I. Call To Order
Chair Lewis called the meeting to order at 6:00 p.m.
II. Roll Call
Answering roll call: Commissioners Bildsten, Johnson, Lewis, McCarthy, Olson, Plumb-Smith, Rubenstein,
Wright
Late: Commissioner Sweeney
Absent: Commissioners Brown, Kanti Mahanty
Staff present: Transportation Planner Andrew Scipioni
A. Welcome Commissioner Olson
The Commission welcomed Commissioner Olson, who was appointed to a partial term ending March
1, 2025.
Commissioner Sweeney arrived at 6:01.
III. Approval of Meeting Agenda
Motion was made by Commissioner Johnson and seconded by Commissioner Bildsten to
approve the agenda. All voted aye. Motion carried.
IV. Community Comment
None.
V. Approval of Meeting Minutes
Motion was made by Commissioner Bildsten and seconded by Rubenstein to approve the June
15 and July 20, 2023 meeting minutes. All voted aye. Motion carried.
VI. Special Recognitions and Presentations
A. Commuter Services
Kate Meredith and Michelle Leanord from the I-494 Corridor Commission’s Commuter Services
presented about the services and resources they provided related to alternative transportation options.
B. Special Recognition – Commissioner Kanti Mahanty and Sweeney
The City and the Commission thanked Commissioners Kanti Mahanty and Sweeney for their service.
VII. Reports/Recommendations
A. Traffic Safety Report of July 25, 2023
The Commission reviewed and commented on the Traffic Safety Report of July 25, 2023.
• Item B1: Driver and pedestrian safety concerns on W 58th St east of France Ave
Motion was made by Commissioner Plumb-Smith and seconded by Commissioner

Rubenstein to recommend that City Council direct staff to replace the plantings at
these locations with native, low maintenance prairie grasses (such as prairie
dropseed) no more than 16” tall. All voted aye. Motion carried.
• Item B2: Request to update lane markings on W 70th St
Motion was made by Commissioner Rubenstein and seconded by Commissioner
McCarthy to recommend that City Council direct staff to extend the westbound
bike lane on W 70th St through the intersection and connect it to Antrim Rd,
thereby removing the westbound right-turn lane. All voted aye. Motion carried.
A. 2023 Work Plan Updates
• #1 Pedestrian Crossing Policy Review – No update.
• #2 Bicycle Network Planning for Bikes as Transportation – Subcommittee is reviewing
anticipated capital projects.
• #3 France Avenue Corridor Review – Subcommittee reviewed Southdale Design Guidelines,
planning to present preliminary findings at September meeting.
• #4 Boulevard Tree Planting – Subcommittee connected with City Forester again, reviewed
Southdale Design Guidelines,
• #5 Cahill Small Area Plan – Completed.
• #6 Parking – Met with Planning subcommittee, work will continue into 2024. Next meeting is
scheduled for September 6.
• #7 Response to Community Comments – Subcommittee will bring draft language to next
meeting.
B. 2024 Work Plan Development
The Commission continued discussion on their 2024 work plan proposal.

X. Adjournment
Motion was made by Commissioner McCarthy and seconded by Commissioner Bildsten to
adjourn the August 17, 2023 regular meeting at 9:28 p.m. All voted aye. Motion carried.
