Grandview Small Area Plan to kick off April 14
Edina, Minn., March 15, 2011 – The Grandview Small Area Plan process will kick off with a
community meeting 7 p.m. Thursday, April 14, at Edina City Hall, 4801 W. 50th St.
Last year, a Community Advisory Team made up of Edina residents led a process to determine the
future of the City’s former Public Works site at 5146 Eden Ave. and the area surrounding it. The
group met several times during April 2010 and developed seven guiding principles for the area:
1. Leverage publicly owned parcels and civic presence to create a vibrant and connected district that
serves as a catalyst for high-quality, integrated public and private development.
2. Enhance the district’s economic viability as a neighborhood center with regional connections,
recognizing that meeting the needs of both residents and businesses will make the district a good
place to do business.
3. Turn perceived barriers into opportunities. Consider layering development over supporting
infrastructure and taking advantage of natural topography of the area.
4. Design for the present and the future by pursuing logical increments of change using key parcels
as stepping stones to a more vibrant, walkable, functional, attractive and life-filled place.
5. Organize parking as an effective resource for the district by linking community parking to public
and private destinations while also providing parking that is convenient for businesses and
customers.
6. Improve movement within and access to the district for people of all ages by facilitating multiple
modes of transportation and preserve future transit opportunities provided by the rail corridor.
7. Create an identity and unique sense of place that incorporates natural spaces into a high quality
and sustainable development reflecting Edina’s innovative development heritage.
At the time the guiding principles were adopted, the Edina City Council also agreed to embark on a small
area planning process for the area, retaining ownership of the City’s Public Works property until after the
study is complete. A Livable Communities Demonstration Account grant from the Metropolitan Council
will defray the costs of the planning process.
The year-long planning process will kick off at the community meeting April 14, when a new
Community Advisory Team will be established. Any interested Edina resident is eligible to be a
member of the team. Organizing and framing the work plan should be completed before the end of
June. Consultants would be retained and a development framework and implementation plan drafted
between July and September. The public would be asked to react to the plan for refinement from
October through December. The final plan is expected to be drafted in early 2012.
