I. APPROVAL OF THE MINUTES: November 8, 1990
Eileen Cooke offered a motion to approve the November 8, 1990,
minutes. Sally Tang offered a second to the motion. All voted
aye; motion carried.
II. REPORTS:
A. Alcohol Use During City Sponsored Sports Events
John Keprios informed the committee that the City of Edina has 11
athletic associations. Each of the associations has a policy about
alcohol or drug usage for the participants in their association.
The sanctions imposed upon the participants are progressive. The
first violation results in a two game or two week suspension,
whichever is greater, and a mandatory meeting with a Chemical
Health Advisor. The second violation results in a six game
suspension or four weeks, whichever is greater. On the third
violation the participants suspended from all sports for one year
until he or she has gone through a chemical health counseling
session.
Mr. Keprios stated that he believes some people have unfairly
singled out sports as being associated with substance abuse.
Instead, he believes that sports provide a valuable alternative to
substance abuse for the participants.
The committee ' agreed with Mr. Keprios that playing sports was a
valuable activity for the youth in this community. The committee
also believes that those involved in sports activities should set
an example by demonstrating their willingness to refrain from
chemical use.
Mr. Keprios went on to say that the associations do not have any
policy regarding chemical use by the coaches or chaperons. He
indicated that there may be a need for such a policy and that the
groups he has talked to about this policy are receptive.
Berit Peterson stated that she has met with the Edina Chemical
Health Advisory Committee and reviewed the chemical use policy
developed for the School Board. If adopted, this policy would
address chemical use by coaches and chaperons associated with youth
athletic events.
Mr. Keprios indicated that he would take a draft policy to the
athletic association boards for their review and comment. He
informed the committee that the athletic associations are
individually incorporated and can act independently from the City,
however, associations typically accept recommendations and advice
from their respective Park and Recreation Advisor.
Mr. Keprios offered to take the committees resolution to the Park
Board for their input and then take it to each of the athletic
associations for their actions. The resulting policy will be
brought back to the committee for final recommendation to the City
Council.
Eileen Cooke offered a motion to proceed with the action outlined
above. Bob Wilkins offered a second to the motion. The motion was
amended to include a commendation for the Edina Chemical Health
Advisory Committee for their work on developing the School Board
chemical use policy. All voted aye; motion carried.
B. Community Health Services Planning Process:
David Velde informed the committee that the planning process for
the 1992-1993 CHS Plan began with county wide meetings.
Representation from are CHS committees in the county were involved
in this process.
The next step in the process will involve the committees input on
local community health issues. Three task forces are being
established to complete the next part of the process.
Sally Tang volunteered to serve on the Home Health Task Force.
Audrey Runyan agreed to serve on the Disease Prevention and Control
Task Force. Bob Wilkins and Berit Peterson agreed to serve on the
Family Health Task Force.
C. The Next Meeting will be held on June 20, 1991.

Robert Wilkins nominated Matthew Peterson for chair. Sally Tang
offered a second to the motion. All voted aye; motion carried.
Douglas Lambert nominated Robert Wilkins for vice chair, Eileen

II. REPORTS•
A. 1992-1995 Community Health Service Preliminary Plan.
David Velde introduced Cheryl Smoot to the Committee. Ms. Smoot
is the Minnesota Department of Health District Nurse Representa-
tive for the Metro Area, and is attending this meeting as an
observer. Ms. Smoot said she was interested in hearing the
Committee's discussions relative to the Community Health Services
Plan and that when the Community Health Service Plan is submitted
to the Minnesota Department of Health, she will be one of the
people reviewing and commenting on the Edina Community Health
Service Plan.
David Velde began discussing the Community Health Service Plan by
informing the members that the Plan consists of the following
parts: Problem Statement; Year 2000 Objective; Objective;
Method; Evaluation; and Administrative items. Each of the
components listed above will be addressed for each identified
problem statement.
The problem statements contained in the Plan were identified ear-
lier in 1991 through Hennepin County Task Forces for each of the
Community Health Service program areas. The Task Forces were
comprised of representatives from area hospitals, cities, local
advisory committees, professional groups, public health staff and
the general public.
David Velde highlighted the following problem areas for the
Committee:
* Decrease incidents of Hepatitis B by offering vaccinations
for populations at risk such as police, paramedics and
health care workers.
* Reduce the occurrence of vaccine preventable diseases
especially among the Southeast Asian population within our
communities.
* The Tri-City HIV Task Force will continue to exist as an
emergency resource for the community. The Task Force will
be activated when a situation arises that needs additional
resources to respond to concerns from the public.
* The Public Health Center will continue to provide staff for
SHIELD, a program that provides services for children with
potentially handicapping conditions. The number of
referrals to this program in Edina has doubled from 17 in
1989 to 34 in 1990. The cost for this program is covered by
the School District.
* The Public Health Center will continue to provide low cost
consultation services to day cares in the three cities.
These services will be charged to the day care centers.

