CALL TO ORDER
Mayor Hovland called the meeting to order at 5:34 p.m.

Answering roll call were Members: Agnew, Jackson, Pierce, Risser and Mayor Hovland
Absent:
Staff in attendance: Scott Neal, City Manager; Lisa Schaefer, Assistant City Manager; Alisha McAndrews,
Finance Director (virtually); Gillian Straub, City Management Fellow; Chad Millner, Engineering Director; Perry
Vetter, Parks & Recreation Director; David Yanagisawa, I.T. Specialist; and Sharon Allison, City Clerk.
2024-25 BUDGET AND PRELIMINARY LEVY DISCUSSION
Manager Neal presented preliminary budget projections for 2024-2025 and said this was the first in a series of
budget discussions in advance of the preliminary levy approval on September 19, 2023, and, ultimately,
approval of the final levy before the end of December 2023. Neal presented three budget scenarios and
described Scenario A as status quo maintaining current level of service, Scenario B added new positions and
use onetime revenue sources, while Scenario C included B plus everything staff requested. He presented past
levy increases and drivers from 2015-2023. Assistant City Manager Schaefer reviewed the current budget
challenges and said how none of them were unusual or unique.
Neal reviewed market value, property tax history and how Edina compared to other cities. He spoke about
enhanced services and functions that Edina provided that were different from comparable cities. Neal said
market value would be impacted by the 2024 estimated levy ranging from one to ten percent increase for
majority of single-family homes. He said the next step in the approval process was to incorporate Council’s
feedback and present the City Manager’s proposed budget on Sept. 5.
Council asked questions and provided feedback.
ADJOURNMENT
Mayor Hovland adjourned the meeting at 6:45p.m.
