: Annual Elections Timeline Each Board and Commission is required to annually elect a Chair and Vice Chair. As outlined in all Board and Commission bylaws, Boards and Commissions are asked to hold their annual elections in February. Election Process A quorum must be present in order to hold elections (a quorum is half of the voting members plus one). At the regular scheduled meeting selected for annual elections, the current Board or Commission Chair opens the floor for nominations. Nominations will be first accepted for the Chair and a vote will take place. Then nominations will be accepted for a Vice Chair and a vote will take place. Once all members have had the chance to nominate a member or themselves, the Commission can take a vote. Vote will be by hand and not by paper ballot. A member may nominate him/herself for a position. There must be a second for each nomination. In the case of a split vote, a Board or Commission could table their annual elections to the next scheduled meeting to allow more member input. Office Terms Per City Code, each appointed Chair and Vice Chair shall serve a term of one year. The term of Chair and Vice Chair will begin on March 1 of each year. No person shall serve more than three consecutive one-year terms as Chair of a Board or Commission. A Chair elected to fill a vacancy shall be eligible to serve three full terms in addition to the remainder of the vacated term. ATTACHMENTS: Description Informational Items - February 2022 Feb. 8, 2022 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Informational Items Information / Background: Activity Directory: Spring and Summer Registration • Registration will open for residents on Feb. 16 and non-residents on Feb. 23. Many new offerings for preschool, youth and adults have been added. Braemar Golf Course and Dome • Braemar Golf Course practice facilities and its instructional staff have once again been given top honors by the Golf Range Association of America (GRAA). For the sixth consecutive year, the Braemar Golf Course Driving Range was named one of the Top 50 Public Facilities in the United States. The GRAA also named Braemar Golf Dome among the top 50 ranges in its stand-alone category. It’s the fifth time in the last seven years the dome has captured that honor. • Jay Meyerhoff, Tommy Koehler, Greg Ross and the entire golf professional staff were also awarded another PGA Jr. League #GameChanger Award. The Braemar program was once again the largest in Minnesota and also in the Top 25 in the country. Total participation in the program was 132 junior golfers from Edina as well as across the Twin Cities. Where most golf courses only have one team that competes locally, Braemar had eight teams and was able to create its own league at the facility. • The Golf Dome continues a strong season and the addition of the online bay reservation system has proven successful. On Saturday, January 29, the dome saw the highest utilization rate of this system with 65 of a possible 72 bays were prepaid and reserved in advance. STAFF REPORT Page 2 Centennial Lakes Park • Centennial Lakes Park is now accepting applications for the Farmers Market which will be held on Thursdays, June 9-Sept. 29 from 3-7p.m. New vendors are being sought this year to expand offerings of foods such as eggs, cheese, meat and fish or unique food items that haven’t been offered before. Market favorite fruit and vegetable sellers are expected back, along with some popular stands. The application deadline is March 31. To see the full guidelines and the online application or a list of 2021 vendors, visit CentennialLakesPark.com/FarmersMarket. • The Winter Festival and Martin Luther King, Jr. holiday in mid-January contributed to 1,919 people renting skates throughout the weekend. NextGen Trees • The City of Edina is committed to increasing the tree canopy within Edina and will launch a program called NextGen Trees - Planting Trees Today for Tomorrow’s Generation. In 2022, the City Forester Luther Overholt will lead this project that will plant 1000 new trees in Edina on both public and private land. MNDOT Pedestrian Bridge over Highway 62 • The pedestrian bridge over Highway 62 west of France Avenue was hit by a truck causing potential structural damage. The bridge is owned by MnDOT and is currently closed until further notice. MnDOT will inspect the bridge to determine next steps. A timeline for re-opening the bridge has not been provided. This bridge serves walkers and bikers connecting Rosland Park with the Concord neighborhood at Woodale Avenue. Recreation • Staff has been working to create a better pickleball experience at the Mooty Pickleball Courts located at Rosland Park. New paddle holders, rules signs, court number signs and entry/exit location signs will be added for when courts open this spring. • Outdoor rinks/warming houses will remain open until February 20, weather permitting. Staffing has been a constant challenge throughout the season but staff has been able to continue to provide high quality ice conditions and service. • Staff has partnered with Reach for Resources, Inc., a non-profit agency that specializes in providing adaptive and inclusion services, to assist in supporting the inclusion needs of our youth athletic associations as well as City programs and activities. Reach for Resources, Inc. works with many other parks and recreation agencies in the metro area. Beginning in 2015, Commissioner Nelson was appointed and involved with the following action items: • Working on the Nine Mile Creek Regional Trail agreement with Three Rivers Park District • Updating the Braemar Park Master Plan • Reviewing the construction plans of the Braemar Golf Course Driving Range and Executive Course • Input, planning and the adoption of the Parks Strategic Plan • Reviewing work with the Braemar City of Lakes Figure Skating Club and Edina Hockey Association for ice time allocations • Work with the Grandview Facility Operational and Feasibility Study with HGA, Pros Consulting and George Sutton & Associates Beginning in 2016, Commissioner’s McAwley and Miller were appointed and involved with Commissioner Nelson in the following action items: • Acquisition of almost ten acres from the City of Minneapolis of Weber Woods. • Reconstruction of Braemar Golf Course • Master plan updates and adoption of Braemar Park • Master plan adoption of Fred Richards Park • Improvements to the Edina Aquatic Center • Bridge replacement in Centennial Lakes Park • Creation of the Mooty Pickleball complex at Rosland Park • Courtney Field improvements and lighting upgrades STAFF REPORT Page 2 • Approval and installation of the Tranquility Garden at Arneson Acres Park by the Edina Garden Council • Addition of Top Tracer technology to the Braemar Golf Dome • Recommending the renaming of Garden Park to Yancey Park In addition to these major accomplishments there are many other items and countless hours of dedication contributed over the years to the City of Edina and its residents.