* The Public Health Center will continue to provide family
planning services to area residents through a grant obtained
from the Minnesota Department of Health.
* The Public Health staff will provide dental health education
to new parents as part of the new baby visit. 4
* The Public Health Center will implement a block nurse
program at the senior high-rise buildings.
* The use of automatic defibrillators for first responders
during medical emergencies will be investigated.
* Licensed food establishments will be offered a license fee
reduction if they have an employee on duty who has been
trained in safe food handling procedures.
* The City will continue to monitor public water supplies for
chemical contamination.
* The Health Department will develop and utilize a team of
health professionals to address unsanitary house complaints.
* The Health Department will participate in efforts to reduce
air pollution from automobiles by encouraging car pooling.
The Committee was generally critical of the wording contained in
the County-wide Needs Assessment. The Goal Statements and Year
2000 Objectives for some of the problem statements were not
clearly written,.
David Velde informed the Committee that a public hearing will be
held in August, 1991 for the proposed Community Health Services
Plan. The comments from the public hearing will be incorporated
into the final plan after which it will be brought back to the
Committee for a recommendation to the City Council.
B. 1992-1993 Maternal and Child Health Grant.
David Velde asked the Committee for volunteers to participate on
the Maternal and Child Health Grant Task Force. The Task Force
will meet three times to review and evaluate grant applications
for this grant.
Bob Wilkins and Audrey Runyan offered to serve on the Task Force.

I. APPROVAL OF THE MINUTES:
Sally Tang offered a motion to approve the June 20, 1991,
meeting minutes. Eileen Cooke offered a second to the motion. All
voted aye; motion carried.
II. REPORTS:

�. A. Community Health Services Plan Recommendation
David Velde informed the committee that public hearings were
held for the 1992-1995 Community Health Services Plan' on July 30,
1991, and August 6, 1991. The public hearings included the
Community Health Services plans for Hennepin County, Minneapolis,
Edina, Bloomington and Richfield. No substantive changes were made
as a result of the public hearings. The Edina Plan will go before
the Edina City Council on September 23, 1991, for their action,
pending the committees recommendation.
Mr. Velde stated that Edina will receive $113, 620 from the
Minnesota Department of Health in community health services subsidy
for 1992 and 1993. The subsidy funding for 1994 and 1995 will be
determined at a later date.
Mr. Velde advised the Committee that the contract with
Bloomington for nursing services is expected to be $127,904 for
1992 , which is a 3% increase over the 1991 contract.
Mr. Velde informed the Committee that the Plan incorporates an
Index to Methods located toward the back of the Plan. This index
is used to identify specific methods which will be used to address
the priority problems identified during the community assessment.

After general discussion about the Plan, Mr. Wilkins asked for
a motion to recommend approval of the 1992-1995 Community Health
Services Plan. Eileen Cooke offered a motion recommending the
Edina City Council approve the 1992-1995 CHS Plan. Audrey Runyan
offered a second to the motion. All voted aye; motion carried.
B. 1992 BLOOMINGTON PUBLIC HEALTH NURSING CONTRACT:
Mr. Velde informed the Committee that the 1992 nursing
contract is being proposed for a 3% increase over 1991. Mr. Velde
stated that Bloomington has been advised about this increase. The
City Council has not yet adopted the 1992 Budget but is expected to
adopt a budget in November 1992 . The nursing contract will be
brought back to the Committee when the budget has been adopted for
your consideration.
Mr. Rosenblatt stated that a 3% increase may not be enough to
maintain the present level of service.
Mr. Velde indicated that some service may need to be cut to
come in on budget.
Mr. Wilkins indicated that the Committee should be informed
about any proposed cuts in service.

Mr. Rosenblatt added that he would want to know the impact of
any cuts in service by Bloomington.
Eileen Cooke asked which area would most likely be cut.
David Velde suggested scaling back on the number of Home
Health visits to each client or perhaps eliminate certain types of
health promotion home visits.
Mr. Wilkins was concerned that if funding is cut the committee
would not have enough time to analyze the proposed cuts and argue
their case for reinstatement of funding for these services.
David Velde indicated that the committee would have the month
of December and perhaps part of November to consider this issue.
C. MATERNAL AND CHILD HEALTH GRANT:
David Velde reported that Edina, Bloomington, and Richfield
had applied for an MCH Grant for 1992-193 . The three cities will
receive $125, 000 for 1992 and $130, 000 for 1993 . These grant funds
will be used to improve pregnancy outcomes for low income pregnant
women. A majority of the grant funds will be used by the
Bloomington nurse services to enhance their existing program and
$8, 000 will be allocated to other agencies to support their
services to the targeted population.

