Approval of Meeting Agenda Motion by Commissioner Nelson to approve the July 25, 2023, meeting agenda, seconded by Commissioner Felton. Motion carried. IV. Approval of Meeting Minutes Motion by Commissioner Nelson to approve the minutes from the June 27, 2023, meeting. Seconded by Commissioner Rogers. Motion carried. V. Reports/Recommendations A. 2023 Human Rights & Relations Commission Work Plan Update • Commissioners described each initiative and discussed the following updates: o Initiative 1: Sharing Values, Sharing Communities Event • Commissioner Nelson introduced the proposed title from the committee: “Building an Inclusive Community – Learning to Prevent Bias so All Can Thrive.” • Commissioners discussed asking for quotes from speakers before October for press releases. Motion by Commissioner Nelson to adopt the title, “Building an Inclusive Community – Learning to Prevent Bias so All Can Thrive.” Seconded by Commissioner Felton. Motion carried. o Initiative 2: Days of Remembrance Event • Event occurred in May 2023. o Initiative 3: Bias and Discrimination Event Response Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. • Police staff attended the May 23, 2023, meeting. • There will be another check in with the department at the October meeting. o Initiative 4: Tom Oye Award • Chair Stringer Moore noted that the committee will meet and provide an update at the August meeting. o Initiative 5: Climate Action Plan HS 4-3 • Commissioner Segall provided an update that the committee is finalizing the interview guide and that each member of the committee is assigned organizations to interview. o Initiative 6: Juneteenth Community Celebration • Event occurred on June 19, 2023, and Staff Liaison Lee provided an update at the June meeting. o Initiative 7: Bias and Discrimination Event Response Plan Review • Commissioner Felton noted work as a committee will begin in August. B. 2024 Work Plan Development Introduction • Staff Liaison Lee introduced the work plan development, including the information needed from commissioners, budgetary information, and the purpose of work planning. Commissioners discussed the following initiatives: o Initiative 1: Sharing Values, Sharing Community Event • Commissioners noted that this event is a long-running event of the HRRC. o Initiative 2: Bias and Discrimination Event Response • Commissioners discussed the process for the HRRC to respond if there is a bias discrimination event, and the possibility of combining both the ongoing review of bias and discrimination event response and the communication of the process to the public. Commissioner Felton left at 8:02 p.m. o Initiative 3: Tom Oye Award o Initiative 4: Days of Remembrance Event o Initiative 5: Community roundtable connecting organizations and Boards & Commissions. • Commissioners discussed the Juneteenth event and other events where members of the public and representatives of community organizations and associations wanted to connect with Boards & Commissions. • After discussion, commissioners determined that the level and scope of work is not appropriate for the HRRC, as it deals with all Boards & Commissions. Instead, the Commission will focus on publicizing HRRC work at specified community events or a study on the process for HRRC community engagement. o Initiative 6: Affordable housing topic Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. • Commissioners noted the relationship with Climate Action Plan item BE 3-2: Explore the development of renewable energy program(s) which increase utilization of on-site / in-community renewable energy while creating benefit for low-income community members. o Initiative 7: Quarterly meeting with a representative from Edina Public Schools. • Commissioners supported removing this from the 2024 work plan. o Initiative 8: Mental health topic, with potential connections to ageism and homelessness. • Commissioners discussed that other commissions may be better suited to address mental health, but that the HRRC may be suited to address some aspects, including invisible disability. • Commissioner discussed other standalone topics, including: • Ageism – the Commission would study and report on selecting the framework for determining if the City is an age-friendly community. • LGBTQIA+ – Commissioners noted the threat the LGBTQIA+ community is under. o Initiative 9: Climate Action Plan • Commissioners supported removing this. The CAP identifies the City’s GHG emission reduction target of 45% below 2019 levels by 2030 and achieve net zero emissions by 2050. The CAP’s goal is to help those who live and work in Edina imagine and achieve a future where the Earth and all who live on it thrive. Commissions add critical capacity and community perspective, important to accomplishing Edina’s climate action goals. In 2022, Commissions were invited to integrate one CAP initiative into their 2023 work plan proposals, and four commissions did so. Commissions are now invited on an annual basis to consider adding a CAP initiative to their work plan proposals. Attached is a refined list of Climate Actions that are suitable for Commission leadership. Some have been identified as especially suitable for certain Commissions, but all are available for all Commissions to consider for their 2024 work plan. These actions were chosen based on the nature of Commission work – resident volunteers who advise Council based on their Commission Charge. The intent for any Climate Action undertaken by a Commission is to study the issue and identify what's possible for Council to consider as next steps. It is not expected that Commissions accomplish the Action within one year, rather it is hoped that Commissions can lend their resident perspective and expertise to make meaningful contributions to the progress of any action they choose to undertake. Action Requested: Commissions should discuss the Climate Action Menu as part of their 2024 work plan development process. Commissions should consider including one Climate Action in their 2024 work plan, and be prepared to mention how their work aligns with the Climate Action Plan when presenting to City Council. Report and Recommend BE 3-2 Explore the development of renewable energy program(s) which increase utilization of on-site / in-community renewable energy while creating benefit for low-income community members. Example programs include City of Dubuque Low Income Solar Renewable Energy Credit (SREC), Leech Lake Band of Ojibwe Community Solar for Community Action, and Texas Energy Poverty Research Institute Community Solar Program Model.
