Chair Johnson called the meeting to order at 6:00 p.m.

Motion was made by Commissioner Rubenstein and seconded by Commissioner Plumb-
Smith to approve the agenda. All voted aye. Motion carried.
IV. Approval of Meeting Minutes
Motion was made by Commissioner Ahler and seconded by Commissioner Brown to
approve the December 15, 2022 meeting minutes. All voted aye. Motion carried.
V. Special Presentations/Recognitions
A. Bicycle Friendly Community Report Card
Liaison Scipioni reviewed the City’s 2022 BFC Report Card from the League of American Bicyclists with
the Commission.
B. Wooddale Avenue Bridge Project
Liaison Scipioni introduced the Wooddale Avenue bridge project to the Commission and discussed the
historic consultation, the procedural requirements, and the stakeholder engagement underway.

C. 2023 Work Plan Updates
• #1 Pedestrian Crossing Policy Review – No update.
• #2 Bicycle Network Planning for Bikes and Transportation – Subcommittee will use
the 2018 Pedestrian and Bicycle Master Plan as blueprint to guide this initiative. Requested
street reconstruction information and Hennepin County contacts from staff.
• #3 France Avenue Corridor Review – Requested Hennepin County contacts from staff.
• #4 Boulevard Tree Planting – Already collected data on potential opportunities.

workshop is Tuesday, February 21, 7-9 p.m. at Public Works.
• #6 Parking – Planning Commission lead (Alkire) will set up a meeting in early March. EEC
representative is Commissioner Schima. Planning expects to develop a roadmap for
Council/Commissions on parking initiatives. ETC will inquire whether bike parking can be
included.

A. Additional Sidewalks for Morningside C Roadway Reconstruction
Liaison Scipioni updated the Commission on staff’s recommendation to add sidewalks on Kipling
Avenue, Monterey Avenue, and W 40th Street as part of the upcoming reconstruction project. City
Council approved staff’s recommendation at their January 17 regular meeting.
X. Adjournment
Motion was made by Commissioner Lewis and seconded by Commissioner Rubenstein to
adjourn the January 19, 2023 regular meeting at 7:01 p.m. All voted aye. Motion carried.

Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on January 31. The Traffic
Safety Coordinator, City Engineer, Streets Public Service Worker, Transportation Planner, Public Works
Director, Police Sergeant and Assistant City Planner were in attendance for this meeting.
On each of the items, persons involved have been contacted and the staff recommendation has been
discussed with them. They were informed that if they disagree with the recommendation or have additional
facts to present, they can submit correspondence to the Transportation Commission and/or to City Council
prior to the March 7 regular meeting.
Section B: Items on which the Traffic Safety Committee recommends no action
B1. Traffic volume concerns on Arden Ave between W 50th and W 52nd St
Staff recommends no action as observed volume and speed does not indicate a significant
amount of non-local traffic.
Description Residents are concerned about non-local traffic using the
neighborhood streets to bypass 50th & France. Residents
report vehicles traveling at 35-40 mph in neighborhood.

C1. Request for improved crossing treatments at Pamela Park entrance from W 62nd St
Staff recommends further study of crosswalk entering Pamela Park on W 58th St and will
compare the usage and treatments provided.
C2. Request for crosswalk over Hansen Rd at CP Rail
Staff recommends further study once road work is completed.
Section D: Other traffic safety items handled
D1. A request for stop sign enforcement at West Shore Dr and Upper Ter. The EPD was notified of the
concern.
D2. Two complaints submitted regarding a parked vehicle blocking a sidewalk needing snow removal on Sun
Rd. EPD responded so Public Works could remove the snow.
D3. A tree limb was reported down at Cahill Rd and Village Dr following a snowstorm. Public Works was
able to remove the downed tree.
D4. A resident requested the removal of a construction warning sign at Interlachen Blvd and Bywood W
due to impacting sight lines. The sign was removed by staff.
Description Concerns include drivers failing to stop for pedestrians.

D5. A crash was reported from the exit of westbound Highway 62 entering Tracy Ave. The crash was
reported to emergency dispatch.
D6. A submission reported a traffic signal not operating properly at Vernon Ave and Tracy Ave. Hennepin
County was notified of the concern as the county owns and maintains the signal.
D7. A request to move a port-a-potty blocking sight lines at W 60th and France Ave. The contractor was
contacted and requested to move the unit to improve sight lines.
D8. A request for all-way stop controls at Morningside Rd and Alden Dr by a resident concerned with
exiting their driveway at the intersection. One crash was reported in the last ten years and volume at the
intersection does not meet all-way control warrants.
D9. A complaint was made regarding a rubber crossing panel protruding above the roadway on Hansen Rd.
CP Rail was contacted and the panel was fixed.
D10. Previous complaints regarding parking on School Rd impacting school traffic flow near Concord
Elementary have been removed by the requestor as the concerns have self-corrected.

ACTION REQUESTED:
Appoint Commission Chair and Vice Chair effective March 1, 2023 through February 29, 2024.
INTRODUCTION:
Annually, the Commission shall elect from its members a Chair and Vice Chair to serve a term of one year.
The responsibilities of the Chair include:
Working with the Staff Liaison to prepare the meeting agendas
Leading regular meetings and facilitating discussion
Encouraging participation by all members and the public
Maintaining meeting decorum
Facilitating development of the annual work plan
Consulting with members regarding attendance issues
The responsibilities of the Vice Chair include:
Performing the Chair’s duties if they are unavailable
Supporting the Chair as needed
No member may serve more than three consecutive one-year terms as Chair; there are no term limits for Vice
Chair.
