Call to Order Chair Ites called the meeting to order at 7:08 p.m. II. Roll Call Answering roll call were Commissioners Good, Ites, McAwley, Nelson, Strother and Student Commissioner Jha Absent: Doscotch, Haas, Miller and Student Commissioner Presthus Staff present: Staff Liaison Perry Vetter, Assistant Director Parks & Natural Resources Tom Swenson, Assistant Director Recreation & Facilities Tracy Petersen, Recreation Supervisor Nicole Gorman and Administrative Coordinator Janet Canton III. Approval of Meeting Minutes Motion made by McAwley to approve the January 11, 2022 minutes. Motion seconded by Good. Roll call vote. Motion carried. V. Reports/Recommendations A. Senior Center Update Recreation Supervisor Gorman gave an update on Senior Center programs and activities. Commissioners asked questions of staff regarding hours, activities and senior programming. B. 2022 Work Plan Staff Liaison Vetter updated the commission on items he shared to the Leads on Initiative #2 as well as Initiatives #5 and #6. Chair Ites thought because the commission has gone back to virtual meetings they should make a commitment to have some type of scheduled meeting in between the park meetings. Initiative #1 – Report information about Parks and Recreation facilities, services, and systems with up to six community groups. Commissioner Good informed the commission after the last meeting he and Commissioner Nelson met. He noted he would break this down into four parts, content, method of delivery, resources and the overall challenge to be successful. From the work done in 2021 there is eighty to eighty-five percent content. It will need to be sharpened up with some things updated and added to. He thought some things have been identified from a method’s perspective. They need to figure out how to get creative in telling the story. Draft Minutes☒ Approved Minutes☐ Approved Date: x/xx/2022 Initiative #2 – Report and provide recommendations on alternative funding sources for park related improvements including parks, facilities, and enterprise upgrades. Chair Ites explained the commission has always considered this a high relationship with Initiative #4 because the sales tax has the potential to allow the City to complete two master plans. He thought it looked positive and felt like there will be a lot work coming up in the near future. Initiative #4 – Provide support with educational opportunities for the Local Option Sales Tax in the community as needed. Staff Liaison Vetter indicated the City Manager wants to put together a task force to look at the Braemar Master Plan, specifically focused on upgrades and expansion. The commission asked Staff Liaison Vetter on funding and concerns with the Master Plan and what the role of the Parks & Recreation Commission will play. C. Annual Election of Officers Staff Liaison Vetter introduced the nomination process for officer election. The floor was opened for nominations for Vice-Chair of the Parks & Recreation Commission. Motion made by McAwley to nominate Commissioner Ites as Chair of the Parks & Recreation Commission seconded by Good. Roll call vote. Motion carried. Motion made by McAwley to nominate Commissioner Good as Vice-Chair of the Parks & Recreation Commission seconded by Nelson. Roll call vote. Motion carried. VI. Chair and Member Comments Received VII. Upcoming Meetings and Events Staff Liaison Vetter reviewed the upcoming 2022 meetings and events with the commission. C. Recognize Park and Recreation Commissioners Staff Liaison Vetter informed the Commission that Feb. 8 is the last official meeting for Commissioner’s McAwley, Miller and Nelson. He recognized the commissioners for their years of service to the Edina Parks & Recreation Commission and their contributions to the community. ATTACHMENTS: Description Informational Items - March 2022 March. 8, 2022 Park and Recreation Commission Perry Vetter, Parks & Recreation Director Informational Items Information / Background: Activities Directory: Spring and Summer Registration • Registration opened for residents on Wednesday, Feb. 16. A total of 3,665 online registrations were taken totaling over $367,000 in revenue the first afternoon. Registration opened for non-residents beginning Wednesday, Feb. 23. Art Center • The Snow-Dyeing Fabric Workshop on March 26 has sold out. We are looking forward to offering more unique workshops like this one in the future. • The Preschool Friday classes continue to see high numbers as well as the Arty Animals and Cartoon Drawing classes for middle school participants are being well received. Aquatic Center • Season passes are now available for purchase online and the Early Bird discount rate is in effect through April 30. The Aquatic Center season is scheduled to run June 10 – Aug. 21. Candy Land Trail a First Time Success • We held our first ever Candy Land Trail event on February 11 at Centennial Lakes Park. We had more than 150 kids attend despite the frigid cold weather. Participants were given game cards to play and interact along the trail. All game finishers were given goodie bags and hot chocolate. Centennial Lakes Park • It was a great year for skating at Centennial Lakes Park! Park patrons enjoyed skating for a total of 62 days. There were 13,444 skate rentals, 2,431 hot chocolates sold and an endless number of smiles from all ages! Skating has closed for the season because of unsafe ice conditions. Outdoor Ice Rinks/Warming Houses • Warming house operations were officially ended on Wednesday, March 2. Skating surfaces will remain available for skating as long as weather and ice conditions allows. Recreation Supervisor, Casey Hagert, will provide a more detailed review of the season at the March 8 meeting. STAFF REPORT Page 2 Yorktown Park Community Gardens • Registration for the 2022 season of community gardens opened for returning gardeners on February 1 and Edina residents on March 1. The available plots remaining sold out within a half hour of registration being open on March 1. Weather dependent, the 2022 gardening season will start on Saturday, May 7. Spring and Summer Employment Opportunities Spring and Summer seasonal employment opportunities are generally posted January through March of each year.