Mr. Velde stated that Audrey Runyan and Robert wilkins served
on the task force which decided the allocation of the grant funds.
III. OTHER BUSINESS:
Berit Peterson offered to report on the school district health
services. Ms. Peterson informed the Committee that there has been
an increase in services to children with handicapping conditions.
This is due to the effort to place children with these conditions
in the mainstream at school. This is placing a heavier burden on
the staff at school because of the wide array of medical procedures
involved at different school buildings along with the need to be
aware of specific cautionary restrictions for some students, such
as an order to not resuscitate.

Another problem which seems to be getting worse is the j
increase in school children with asthma. Presently, the school
district has more than 200 pupils with asthma. Ms. Peterson said
that they are also providing more medication to pupils, for
example, in the six years she has been with the district the number
of pupils coming into the health office has increased from 4, 000 to !
11, 000 visits.
Ms. Peterson said that one recess at the elementary school
level was eliminated last year. Data from the previous school year
indicated that 44% of the accident reports occurred during recess.
�., The elimination of the recess reduced the accident reports to 32%
related to playground.

I. APPROVAL OF THE MINUTES:

1991, minutes as corrected. David Rosenblatt offered a second to
the motion. All voted aye; motion carried.
II. REPORTS:
A. South Hennepin Human Services Council.
Jeanne Massey, Executive Director of the South Hennepin Human
Services Council attended the meeting to inform the committee about
the reorganization of the council and its future role in the
community.
Ms. Massey informed the committee that the South Hennepin
Human Services Council consists of an Executive Board which is
comprised by the City Managers from Edina, Eden Prairie,
Bloomington and Richfield. The Organization includes a Regional
Citizen Advisory Commission which includes two representatives from
city advisory bodies and a city council member from each of the
four cities. A staff member from each city has been designated as
a liaison to channel information between the council and the
cities. City councils from the four cities will have oversight
responsibilities for the councils activities.
At this time, the two advisory commission members serving on
the South Hennepin Human Services Council for Edina are members of
the Edina Human Relations Commission. In the future, one of these
position will be filled by a member of the Edina Community Health
Services Advisory Committee.
The Council is funded by the four communities serviced,
Hennepin County and various grants which may be available. The
Budget for 1992 is proposed to be $120,000 which will support two
planners, planning aides and clerical staff.
Ms. Massey stated that the agency has been in existence for
about twenty years and over time it became a provider of human
services. This reorganization will help steer the council toward
a research and planning agency. The identified services will be
spun off to outside agencies.
The first task of the council will be to undertake a
comprehensive needs study. At the same time the agency will be
focusing on child care as a priority issue for 1992 .

The issues surrounding child care will include availability, E
special needs, sick care and scheduling flexibility to name a few.
Ms. Massey indicated that the South Hennepin Human Services
Council workplan will be presented to the committee in the future
and that issues which arise as time goes on will be shared with the
committee.
B. Public Health Nursing Services Contract
David Velde informed the committee that the city council has
not adopted the 1992 budget as of this date. At this time the
department is proposing a 2% increase in contract cost for 1992
with Bloomington. In discussions with Bloomington the proposed
increase is in line with their projected costs and it appears that
there will be no reduction in services if the contract is awarded
at $127,904 .00.
Mr. Wilkins indicated that the committee should review any
proposed cuts in service if contract is not awarded as proposed.
Eileen Cooke offered a motion recommending approval of the
1992 Public Health Nursing Serviced Contract with Bloomington as
proposed by the Health Department. Audrey Runyan offered a second
to the motion. All voted aye; motion carried.
C. Childhood Lead Poisoning
David Velde informed the committee that the Center for Disease
Control (CDC) lowered the action level for blood lead levels in
children. At this time, it is uncertain what impact this will have
on local health departments. This action by CDC could increase the
number of children identified as poisoned by lead, which would
increase the need for public health intervention. This would be
especially true for environmental home assessments for the lead
source.
David Velde stated that there is no need for action at this
point, but he wanted the committee to be aware of this potential
issue. Mr. Velde will keep the committee informed on this issue.
